πŸ›©οΈ RED ARROWS OVER RUGBY AGAIN ON SUNDAY - ALL INFO πŸ‘‡

Many Rugby residents got a glimpse of the famous Red Arrows as they flew over Rugby this evening (Saturday).

However, there is another chance to catch them on Sunday 31st May.

As you can see from the map below, they are set to arrive over the north of Rugby at 6.23pm - heading towards the Midlands Air Festival at Ragley Hall.

Tomorrow evening, they will return over Daventry at around 6.56pm (rather than flying back over Rugby).

Β£75K FOR RUGBY SPORTS CLUBS - DEVELOPER CASH 🀸 πŸƒβ€β™€οΈ

Rugby Borough Council is set to consider plans to allocate Β£74,500 of developer cash to two local sports clubs next week.

The proposals would see:

🀸 £50,000 allocated to Rugby Gymnastics Club to help complete the second phase of its new facility on Kilsby Lane - towards a mezzanine floor which would include a viewing gallery, training space, studio and café.

πŸƒβ€β™€οΈ Β£24,500 allocated to Rugby & Northampton Athletics Club to improve facilities at its clubhouse - including accessibility improvements, security upgrades and energy efficiency measures.

The funding comes from 'Section 106 agreements' - contributions paid by developers to help support local infrastructure and community facilities.

54 FLATS FOR CORPORATION STREET? 🏒

There is a planning application lodged with Rugby Borough Council to change the Morgan Sindall office building on Corporation Street into 54 flats.

The scheme proposes 42 studio flats - and 12 one or two-bed flats. They argue that - according to council policy - this requires only 30 parking spaces. However, the developer intends to provide 55 parking spaces for the 54 flats - in addition to cycle storage.

Planning documents for this development appear to show 18 flats on each of the ground floor, first floor and second floor. The third floor shows a further 2 flats - which would take the total to 56 flats.

'CAN I USE COMPOSTABLE BAGS?' - YOUR FOOD WASTE QUESTIONS ANSWERED πŸ‘‡

Many Rugby residents have been left confused about the rules for the new food wate collection which is beginning in July. We've tried to answer the most common questions below.

πŸ’¬ When does this new service start?

πŸ—£οΈ The new food waste collection service begins on Monday 6th July.

πŸ’¬ How often is my food waste collected? I'm worried it will stink.

πŸ—£οΈ It will be collected EVERY WEEK from July - all year round.

πŸ’¬ Why are Rugby Borough Council doing this?

πŸ—£οΈ It's the law and was first introduced by the previous Conservative government. The idea means that smelly food waste is collected more frequently than most councils were collecting black bin waste previously. It's also good for the environment.

πŸ’¬ Will my bin day change?

πŸ—£οΈ For some people, yes. The council initially said that these weekly collections would happen on your normal black/blue-lid bin day - however, there are now likely to be big changes to many people's normal bin days. We're concerned that this hasn't been fully communicated yet with only a month to go.

πŸ’¬ Why haven't I received my caddies yet?

πŸ—£οΈ Every household in Rugby will receive an outdoor caddy (for collection) as well as a smaller kitchen caddy before July. These are being delivered at the moment - but there are almost 50,000 to deliver.

πŸ’¬ Can I use a compostable bag in my caddy?

πŸ—£οΈ Yes. However, the council has complicated this somewhat by saying that WHITE PLASTIC BAGS would be preferred. This sounds bonkers but apparently it's easier for the recycling centre to pull them out from the food waste (and then recycle them separately). Compostable bags are still fine.

πŸ’¬ Can I still put food in my green bin?

πŸ—£οΈ No - if you put food waste in your green bin, your bin will not be emptied. This is because the green waste will now be sent to an 'open windrow composting' site (Google it) so can no longer contain food waste.

πŸ’¬ What are they doing with my food waste?

πŸ—£οΈ Food waste will be sent to an 'anaerobic digestive plant' - where the methane released will be collected and used to generate electricity. We'll soon be charging cars on your leftover shepherd's pie.

πŸ’¬ I thought the council budgeted Β£185,000 to communicate all of this with residents in Rugby.

πŸ—£οΈ Yes they did.

πŸ’¬ What happens if I don't want to do this?

πŸ—£οΈ We'd suggest giving it a try as the council will be visiting your street every week to collect the bins. We have enjoyed reading on Facebook what some people are planning on using their new caddies for though.

RUGBY GYMNASTICS FLATS - BACK AT PLANNING COMMITTEE 🏒

An application to build flats on the old Rugby Gymnastics site on Lower Hillmorton is back at Rugby's planning committee next Wednesday - just six months after being rejected. The revised plan proposes the same number of apartments but the developer has amended the layout to accommodate additional parking

This application is being considered by Rugby's Planning Committee as the council received more than 15 objections from local residents.

