Whatever government it might be, if is recognized by the international community (UN, AU, USA, EU & other global actors) as the legitimate government representing the Ethiopian State, any agreement, approval or disapproval of entered is legal and needs to be accepted by successive governments regardless of their internal legitimacy.
So, it goes without saying, that sovereignty bestowed upon Eritrea includes Asab and all coastal areas used to be part of Ethiopia before Eritrea got independence in 1991.
Solution:
1. Ethiopia needs to have firm stand on federation of Ethiopia that has been established by 1995 constitution. Then femocratize & update it to currend demands of the Ethiopian Nations like the quest for statehood of

2. Hadiya
3. Kafa
4. Gurage
5. Gedio,
6. Silte
7. Kambata,
8. Gamo,
9. Gofa
10. Halaaba,
11. Omo
Secondary Ethiopia needs to learn from Haile sillalle, on (only) how to get back Eritrea through negotiated federation or confederation. This can work for Djibouti too.
Thirdly, Economic/Political Integration with noghbouring coastal states, (Good example is: Eastern Africa Community association.
Federation/Confederation of equals, if managed carefully on mutual understanding and mutual benefits shall answer demands of different interests of different groups
