A man who would frequently play loud music across Spelthorne has been given a Criminal Behaviour Order (CBO) for three years.
Janai Phillips, 25, from Staines-upon-Thames, known to locals as 'boombox man', was issued a Community Protection Notice in June 2026 by Surrey Police and Spelthorne Borough Council, after repeatedly playing loud music, often containing offensive language, across the Borough and causing annoyance to others.
After breaching this on multiple occasions, officers applied to escalate this to a CBO which carries a more significant penalty if ignored.
The order prohibits Phillips from playing any music, sound, or audio through any amplified device, including but not limited to speakers, sound systems, amplifiers, or similar equipment where it can be heard and cause nuisance, or annoyance to the local community, and is in effect until 24 August 2029.
Breaches of a CBO can lead to up to five years in prison, an unlimited fine, or both. The police rely on members of the public to report this information. Any information you give will be treated confidentially.
Inspector Matt Walton, Borough Commander for Spelthorne, added: "Antisocial behaviour (ASB) is unacceptable and we are working hard to tackle it. We are using a variety of Police powers, alongside support from our key partners such as the Councilβs Community Safety teams, to target those committing ASB.
βThis individual has caused repeated distress to the community through their behaviour. This order sends a clear message that this will not be tolerated.
