CARICOM Must Accelerate Digital Transformation to Safeguard Competitiveness, Resilience and Sovereignty – Grenada Prime Minister

The Hon. Dickon Mitchell, Prime Minister of Grenada, has called for urgent and deeper regional cooperation to accelerate digital transformation across the Caribbean Community (CARICOM).

Prime Minister Mitchell, the Lead Head of Government with responsibility for Science and Technology in the CARICOM Quasi Cabinet, made the call at the opening session of a meeting of CARICOM ministers with responsibility for ICT that was held under the theme: ‘Accelerating Digital Development to 2030’.

He underscored the fact that digital technologies are now essential to economic resilience, national security, and sustainable development, and highlighted the significant progress the Region is making through the advancement of the CARICOM Single ICT Space, the adoption of the Strategic Framework for Digital Resilience 2025–2030 and strengthened regional collaboration on cybersecurity.

“If CARICOM is to remain competitive and relevant, we need to act collectively and strategically to ensure that our Region is not left at the margins of the global digital economy,” Prime Minister Mitchell stated.

He emphasised that amidst global uncertainty, economic instability, and geopolitical tensions, small states must work collectively to respond to rapidly evolving global rules governing artificial intelligence (AI), digital trade, data governance and internet governance. The Prime Minister added that no single Member State can successfully navigate the digital transition alone, pointing out that strength lies in coordinated regional action.

“We must move decisively from policy discussions to measurable implementation and outcomes to build a CARICOM digital economy,” he said.

Prime Minister Mitchell also placed particular focus on the transformative potential of Artificial Intelligence (AI) noting that it is increasingly recognised as a defining force in the global economy, with the capacity to enhance public services, drive productivity, and create new industries. For CARICOM, it presents an opportunity to leapfrog traditional development pathways. However, its adoption must be guided by principles of inclusion, trust, and ethical governance.

He also stressed the need to equip young people with the tools to participate in the digital economy and to increase investment in digital infrastructure, cybersecurity, digital skills development, and modern regulatory systems that can keep pace with technological change.

The meeting reviewed and agreed on frameworks related to Digital cooperation, AI, Cybersecurity and Digital skills.

Prime Minister Hon. Dickon Mitchell met with H.E. Maria Elisa Teófilo de Luna, Ambassador of Brazil to Grenada, on June 9, 2026, as both countries reaffirmed their commitment to strengthening bilateral cooperation.

Discussions focused on matters of mutual interest, including CARICOM-Brazil relations, trade opportunities, agriculture and food production, livestock development and access to more cost-effective fertilizers to support Grenadian farmers.

The meeting also explored opportunities for deeper collaboration in areas that can contribute to food security, agricultural productivity and sustainable economic development.

Grenada values its partnership with Brazil and remains committed to building relationships that create opportunities for growth, innovation and shared prosperity.

It was an opportunity to provide updates on the significant work taking place to advance Grenada’s development, while reconnecting with our Grenadian family abroad and hearing their perspectives, ideas and aspirations for our nation.

My sincere thanks to Hon. Philip Telesford and Ambassador Andrea St. Bernard for sharing updates on the ongoing transformation of our healthcare system and on Project Polaris, and to H.E. Sylvester Quarless for his continued dedication and service as Grenada’s High Commissioner to Canada.

St. George’s, Grenada – The Government of Grenada, through the Ministry of Foreign Affairs, Trade and Export Development, hosted the Canada–India Trade and Investment Mission from June 10–14, 2026, a strategic initiative aimed at strengthening economic cooperation and advancing trade and investment opportunities among Grenada, Canada, and India.

The Mission builds on high-level engagements held in Toronto in August 2025, where key stakeholders identified significant opportunities to deepen collaboration in trade, investment, and sustainable development.

Promoting Investment and Strategic Partnerships
The Mission brings together government officials, business leaders, investors, and institutional representatives to facilitate high-level dialogue, business-to-business (B2B) engagements, and the identification of concrete investment opportunities across priority sectors.

Key objectives of the Mission include:
• Promoting Grenada as a competitive destination for trade and investment
• Strengthening high-level institutional partnerships with Government
• Facilitating business-to-business connections and commercial linkages
• Identifying opportunities for foreign direct investment (FDI)

Mission Leadership and Coordination
The initiative is coordinated by the Ministry of Foreign Affairs, Trade and Export Development (Division of Trade and Export Development), in collaboration with the Grenada Investment Development Corporation (GIDC) and the Consulate General of Grenada in Toronto.

