**Crawley Hill, West Wellow - planning application for 51 homes**

A planning application has been submitted for up to 51 homes at Crawley Hill, West Wellow.

My principal concern is the proposal to create an access directly onto this stretch of the A36. Given the accident history, traffic speeds and the additional turning movements generated by 51 homes, I believe the highway-safety implications must be examined extremely carefully.

I will be supporting objections to the application and will work as hard as I can to secure its refusal. I am also meeting Hampshire County Council highways officers later this week to raise residents’ concerns directly.

I have prepared a briefing note explaining the main planning grounds for objection, the relevant national and neighbourhood-plan policies, and how residents can submit their views.

Sole traders, microbusinesses and small businesses across Test Valley can access a free webinar offering practical advice on protecting themselves from everyday cyber risks.

The session is being delivered by the Cyber Resilience Centre a police-led partnership that provides fully funded professional cyber support to help small businesses strengthen their resilience.

🚆 SOUTH WESTERN RAILWAY: EXTREME HEAT TRAVEL UPDATE

South Western Railway will operate an amended timetable on Tuesday 23, Wednesday 24 and Thursday 25 June because of the extreme temperatures forecast across southern England.

Fewer trains will run, services are expected to be busier, and journeys may take longer because trains will need to travel at reduced speeds.

The key advice is:

🔹 Tuesday 23 June: Check before travelling and, where possible, travel before midday when conditions should be cooler.

🔹 Wednesday 24 June: Travel only if your journey is essential.

🔹 Thursday 25 June: Travel only if essential. Some services will not run and others may be altered.

Passengers with tickets for Tuesday, Wednesday or Thursday may use any alternative South Western Railway service on the same day. Tickets dated for any of those three days can also be used on Friday 26 June without needing to be changed.

Friday’s services are currently expected to operate as planned.

If you must travel:

💧 Take plenty of water with you
📱 Check your journey before leaving
⏰ Allow extra time
🚆 Be prepared for busy trains and short-notice changes
🌡️ Do not board a train if you feel unwell

High temperatures can affect railway tracks, signalling equipment and embankments, so further delays or cancellations may still be necessary at short notice.

🚯 **More than £2,300 to pay after fly-tipping near Romsey**

I welcome the successful prosecution of a man who dumped wooden pallets, a barbecue and other household waste in a rural layby on Lee Lane, near Romsey.

The waste was discovered on 5 May 2025. Nearby cameras captured a blue van entering the layby and the driver depositing the rubbish before leaving. Checks on the vehicle registration enabled Test Valley Borough Council’s officers to identify Damian Lucki, 51, from Southampton.

At Southampton Magistrates’ Court on 4 June 2026, he was fined £1,066 and ordered to pay £875.60 in costs and a £426 victim surcharge—a total of £2,367.60.

Fly-tipping is selfish, antisocial and completely unacceptable. It damages our environment, creates risks for wildlife and landowners, and leaves council taxpayers to fund the clean-up.

As you may know, I have long supported Test Valley's zero-tolerance approach to those who despoil our countryside. There is no excuse for dumping waste illegally, and those responsible should expect to be identified, prosecuted and made to pay.

Well done to Test Valley Borough Council’s environmental team for pursuing this case and securing the conviction.

🔴 EXTREME HEAT WARNING 🔴

A Red Extreme Heat Warning has been issued for Hampshire for Wednesday 24 and Thursday 25 June, with temperatures potentially reaching 39°C.

These conditions can present a serious risk to health, particularly for older people, young children and anyone with an existing medical condition. Please take sensible precautions and look out for vulnerable relatives, friends and neighbours.

☀️ Avoid strenuous activity during the hottest part of the day and walk dogs early in the morning or later in the evening.

💧 Drink plenty of water and limit alcohol.

🏠 Keep rooms cool by closing curtains or blinds on windows facing the sun.

🧴 Avoid direct sunlight where possible between 11am and 3pm. Wear suitable clothing, a hat and sunscreen when outside.

🚗 Never leave children, vulnerable adults or animals inside a parked vehicle.

🚆 Carry plenty of water if travelling and be prepared for possible disruption to road and rail services.

🏊 Please take particular care around rivers, lakes and other open water.

Test Valley Borough Council has also activated its Severe Weather Emergency Protocol to provide additional support for people sleeping rough. Contact the emergency services immediately if you are concerned about someone’s health or safety.

⚠️ Temporary closure of Nursling and Rownhams Footpath 24

Hampshire County Council’s Countryside Service has temporarily closed part of Nursling and Rownhams Footpath 24 to allow National Grid to carry out overhead powerline refurbishment and replacement works.

The closure order is in place from 17 June until 16 September 2026, or until the works are completed, whichever is sooner.

Importantly, the footpath will only be closed while work is actually taking place. The work is expected to be carried out over a few days during two separate periods within this timeframe.

There is no alternative route available, so please plan your journey accordingly and follow all signs and instructions on site.

♿ **New Changing Places toilet opens in Romsey**

I am delighted to see that a new fully accessible Changing Places toilet has now opened in Romsey, helping to make our town more welcoming and accessible for residents and visitors with complex disabilities.

Located in the car park next to the Former Magistrates’ Court, the facility provides significantly more space and specialist equipment than a standard accessible toilet, including:

✅ An adult-sized changing bench
✅ A hoist
✅ Enough room for carers to provide support safely and with dignity

Test Valley Borough Council and Romsey Future worked with local disability groups, including the Romsey Disabled People’s Partnership, to ensure the facility meets the community’s needs. Following their feedback, part of the approach path has also been widened to make access easier and safer for wheelchair users.

The project was funded through the UK Shared Prosperity Fund, awarded by Romsey Future.

The access code is available from the Former Magistrates’ Court during office hours, or by calling **01264 368000** outside office hours.

This may seem like a relatively small facility, but for people with complex disabilities and their families and carers, it can be genuinely life-changing—giving them the confidence and freedom to spend more time in our town without worrying about whether suitable facilities will be available.

Well done to everyone involved in securing and delivering this important improvement for Romsey.

🚧 **Roadworks Update: Hampshire, Southampton & Portsmouth**

There are signs that some of the long-running motorway schemes are moving towards completion, but several major projects continue to affect journeys across Hampshire this week.

The main hotspots remain **Fareham, Wi******er, Southampton and now Portsbridge Roundabout in Portsmouth**, where significant resurfacing works are due to begin.

The new Broadway Roundabout is now open, but further resurfacing and finishing works continue, with overnight traffic management and occasional closures still likely. The dedicated lane to the eastbound on-slip also remains closed while a shared cycle and pedestrian route is completed.
