Refurbishment of the village hall update

Funding: Early March the Parish Council was advised that the application for a loan from the Ministry of Housing Communities and Local Government has been approved. The loan will be in two tranches. An approval letter for £250,000.00 has been received and the Ministry will issue a second approval letter for the remaining £1.25m of the requested amount in March 2027. The initial loan will support the expenditure for the design work and the second loan will be for the build. It is also hoped that S106 funding will be available to support the expenditure.
Procurement: The Parish Council has agreed to pursue the option of procurement via a Two Stage Design and Build Contract. The first stage of this process requires the contractor to provide a competitive tender for the preconstruction stage only (design stages). This will include the design and management costs, plus overheads and profit to manage the project through the preconstruction stages. In April the Parish Council agreed to use PAGABO as a Procurement Framework. An Expression of Interest, (EOI), Notice was placed on this framework and four contractors have since submitted an EOI. These contractors will now be invited to answer quality questions and the highest scoring contractors and tenders are then evaluated on further quality and pricing criteria including equalisation of costs. The Parish Council has formed an Evaluation Panel and the Invitation to Tender documents should be issued next week. We hope to have appointed a contractor by the end of June. The Parish Council also sought quotes for some support for the Clerk to provide light touch Employers Agent, Project Manager, Quantity Surveyor and Principal Designer Services to oversee the design development through RIBA Stages 2 and 3 and appointment of a main contractor under a Pre-Construction Services Agreement. The Parish Council has now appointed MacConvilles to provide these services. The Parish Council continues to be grateful for the support of Jonathan White, Head of Corporate Property at TWBC.
Consultation: The Parish Council is aiming to hold an exhibition in the Autumn in the current hall. More information to follow on this. We will of course share the proposed design with residents which will require planning permission.

I will be holding a community event at Notcutts Garden Centre, Tonbridge Road, TN24QN at 13:00 on the 18/05/2026 and would love to see members of the local community there

We will have a Level 2 van on site, giving members of the public the opportunity to view riot kit, take photos inside the van, and speak with officers.

If you have any questions about police activity within the Pembury and Capel area, any concerns you'd like to raise, or if you're interested in recruitment, this is a great opportunity to come along and speak with us in an informal setting.