Leadership of the Mission is guided by:
• Ambassador Richard Nixon, Senior Resident Ambassador in the Ministry of Foreign Affairs and Chairman of GIDC
• Mr. David Hopkin, Director of Trade and Export Development
• Mr. Gerry Hopkin, Consul General of Grenada to Toronto, Canada
• Ms. Cathyann Alexander-Pierre, Vice President, GIDC
These efforts are supported by a team of technical officers and partner agencies to ensure effective coordination, ex*****on, and follow-up.

Delegation Overview
The Canada based Indian delegation featured a diverse group of investors, entrepreneurs, and institutional stakeholders, primarily based in Canada with strong linkages to global Indian business networks.

The delegation was led by Mr. Laj Prasher, a prominent private sector leader and key driver of the initiative, accompanied by established business leaders and returning investors interested in expanding partnerships in Grenada.

Investment Focus Areas
During engagements, Mr. Prasher outlined several areas of potential investment, including:
• Education
• Agro-processing (including mango processing)
• Renewable energy (solar)
• Housing development
• Medical tourism and generic medicine production

High-Level Engagements
Prime Minister, Honourable Dickon Mitchell, welcomed Mr. Prasher and his delegation, acknowledging their commitment and follow-through on engagements initiated one year prior.

Prime Minister Honourable Dickon Mitchell emphasized the importance of expanding collaboration beyond government to include stronger private sector partnerships.

He also highlighted Grenada’s nutmeg and cocoa industries as key pillars for sustainable economic growth and value-added export development.

Minister for Economic Development, Planning, Agriculture and Lands, Forestry, Marine Resources and Cooperatives, Honourable Lennox Andrews, outlined specific areas for collaboration within the agriculture and blue economy sectors. These include:
• Support for seamoss farming
• Development of mariculture initiatives
• Construction of a new jetty
• Opportunities in Poultry Farming and Processing
• Expansion of fish export markets
• Utilization and management of sargassum

Commitment to Sustainable Growth
The Canada–India Trade and Investment Mission underscores Grenada’s commitment to diversifying its economy, attracting quality investment, and building sustainable partnerships that drive long-term growth and development.

The GIDC will take the lead through the executed signing of a series of Cooperation Agreements and the establishment of a focused task force comprised of a representative of the Ministry of Foreign Affairs, Trade and Export Development, the Consul General of Grenada in Toronto, and a representative from the visiting delegation, to ensure that these agreements translate into definitive agreements and implemented projects in the soonest time possible.

Grenada Prepares for the 2026 Hurricane Season

As we prepare for the Atlantic Hurricane Season, which officially began on June 1, we continue to explore and strengthen every available avenue to support our national response. As part of these efforts, I had the opportunity to board and tour the MV Dawn, a humanitarian vessel operated by Global Support and Development (GSD).

MV DAWN is designed to support disaster preparedness, rapid response, and climate resilience across the Caribbean.

Key Highlights:
▪ Relevant disaster preparedness and rapid response capabilities
▪ Effective coordination and communication systems
▪ Opportunities for partnership with NaDMA and collaboration across the National Response System, including the unique importance of the maritime sector

Engagements like this reinforce our commitment to resilience as a country and reinforce the importance of disaster preparedness at every level.

The Government of Grenada continues to take decisive steps to strengthen the country’s public transportation sector—ensuring it remains reliable, affordable, and sustainable for both the travelling public and the operators who serve our communities every day.

Public transport touches the daily lives of nearly every Grenadian. It carries our children to school, our workers to their jobs, and our families where they need to be. That is why this Government has placed deliberate focus on supporting the sector, and why we are committed to clearly outlining what has been done and what lies ahead.

𝐀 𝐒𝐈𝐆𝐍𝐈𝐅𝐈𝐂𝐀𝐍𝐓 𝐈𝐍𝐕𝐄𝐒𝐓𝐌𝐄𝐍𝐓 𝐈𝐍 𝐓𝐇𝐄 𝐒𝐄𝐂𝐓𝐎𝐑
Over the period 2025–2026, the Government—through the Grenada Transport Commission—has invested over EC$1.7 million directly in support of bus operators.
This support serves two equally important purposes:
· to help operators meet the rising costs of fuel, maintenance, and daily operations; and
· to protect commuters from increased fares.
This investment has been delivered through two key programmes:
· Fuel Tax Rebate Programme – Approximately EC$1.45 million has been paid directly to operators to offset fuel costs.
· Western Bus Passenger Relief Initiative – Over EC$250,000 has been allocated to help keep fares affordable for commuters.

Further support is on the way. Cabinet has approved a 50% concession on tyres, parts, and approved consumables, which will reduce maintenance costs and help ensure buses remain safe and roadworthy. In collaboration with the NBA, the approved list has now been finalized.