The proposal is to build 34 flats over 11 blocks. The revised proposals provide 45 parking spaces with access through Caldecott Place (via Caldecott Street). This is an increase of 8 compared to the previous scheme.

One of the attached documents claims that there will be a total of 121 car journeys in or out of the site in total between 7am and 7pm 'with 16 vehicle trips in the morning peak and 12 vehicle trips in the evening peak, equivalent to circa one trip every 3.5 minutes which is not significant.'

There will also be no affordable housing on the site as the developer has provided a 'viability assessment' which explains that affordable housing on site will make the development financially unviable.

Rugby's council has included this site in its local plan proposals which has now been submitted to the government.

TEMPORARY AND PERMANENT BUS ROUTE CHANGES - HOSPITAL ROUTES AFFECTED 🚌 πŸ‘‡

There are a number of temporary and permanent changes to Rugby bus routes in the next week or two.

Stagecoach are stating that the temporary diversion affecting the 84/84A and 85 routes will continue until approximately 4th June. However, the Warwickshire roadworks site is listing this road closure as until Monday 8th June.

From Tuesday 26th May until approximately Friday 17th July, Barby Road will closed south of St Cross Hospital for roadworks. During this time, services 8 and 8A will not serve St Cross Hospital and instead will travel direct via Dunchurch Road and Ashlawn Road to/from Paddox Rise/Spectrum Avenue.

In addition to these temporary changes, the 96 service will have a slightly altered route through West Haddon.

They are also expecting Clifford Bridge Road to reopen in Coventry which has been affecting the 85 route.

APPLICATION FOR 10 (*TEN*) BED HMO ON CLIFTON ROAD - IN LARGE FAMILY HOME 🫨

A planning application has been submitted to Rugby Borough Council to turn a large family home on Clifton Road into a 10-bed HMO.

The plans would see a living room, dining room and dance studio (to the rear of the property) convered into five bedrooms on the ground floor.

There would be a further four bedrooms on the first floor - and a tenth bedroom and second communal space on the second floor.

Seven of the bedrooms would be en-suite - but the three smaller bedrooms would not be. The smallest bedroom is just 8.8sqm (or 94 square feet).

TOWN CENTRE SHOP SIGN REFUSED BY COUNCIL ❌

Rugby Borough Council has refused permission for a shop sign in Rugby's town centre stating that the signage is, 'wholly out of keeping within the historic context in the street.'

This was a retrospective planning application - an application that was submitted after the work was completed.

The council's report also explains that, 'The signage fails to connect to its surrounding by virtue of the font, colour and finish. As a result, the development possesses a negative impact upon both the character of the Conservation Area along with the Listed Building itself.'

This decision follows stricter rules brought in by Rugby's council in relation to shop signage in 2024.

The applicant has now been informed that this matter will be passed onto Rugby's 'planning enforcement' team.

SAINSBURY'S TECHNOLOGY DRIVE - UPDATE πŸ›’

There have been new documents added to the council's planning portal relating to the new Saisnbury's store on Technology Drive.

The planning permission - to change Homebase into a Sainsbury's supermarket - does not appear to have been withdrawn despite lots of discussion online.

On 11th May, a document related to draft 'Section 106 contributions' was uploaded. This is a legally binding contribution that the developer has to make towards local infrastructure.

The agreement states that Sainsbury will pay Β£112,000 in 'active travel' contributions. This is specifically earmarked for Warwickshire County Council to widen footpaths, improve cycling links and relocate any signs or lampposts around Technology Drive or on Leicester Road.

Sainsbury's must also have a 'car park management plan' which will explain how the car park will operate and must state how they would enforce 'length-of-stay restrictions'.

The document also states that car park traffic will be monitored for 5 years and - if safety issues arise - Warwickshire County Council can require Saisnbury's to fund additional works such as a second vehicle access to the site or tighter parking controls.

COALITION - LABOUR AND LIB DEMS TO RUN RUGBY'S COUNCIL πŸ”΄πŸ”Ά

Rugby Borough Council has announced that Labour and the Lib Dems are set to run the council jointly - with all senior positions shared equally.

This follows the recent local elections where Labour lost three council seats to Reform and the Lib Dems picked up two from the Conservatives. Together, Labour and the Lib Dems now have 24 councillors - out of 42 in total.

Previously, Labour ran the council alone but were propped up by the Lib Dems.

The statement explains that, 'At today’s Annual General Meeting, councillors appointed Cllr Louise Robinson as Leader of the Council and Cllr Jerry Roodhouse as Deputy Leader.

The Council will be led through a new Labour and Liberal Democrat coalition agreement, with priorities including improving services for residents, strengthening transparency and accountability, supporting a healthier, fairer and greener borough, and ensuring Rugby’s voice is heard in discussions about the future of local government.'
