PEEL holdings development
The Parish Council and residents have been contacted over proposal of 200 new houses on South of A57, opposite new ELAN homes development. Add to Action Plan for ongoing concerns.
At the Parish Council meeting on 15th June, these are the comments taken from the draft minutes. We thought we would share as soon as possible.
Current Actions/Correspondence:
Resident concerned with increased traffic, and impact of cut throughs for traffic (School Lane) in particular, during construction. Noted
Resident asked if a meeting is to be held for the village and parish council to discuss. No, not at present
Details of proposal have been shared on Parish Council website and social media. Noted
Parish Council/Clerk responded to consultation. Noted
Clerk contacted MP 02/06. No action at present as no planning submission.
Clerk contacted WBC 27/05/26 with concern. WBC-aware of consultation. Proposal not part of current Local Plan, and no application submitted.
Clerk contacted Warrington Worldwide and Warrington Guardian. Warrington Guardian published concern on letters page.
Meeting with PEEL Holdings:
Clerk arranged online Teams meeting with representative from Peel for the meeting on 15th Jun (Matthew Stafford). Key points discussed below (PC- Parish Council, PEEL – Peel Holdings representative)
PC: Concern of limited consultation with residents.
PEEL: Stated 1,000 leaflets distributed, and social media campaign.
PC: Disputed leaflet claim and concerned enough residents not consulted.
PC: Concern of current and future infrastructure due to development
PEEL: Will try to ensure Section 106 monies are for local area.
PC/PEEL: agreed that WBC will have final say, and no guarantee for local infrastructure improvements.
PC: Concern with lack of local assets for increased development
PEEL: Unaware no longer a village post office and current village assets.
PC/PEEL. Agreed Section 106 money will not provide Doctors, Dentists, etc.
PC: Concern of local school places.
PEEL: If required, school extension could be part of Section 106, and local selection of pupils could be prioritised.
PC: No room for school to expand, and very few pupils from outside of the village. School already close to fully subscribed, and 110 homes in development, plus a potential 200 more.
PC: Concern with traffic/access.
PEEL: Crossing at current junction on A57 would be altered to allow traffic to turn left/right, with traffic lights.
PC: Concerned with volume of traffic and flow of A57, and pedestrian access to/from new site area.
PEEL: Noted.
PC: Concern with land to the east of the proposed site (new fences erected in June).
PEEL: Not part of the development and not in their land portfolio.
PC: Concern with protected wildlife species.
PEEL: Initial study has not identified any protected species. Further studies to follow.
PC: Asked of current interest in site
PEEL: Several developers are interested
PC: Concern of proposed suitability of land.
PEEL: Stated development site is agricultural and farmland.
PC: We believe some of this land may be contaminated due to tipping.
PEEL: Initial phase 1 survey has not identified concern.
PC: Suggested conducting phase 2 surveys
PC: Asked for a meeting with villagers to discuss
PEEL: Highly unlikely due to likelihood of strong/negative opinions.
PC: Concerned initial consultation question of suitability of site for development would be ignored, even with overwhelming lack of support

Peel Have responded to some of these queries raised.
Distribution of consultation: In total there were 583 newsletters sent to every business and residential address within the boundary shown. Furthermore, social media advertising was undertaken within a 4km radius of the site too. A test postage trace provides confidence these were delivered successfully.
The “Do you agree that there is a local need for new homes in Hollins Green?” Question: This yielded 238 responses with 91.2% of respondents answering “No”. The project team therefore sees little merit in organising an in-person consultation event as the response from the community is arguably conclusive and we do not expect that a drop in event would yield a different response.
Future Consultation: Upon validation of the planning application by Warrington Council, a statutory consultation will be undertaken whereby residents, and the Parish Council, will be able to submit comments directly to the Local Planning Authority.
