Modification Application for the variation of the particulars of a right of way on the Definitive Map and Statement in the Parish of Upwell

The County Council has received an application for a Modification Order proposing the variation of the particulars of a right of way on the Definitive Map and Statement in the Parish of Upwell. The intended effect of the application is to clarify the width of, and record limitations on, Upwell Isle Footpath No. 1. (locally know as Dodds Style)

This will be discussed at the Parish Council meeting held on 12th January 7pm at Upwell Village Hall. All parishioners, public and press are welcome and can speak in the public forum.

MEMORIAL STABILITY TESTING – RETEST OF CEMETERIES

Upwell Parish Council will soon be carrying out memorial stability testing at St. Peters Road Cemetery.

The testing will follow Health and Safety guidance issued to all cemetery authorities. All memorial headstones will be checked in accordance with the latest guidance: “Managing the Safety of Burial Ground Memorials” (Burials and Cemeteries Advisory Group, January 2009).

Any headstone found to be unsafe will be risk assessed to determine the most appropriate method of making it safe. Memorials near high-risk areas, such as pathways, may be cordoned off, and in cases where there is imminent risk of collapse, may need to be laid down. Warning signs will be displayed to advise cemetery users.

The programme is expected to begin late November 2025.

Many reports are coming into the Council regarding encroaching hedges and trees which are overhanging paths and highways. Please be considerate to school children and their parents trying to walk to school safely, the elderly with mobility scooters and walking sticks/frames. Now we have moved out of bird nesting season, please trim back all hedge and over hanging trees to with 500cm of the Highway. Your supported is much appreciated. from Upwell Parish Council

Footbridge Road Closure - Upwell No1 Footbridge
Upwell No1 Footbridge will be closed for maintenance work, from 17 March to 4 April 2025 inclusive, for 3 weeks, re-opening late afternoon / early evening on the 4 April.
The work will involve stripping off existing deck, carrying out steelwork repairs, patch painting and re-decking and using a floating works platform. For this work to take place a full bridge closure is required to maintain a safe working area for our subcontractors.
A signed diversion route will be in place for the duration of the closure.
The County Council thanks people for their patience while this maintenance work is carried out.
The work which will cost £35,000, will be carried out by Norfolk County Council’s Infrastructure Department and their contractors.

If, within 14 days of the date of this Notice (see note below) a request, in writing, that an election be held to fill the vacancy, signed by ten local government electors for the Parish is given to:-

Upwell Cemetery
With immediate effect U.P.C. regrets that, of necessity, Upwell Cemetery is now closed for burials to non-parishioners. This is because there are very few burial plots left. There are still cremation plots available.
Burial plots can no longer be reserved in advance and will only be allocated through a funeral director.
Upwell Parish Council apologise for any distress this may cause. For some time Council have been working with the Borough Council of Kings Lynn and West Norfolk to extend the cemetery into the allotment land but this is a long process. If successful the Council will reconsider offering burial rights to non-parishioners.

Middle Level Commissioners Desil0ng Works
Stakeholder update July 2024
What are we doing?
Middle Level Commissioners are preparing to carry out desilting works on the Main Drain between Cottons Corner
bridge in Upwell and St Germans Pumping Station. This work will return the Main Drain to its operational
capacity. Desilting is expected to start in October 2024 and last approximately 9 months.
This work is funded by the Environment Agency through Flood and Coastal Erosion Risk Management Grant in Aid
funding from Defra.
Desil2ng the Main Drain
Balfour Beatty are in the process of appointing a sub-contractor to carry out the first phase of the desilting works.
The desilting works will be carried out from the water using excavators situated on pontoons. The material arisings
will be taken from the watercourse and placed on the adjacent bank and le\ to dry. The drying process takes
approximately 12 months, depending on the
weather. Once dry, the material will be reworked
into the bank and the bank reinstated to its original
condition.
In September 2024 we will be establishing a site
compound, close to the works area, and installing 4
temporary crane pads along the Main Drain where
equipment can be lifted in and out of the water.
Between now and September, you may see
members of the project team along the bank
carrying out surveys and ground investigation works.
Access to the Main Drain
The Main Drain and immediately adjacent land are
private land owned by the Middle Level Commissioners. Much of this land does not have any Public Rights of Way.
We aim to maintain access for third parties where agreements are in place, but in order to ensure the safety of the
public and our contractors, some sections of bank may be closed during the works.
Community engagement
We are commi4ed to engaging with local people about the Middle Level
Commissioners and the work that we do. During April and May we hosted 2 public
drop-in events in March and Ramsey Forty Foot that provided our stakeholders the
opportunity to meet the Middle Level Commissioners’ team and ask questions about
the work we do. The events were well received and a4ended, providing us with
valuable feedback.
Our Chief Engineer Nicola Oldfield recently a4ended the March History Society as
guest speaker, providing an insight into the history of Middle Level Commissioners, the
land around us and how much work goes into keeping Fenland dry.
We would like to take this opportunity to thank you for your support in our work. We
