๐Ÿšฌ Illegal ci******es seized during joint inspection

Portsmouth Trading Standards recently carried out a joint inspection with colleagues from Portsmouth City Council's Environmental Health team.

During the visit, officers discovered and seized a quantity of suspected illegal to***co products from a retail premises in Southsea.

The inspection was carried out to support Environmental Health officers undertaking their statutory duties. Trading Standards officers attended due to concerns arising from a previous attempt to carry out an inspection.

The investigation remains ongoing and, at this stage, we are unable to identify the business involved or any individuals connected to the matter.

The sale of illegal to***co harms legitimate businesses, undermines public health measures and is often linked to wider criminal activity. We will continue to work with our partners to tackle illegal trade and protect consumers.

๐Ÿ”ฅ Disposable BBQs should not be sold during the current hot and dry weather conditions.

Although cooler temperatures and some rain are forecast, many parks, grassed areas and open spaces remain very dry after prolonged warm weather, meaning the risk of fires is still significant.
Government guidance states that disposable BBQs can pose a serious risk to public safety and the environment during periods of heightened fire risk. They can easily ignite dry grass and vegetation, putting people, wildlife and property at risk.

โœ… Retailers are expected to remove disposable BBQs from sale, both in stores and online. Our Trading Standards team is working proactively with businesses to ensure products are removed from sale and will respond to any reports received.

Remember: Most Winter Fuel Payments are made automatically, and the Department for Work and Pensions (DWP) will not ask for your bank details by text message.

๐Ÿšญ Important Changes for Retailers: To***co and Vapes Act 2026 ๐Ÿšญ

Portsmouth Trading Standards is reminding businesses and residents about significant changes to the law that will come into force under the To***co and Vapes Act 2026. These measures are designed to create a smokefree generation, reduce youth access to ni****ne products and strengthen enforcement powers.

๐Ÿ“… From 29 October 2026:
โœ… It will be illegal to sell any va**ng or ni****ne product to anyone under 18. This includes ni****ne pouches and some products that do not contain ni****ne.
โœ… Adults will commit an offence if they buy or attempt to buy va**ng or ni****ne products on behalf of someone under 18.
โœ… The free distribution of va**ng and ni****ne products, promotional giveaways, and certain heavily discounted sales designed to promote these products will be prohibited.
โœ… New restrictions will ban vending machines selling to***co, cigarette papers, herbal smoking products, va**ng products and ni****ne products (with limited exemptions in certain mental health inpatient settings).
โœ… Trading Standards and other enforcement authorities will gain powers to issue Fixed Penalty Notices (FPNs) for a range of offences instead of immediately pursuing prosecution.

๐Ÿ“… From 1 January 2027:
โœ… The "smokefree generation" law comes into force. It will be illegal to sell to***co products, herbal smoking products or cigarette papers to anyone born on or after 1 January 2009.
โœ… Adults will commit an offence if they purchase these products on behalf of anyone born on or after 1 January 2009.
โœ… Retailers must display updated age-of-sale notices reflecting the new law.

๐Ÿ‘ฎ What businesses should do now
โ€ข Review existing age-verification policies and continue using robust age-checking processes such as Challenge 25.
โ€ข Familiarise yourself and your staff with the upcoming requirements.
โ€ข Start planning now for changes to to***co, v**e and ni****ne product sales.

Portsmouth Trading Standards will continue working with local businesses to support compliance and protect young people from to***co and ni****ne addiction.