𝐑𝐄𝐀𝐂𝐇𝐈𝐍𝐆 𝐄𝐕𝐄𝐑𝐘 𝐎𝐏𝐄𝐑𝐀𝐓𝐎𝐑 — 𝐀𝐂𝐂𝐄𝐒𝐒 𝐀𝐍𝐃 𝐈𝐍𝐂𝐋𝐔𝐒𝐈𝐕𝐈𝐓𝐘
Grenada’s public transport sector comprises approximately 1,500 operators nationwide, and this Government is committed to ensuring that every eligible operator benefits.
To achieve this, we have taken deliberate steps to engage operators directly across the country—ensuring that available support reaches each and every one.
The Commission has also launched a National Bus Operator Registration Drive, running from June 6 to July 6, designed to:
· expand access to Government support and concessions;
· build a complete and accurate national database;
· strengthen communication between Government and operators; and
· lay the foundation for smarter, fairer policy development.

𝐌𝐎𝐃𝐄𝐑𝐍𝐈𝐒𝐈𝐍𝐆 𝐒𝐓𝐔𝐃𝐄𝐍𝐓 𝐓𝐑𝐀𝐍𝐒𝐏𝐎𝐑𝐓 — 𝐓𝐇𝐄 𝐒𝐏𝐈𝐂𝐄𝐁𝐔𝐒 𝐏𝐑𝐎𝐆𝐑𝐀𝐌𝐌𝐄
An important innovation is the introduction of SpiceBus, Grenada’s first technology-enabled student transportation system, implemented in partnership with the Ministry of Education.

Though not without initial challenges, the programme is designed to have a significant long-term impact. The pilot, conducted in St. David and St. George, achieved the following:
· 437 students registered
· Over 4,000 recorded transport sessions
· More than 2,600 routes completed
· Nearly 26,000 kilometres covered

Each student received a SpiceBus ID card, and participating buses were equipped with onboard validation systems, enabling real-time confirmation of pickups and drop-offs. This delivers greater safety, improved accountability, and valuable data for planning.

Building on the pilot’s success, the Government intends to address implementation gaps and move toward a phased national rollout across Grenada, Carriacou, and Petite Martinique—while ensuring the system remains affordable for families.

𝐅𝐀𝐑𝐄𝐒 — 𝐅𝐀𝐈𝐑 𝐍𝐄𝐆𝐎𝐓𝐈𝐀𝐓𝐈𝐎𝐍𝐒 𝐆𝐔𝐈𝐃𝐄𝐃 𝐁𝐘 𝐄𝐕𝐈𝐃𝐄𝐍𝐂𝐄
With respect to the proposed fare increase of EC$0.50 to EC$1.00, the Government, through the Grenada Transport Commission, continues to engage the National Bus Association.

Government support initiatives are specifically designed to cushion financial pressures on both operators and passengers, reducing the need for fare increases.

Our goal is to ensure fair and good-faith negotiations. We are guided by two key principles:
1. Fares must remain as low as possible for commuters.
2. Operators must receive fair compensation reflective of operating costs.
To support this, the Government has commissioned independent research on fare structures across all zones. The findings will be shared with stakeholders, including the National Bus Association, by June 30, 2026. This evidence-based approach will ensure outcomes that are fair, balanced, and sustainable.

𝐋𝐎𝐎𝐊𝐈𝐍𝐆 𝐀𝐇𝐄𝐀𝐃 — 𝐂𝐎𝐍𝐓𝐈𝐍𝐔𝐄𝐃 𝐓𝐑𝐀𝐍𝐒𝐅𝐎𝐑𝐌𝐀𝐓𝐈𝐎𝐍
In the months ahead, the Government will continue to build on existing initiatives while introducing new measures:
· Continuation of the Fuel Tax Rebate Programme
· Ongoing Passenger Relief initiatives, with planned expansion to additional corridors
· Implementation of the 50% concession on tyres, parts, and consumables
· Data-driven policy improvements based on the operator registration drive

𝐂𝐎𝐍𝐓𝐈𝐍𝐔𝐄𝐃 𝐄𝐍𝐆𝐀𝐆𝐄𝐌𝐄𝐍𝐓
The Government of Grenada, through the Ministry of Transportation and the Grenada Transport Commission, remains committed to open and consistent engagement with operators, stakeholders, and the wider public.

Under the leadership of the Honourable Prime Minister, this Government remains fully committed to building a public transportation sector that works—for every operator and every Grenadian.

Why We Fly.

For a small nation like Grenada, the journey toward a stronger future does not happen solely through our efforts at home. It also requires us to build relationships, advocate for our people, attract investment and secure the partnerships that help move our country forward.

From obtaining funding for a new General Hospital, to strengthening bilateral relationships, expanding educational opportunities and creating new avenues for economic growth, these engagements are not about the destination; they are about the results they deliver for Grenada.
