INAUGURAL MEETING OF WEST SURREY SHADOW COUNCIL

Yesterday marked a historic moment with the inaugural meeting of the new West Surrey Shadow Authority.

West Surrey Conservatives supported the interim constitution and implementation plan needed to ensure a safe and lawful transition to the new council in April 2027. However, Conservative councillors also made clear that strong scrutiny, transparency and democratic balance must be at the heart of the new authority from day one.

The Group called for stronger cross-party scrutiny arrangements and confirmed it will seek future amendments to strengthen the voice of residents - including rights for the public to submit petitions and ask questions at council meetings.

Leader of the West Surrey Conservative Group, Councillor Jane Austin, said:

“The decisions taken during this shadow period will shape West Surrey Council for years to come - its governance, its culture, its priorities and its financial resilience. But I am concerned that, from day one, we are already seeing signs of the administration marking its own homework through some of the scrutiny arrangements being proposed. We need to get this right for our residents.”

“Conservative councillors will work constructively where it is in residents’ interests to do so, but we will also provide robust scrutiny and accountability throughout this transition.”

Deputy Group Leader, Councillor Jonathan Hulley, added:

“This is a genuinely historic moment for local government in Surrey. But the success of this new authority will depend on collaboration, openness and respect for all parts of West Surrey.

“Now is not the time for political showboating or flexing muscles. Residents expect cool heads, constructive working and a focus on delivering a safe and successful transition.”

This is a huge opportunity for West Surrey - and we must get it right.

WEST SURREY CONSERVATIVES CONFIRM LEADERSHIP

The West Surrey Conservative Group is pleased to announce the election of Cllr Jane Austin as its Group Leader, and therefore Leader of the Opposition, on the new West Surrey Council.

Commenting on the appointment, Cllr Austin said:

“I am thrilled to have the support of colleagues to serve as Leader of the new West Surrey Conservative Group. Collectively, we are an impressive and experienced team, united by a commitment to stand up for Surrey residents.

We will work together to hold the decisions of the incoming administration to account, provide strong local leadership, champion our communities, and help shape the new West Surrey Council so it genuinely delivers for the people we serve.”

Councillor Jonathan Hulley has been elected Deputy Group Leader and as a senior councillor brings a wealth of experience to this role.
Further announcements regarding the Group’s priorities and leadership team will be made in due course.

Cllr Austin represents the Waverley Eastern Villages ward on the new Shadow Authority, and serves as Waverley Borough bouncillor for Bramley and Wonersh Ward. Austin has led Waverley Borough Council’s Conservative opposition since 2024. Austin trained as a chartered surveyor and specialised in UK commercial and international investment before becoming involved in politics. She has lived in Bramley for 13 years and has four children.

A Clear Mandate for Mytchett, Frimley Green and Deepcut

The results for the West Surrey Unitary Authority are in, and while the political landscape across West Surrey has shifted dramatically, I am incredibly honoured that the residents of Mytchett, Frimley Green and Deepcut have elected me as their representative on the new West Surrey Unitary Council.

Topping the poll in a field of ten candidates is a significant mandate that I do not take lightly. Despite being the only Conservative to survive the "yellow wall" across the whole Borough, it is clear that our community values local representation and a proven track record over party labels. I believe I have set a standard in local politics that I am incredibly proud of and I hope that in the future my form of politics will be replicated and be my legacy to this community.

The "Spanner in the Works"

Out of the 12 seats contested across the Borough in these results, 11 were won by the Liberal Democrats. I am super proud to be the one to have been the spanner in the works of a clean sweep.

This result gives me a unique and important responsibility. I have a clear mandate to be the sole person in Surrey Heath to provide effective opposition and hold the new administration to account. As is always the case, I will use my platform to do exactly that and, as you have come to expect, with full resident involvement. First and foremost, thank you to everyone who turned out to vote, and a huge thank you to everyone who put their trust in Attieh and me with their vote.

I want to send a special thank you to Stuart Black and David Natolie for their incredible help with our campaign. Beyond the party, I am so grateful to the many people, non-party members, who believed in us enough to give up their own time to help us deliver leaflets. Your support was a contributing factor of this result. Thank you so much.

Acknowledging the Field 👏

Elections are about choice, and we should celebrate the fact that residents had so much of it this time around.

💫 Attieh Fard: I am honestly gutted that we couldn't get my running mate over the line. The community has spoken, but I doubt we have heard the last from Attieh Fard. Her dedication and commitment to our area remains unmatched and on behalf of the whole community I want to thank her for her tireless commitment to improving community services and always speaking out for our vulnerable residents. What a star.

👏 Morgan Rise: While he and I fundamentally disagree on many things, including the very essence of how we each do politics, I respect him for having the strength of conviction to give residents a strong choice. I wish Morgan the very best in whatever he chooses to do next. I suspect we have not heard the last from Morgan either.

🚩 The "Reform Effect": It’s clear that a split vote allowed the Liberal Democrats to secure a very strong majority to form an administration. It will certainly be interesting to observe the "bum fight" in the background as they scramble to elect a leader for the new authority.

Congratulations to Jacques Olmo 👏

Finally, I’d like to congratulate the Lib Dems on a stunning victory, and specifically Jacques Olmo. Jacques’ win is significant and deserves due credit; he has done a very good job at engaging residents and they rightly rewarded him with a seat.

To be honest, I would rather it be Jacques than any other Lib Dem. Despite our obvious political differences, he is a decent guy and his heart is in the right place. I know he is at work today, but I will be reaching out in the coming days to work out a productive way in which he and I can work together for the benefit of local residents.

Although I’m disappointed not to have been elected to represent Ash Ward on West Surrey Council, I want to say a huge thank you to everyone who voted for me, supported the campaign, or took the time to send kind messages.

Your encouragement has meant a great deal, and I’m incredibly grateful for the conversations, ideas, and community spirit I’ve experienced along the way.

While this isn’t the result I’d hoped for, I remain committed to supporting our local area and staying involved in the issues that matter to us all.

Thank you again it truly means a lot.

Maureen and I continue to be very busy knocking on doors in Laleham and Shepperton and speaking to residents. On Saturday we met a local resident who is a photographer, who kindly took this photo of us in their studio! We had been out in the heat walking the streets all day so the professional backdrop and lighting helped a lot! Maureen forgot the step up box again 😊😊Cllr Maureen Attewell

Only 2 days to go until polling day!

I am standing to bring a fresh voice into our local politics. Focused on problem-solving and tackling key issues: potholes, development without infrastructure and flooding.

Conservatives will also introduce an hour of free parking in our town centres, free garden waste collections and the worst of Surrey’s roads resurfaced in the next four years.

Vote for Sam Tough on Thursday 7th May.
