Honiton Way Shops: Litter and Bin Provision

Penketh Parish Council is aware of concerns regarding litter around the shops at Honiton Way.

The shopping parade is privately owned and there are currently no public litter bins within the site itself. The nearest bins are located along Honiton Way, beside the library and outside the pool and youth club. These are provided and emptied by Warrington Borough Council, currently on Mondays.

Although the Parish Council does not own or manage the shopping parade, we have cleared litter from around the sides and removed loose waste from the tops of nearby bins where possible, to prevent it from being blown into surrounding streets and green spaces.

We recognise that the opening of new businesses, promotional activity and the school holidays may have contributed to increased footfall in the area. We will contact the businesses and site representatives to discuss the issue, and will also speak with the relevant Warrington Borough Council officers, including Planning Enforcement, to understand what options may be available for additional bin provision.

Similar seasonal pressures have been experienced within the Parish Council’s own parks. As these are on land managed by the Parish Council, we are already arranging additional bins for the summer period.

We ask visitors to the area to use the available bins where possible, or to take their litter home if the bins are full.

Station Road Battery Storage Development: Appeal Withdrawn

Warrington Borough Council has confirmed that the planning appeal relating to the proposed Battery Energy Storage System on land south of Station Road, Penketh, has now been withdrawn by the developer.

The original planning application was refused by Warrington Borough Council in December 2025. The developer subsequently appealed and attempted to submit substantial amendments and additional technical information as part of that process.

Warrington Borough Council objected on the basis that the proposed changes fundamentally altered the scheme and had not been subject to proper public consultation. The Planning Inspector agreed that the amendments could not be considered as part of the existing appeal.
Following that ruling, the developer withdrew the appeal. Warrington Borough Council’s original refusal therefore remains in place.

It is not currently known whether the developer intends to submit a new planning application. Any future application would be considered separately and would be subject to a new consultation process.

For clarity, this was not a decision made by Penketh Parish Council. Warrington Borough Council is the local planning authority, and the appeal process is administered by the Planning Inspectorate.

Should a new application be submitted, Penketh Parish Council will again be consulted and will ensure that residents are informed of the opportunity to submit their comments and concerns through the formal planning process.

📍 Warrington Road, Penketh – Street Scene Issues Reported

The Parish Council has reported a number of issues to Warrington Borough Council regarding the general appearance and cleanliness of the Warrington Road area, including the row of shops near 183 Warrington Road and the area towards Farnworth Road / Widnes Road.

The issues reported include:

• Advertising boards / signage in poor condition

These matters are not the direct responsibility of the Parish Council, but we have raised them with Warrington Borough Council and asked that the relevant teams inspect the area.

⚠️ Glass found at Greystone Recreation Ground

Glass has been found on the playing field / MUGA area at Greystone Recreation Ground.

Cllr Ade Cunliffe has kindly attended and cleared the area due to officer holidays. Thank you to him for dealing with this quickly.

With the warmer weather and increased use of the field, please help us keep this shared space clean, safe and enjoyable for everyone.

☀️ With the lovely weather, it’s great to see Greystone Rec being enjoyed by local families.
Unfortunately, we’ve had some graffiti appear in the enclosed play area. Some of it has been edited in the images we’re sharing, and some of the wording can be left to the imagination, but it is clearly not appropriate for a children’s play space.
This enclosed area is there for younger children to play safely and enjoy themselves, not as a teenage hangout.
A big thank you to Cllr Andrea Haywood - Penketh Parish Council for jumping straight on this while we are a man down in the office. It’s very much appreciated. 👏
We will share a small number of images with identifying details blanked out, simply to highlight the issue. We hope that is enough to nip it in the bud, but if it continues, we may have to report matters to parents and, where necessary, the relevant authorities.

Whether you’re:

• Someone who simply wants the confidence to act in an emergency
This course could make a real difference.
You’ll learn how to:
✔ Recognise cardiac arrest
✔ Call for help and manage an emergency response
✔ Deliver high-quality CPR
✔ Safely use an AED (defibrillator)
✔ Respond to choking in adults and children
✔ Feel confident using local defibrillators if they’re ever needed
