Scarborough Town Council’s Finance & Governance Committee will meet next week, and members of the public and press are warmly invited to attend. 🙌

Items on the agenda include:

✅ Approval of the July 2026 minutes
✅ Bank reconciliations for July, August and September
✅ Q2 budget-to-actual review
✅ Payments for approval
✅ Consideration of a corporate charge card for Council business
✅ Review of the Council’s Risk Management Policy and Risk Register
✅ Update on the Annual Governance and Accountability Return (AGAR)
✅ Review of internal audit actions
✅ Clerk’s update, including savings accounts and the next internal audit

Have your say on North Yorkshire Council’s annual budget consultation, Let’s Talk Money 💷

The council delivers a wide range of local services, including social care, education, housing, leisure, roads and waste collection. Like many councils across the country, it is facing increasing demand for services and rising costs.

The Let’s Talk Money survey asks residents which services and priorities matter most to them, how they think the council’s budget should be spent, what level of council tax increase feels right, and for views on the second homes premium introduced in 2025.

The survey is open until 26 November 2026. Feedback received will help inform future budget decisions and council priorities.

Today’s Extraordinary Planning & Licensing Committee meeting covered a busy agenda for Scarborough 🏛️📝

The committee supported several planning applications, including works at The Whitely, a garden studio on Esplanade, and improvements at the Railway Station ✅🌿🚉

A number of applications were objected to, including proposals on Garibaldi Street, Eastborough, Aberdeen Walk and Deepdale Avenue, with concerns raised about conservation, street scene, privacy and local character ⚠️🏘️👀

Members also welcomed proposed changes to the Victory Bar licence at Scarborough Sports Village, which could help improve safety and clarity at the site 🍻⚽🛡️

Updates were also given on the new NPPF, the North Bay railway footbridge, and vermin control in Scarborough 📄🛠️🐀

Following on from the Full Council meeting held on Tuesday 22nd September - Scarborough Town Council has sent a letter to North Yorkshire Council seeking answers over the Spa Cliff Lift closure and a clear commitment to its safe reopening and long-term maintenance.
We are asking what happened to the 2025 recommendations, whether earlier intervention could have prevented or shortened the closure, and for temporary accessible transport, such as a shuttle bus, while the lift remains closed.
A concern which was raised at the meeting was in regard to the staff. We understand workers on zero-hours contracts have been left without work or pay during the closure. Safety may require the lift to stop. It should not mean support for its workers stops too.

We are requesting answers, and a clear strategy with timeframes for the future. Now we will keep pressing for delivery.

🚗🚄🚌THE MAYOR'S LOCAL TRANSPORT PLAN will help shape future transport investment and priorities across York and North Yorkshire.

👥As part of the consultation there will be a series of public drop-in events where residents can meet the team, find out more about the plan, ask questions and share their views in person.

📆The events will take place on:
📌Thursday 8th October, 10am to 2pm, Whitby Market
📌Wednesday 14th October, 10am to 2pm, Scarborough Indoor Market

We encourage all local residents to attend.

Lilly's Reptile Rescue was successful in being awarded some grant funding from Scarborough Town Council, earlier this year.
Today, the Mayor, Cllr Thomas Murray, visited the rescue, where he met some of the incredible animals in their care, heard more about the fantastic work Dave and his team are doing across Scarborough and the surrounding area, and learned about the challenges faced by small animal rescues. 🐍🐢

Lilly’s Reptile Rescue rescues, rehabilitates and rehomes reptiles, while also inspiring and educating people of all ages. They do brilliant work with young people, schools, charities and individuals, creating fun, welcoming and educational experiences for the whole community. 🌟
