The Home Office's 'Action Against Hate' report 2016 details:

'A crime that is motivated by hostility on the grounds of race, religion,sexual orientation, disability or transgender ID can be classed as a hate crime'.

Within Rugby we will record incidents and crimes against these five categories, as well as including a category for any other perceived difference in order to align with Warwickshire Police's recording of hate.

Our work will look to kick off next month and we will be hopefully intially based at The Old Telephone Exchange, Albert Street, Rugby, Warwickshire. If you feel somebody has treated you badly or hurt you in some way because you look different, sound different, have specialised equipment, have a carer or need extra support, you may have experienced disability hate crime. It is important that you report incidents that make you upset to get the support you need and ensure it doesn’t happen again.

Disability hate crime is defined as

‘Any criminal offence which is perceived, by the victim or any other person, to be motivated by a hostility or prejudice based on a person’s disability or perceived disability.’

What can you do if you or someone you know has experienced hate crime?

If you or the victim feels under threat or attack then call the police immediately on 999

If you or the victim needs urgent medical attention call for an ambulance on 999

You can report the incident by calling the police on 101 or by filling out the online incident reporting form on the True Vision website:

www.report-it.org.uk

If you would like assistance to report the incident to the police either by phone, in person or online, you can report through Rugby Resolve as a third party reporting centre. Please contact us by:

What is a third party reporting centre?

Rugby Resolve will be a third party reporting centre, which means we will have the expertise and skills to assist disabled people to report hate crime to the Police and/or access the support services they may need.

We know that reporting a crime to the Police can sometimes be a difficult thing to do and we will offer you an additional level of support to report the incident. Rugby Resolve is a disabled peoples organisation, which means we have a good understanding of different impairment types.

We will provide a safe space where you can express yourself and know you have been listened to.

We can assure you all information will be kept confidential.

We will listen to your report without judgement and make sure you are in control of the process. Your safety and well-being are the most important thing and we will work with you to protect you from further harm. We will get back to you and arrange an appointment with a Hate Crime Worker.

Would you or your organisation like a workshop on disability hate crime?

As part of Rugby Resolve’s commitment to tackling hate crime, we offer free disability hate crime workshops to other organisations, frontline staff and the wider Rugby community. You can also attend as an individual. It is a great way to learn more about how to identify disability hate crime, how to report it and to access the support you (or someone you know) may need. We will have a training room available at Rugby Resolve, or we can come to your organisation to deliver the workshop.

Disability hate crime reporting service

Have you or someone you know experienced disability hate crime?
If you have been a victim of hate crime because of your disability, it is important that you report the crime to the police and receive the support you need.

Rugby Resolve will act as an accredited third party reporting centre, which means we will have the skills and experience to assist you through the reporting process if you do not wish to report the crime directly to the police yourself. We will explain all the reporting options available to you, so you are in control of the choices you make.

We can also refer you to Warwickshire Victim Services so if you need to cope with emotional stress and we have lots of opportunities for you to make new friends and to develop new skills.

Helping individuals to identify risks to their personal safety and explore solutions.

Building capacity to stay safe and know where and how to access help.

The project recognizes that personal safety can be compromised for disabled people in all manner of personal and social circumstances.

We want to hear from disabled people who are experiencing or at risk of any of the following;

Anti-social behavior
Harassment / verbal abuse
On-line abuse
Mate Crime
Hate Crime

Domestic Abuse
Carer Abuse
Financial Exploitation
Sexual Exploitation
Neighbour disputes

The project will take a person-centred approach to helping disabled people maintain their own personal safety.

We will facilitate targeted community and personal safety campaigns, public events, peer support activities, publicity and resources for effective personal and community safety, referral systems with specialist victims and other disability services and volunteer opportunities.

Advice and guidance with forms, mandatory reconsiderations and appeals.

We will provide 15 minute one to one sessions, with advice and guidance on how to complete the form yourself. Please complete as much of the form as you can, before you come to see us.

General welfare rights, housing benefit, adjustments at work, discrimination and other sources of available support will also be provided.

Rugby Resolve is a Disabled People’s Organisation (DPO) that started in 1996. The organisation is run and controlled by disabled people.

The main aim of Rugby Resolve is to further the human rights of disabled people across Rugby and provide a number of user-led services to support disabled people and achieve this aim.

The different services have arisen out of local community needs and they promote the Social Model of Disability.

INFORMATION & ADVICE

Our Independent Living Advisors will be on hand to provide Direct Payment information, support and advice. We aim to provide a friendly and professional service that is independent and impartial. Promoting through knowledge and support, service user empowerment and independence in the management of a Direct Payment.

We advise users on the options open to them and support them through to independence in the set up and ongoing management of their budget, to enable disabled people to use their budget to meet their assessed care needs.

Providing support and advice on issues relating to the engagement of personal assistants including recruitment advertising, job descriptions and person specifications, interviewing, contracts of employment, employer’s liability insurance and payroll.

PAYROLL SUPPORT

We will provide a comprehensive payroll service to people throughout Rugby taking a Direct Payment to employ their own support staff. Our Payroll Service is for disabled people who employ their own support staff. You will be allocated a named person (a Payroll Clerk) who will manage your payroll account. Your Payroll Clerk will process payslips on a monthly or four weekly basis and make sure that tax and national insurance is calculated correctly. Payroll will also make sure that you are meeting your statutory employer responsibilities such as calculating sick pay, maternity pay, workplace pensions, providing P60s and P45s and sending all the necessary paperwork to HMRC.

What is a Direct Payment?

Direct payments allow you to receive cash payments from your local authority instead of the local authority arranging the care for you. This can give you much more flexibility and greater choice and control of your support package.

Who can get a Direct Payment?

You may be able to get a direct payment if you have been assessed by Social Services as needing care and support services. Adults aged 18 or over, or the parents of a child with disabilities who is under 18 years old may be eligible. If you have been assessed as needing a personal budget, you may be offered a direct payment.

How do I get a Direct Payment?

To receive direct payments, you first need to ask your local authority to assess your care needs. After the assessment, if you are eligible, you’ll get a care/support plan. This is a written document which detail what needs you have. Your social care worker should discuss the Direct Payments option with you when they assess your care needs.

What happens next?

Your social care worker will refer you in to your local Direct Payment support service. Rugby Resolve will advise you on the options available to you and support you through the whole process. You can have as much or as little support as you need.

There are a variety of vacancies available throughout Warwickshire with an immediate start. Working hours range from 2-35 hours weekly.

UPDATE:

Rugby Resolve Charity is now almost ready to be operational. This will not only be an organisation across Rugby that looks to take on the spread of disability hate crime in the town and look to signpost people to the police and report these incidents but also to act as both a housing and employment agency for the disabled across Rugby.

All of this is to empower disabled people within Rugby and to give them independance and confidence to move forward. This is the essence of Rugby Resolve's mission in the long term.
