*LANDS COMMISSION HOSTS SIERRA LEONE DELEGATION TO SHARE LAND ADMINISTRATION REFORMS*

The Lands Commission has successfully hosted a high-level delegation from Sierra Leone's Ministry of Lands, Housing and Country Planning, under the Sierra Leone Land Administration Project (SLLAP), for a week-long study visit to strengthen collaboration and share best practices in land administration.

The delegation was taken through Ghana's land administration reform journey, including the implementation of the Land Act, 2020 (Act 1036), the Enterprise Land Information System (ELIS), institutional restructuring, and measures to improve transparency, efficiency and customer service delivery by Surv. Benjamin Quaye, Head of Special Projects Unit.

Opening the programme on behalf of the National Chairman of the governing board of the Lands Commission, Dr. Wordsworth Odame-Larbi, the Acting Deputy Executive Secretary (Operations), Surv. Raphael Hokey noted that both Ghana and Sierra Leone share a common vision of building transparent, efficient, and citizen-centred land administration systems.

The Acting Deputy Executive Secretary (Corporate Services), Mr. Emmanuel Adansi Bonah also underscored the importance of collaboration and continuous knowledge exchange among African land institutions.

Technical presentations by the Lands Commission's four divisions—Public and Vested Lands Management, Land Registration, Land Valuation, and Survey and Mapping provided the delegation with insights into Ghana's legal framework, digital transformation, land registration processes, valuation systems, and geospatial management.

The discussions also explored common challenges, including customary land administration, digitisation, boundary management, and decentralisation.

The delegation toured the Commission's Data Centre and the Greater Accra Regional Office to observe digital service delivery under ELIS and also held technical engagements with the Office of the Administrator of Stool Lands, the Land Use and Spatial Planning Authority, the Ghana Institution of Surveyors, the Licensed Surveyors Association of Ghana and the Gbawe Customary Land Secretariat.

Closing the programme, the Executive Secretary of the Lands Commission, Surv.Prof. Anthony Owusu-Ansah described the visit as a significant step towards strengthening regional cooperation in land governance. He stressed that sustainable land administration reforms require continuous investment in technology, human capacity, and public education.

Speaking on behalf of the delegation, Dep. Secretary at the Ministry of Lands, Housing and Country Planning; Sierra Leone, Hon. Alusine Sesay expressed gratitude to the Government of Ghana and the Lands Commission for the warm reception and valuable knowledge shared, describing the visit as impactful and assuring that the lessons learnt would support Sierra Leone's ongoing land administration reforms.

The visit concluded with both countries reaffirming their commitment to sustained collaboration, knowledge exchange, and the promotion of transparent, efficient, and sustainable land administration systems across the region.

*Lands Commission Joins National Post-Flood Clean-Up Exercise*

Staff of the Lands Commission, Ghana, on Friday, July 10, 2026, joined the rest of the country in a massive clean-up exercise as part of the Government’s National Post-Flood General Cleaning Days declared by the Post-Flood Mitigation Committee.

The nationwide exercise, held under the theme “Our Actions, Our Future: Cleaning Ghana after the Floods,” saw the Corporate Head Office and the Greater Accra Regional Office of the Lands Commission mobilize staff to desilt drains, clear illegal dumpsites, and dispose of waste around their offices and surrounding communities. Similar exercises were also replicated in the other 15 Lands Commission regional offices of Ghana, with staff participating in clean-up activities in collaboration with their respective Metropolitan, Municipal, and District Assemblies.

The Executive Secretary of the Lands Commission, Surv. Prof. Anthony Owusu-Ansah led the exercise together with his two deputies and other management members.

Addressing staff at the end of the exercise, Prof. Owusu-Ansah lauded all staff for their active participation and commitment to the national call.
“I am proud of the enthusiasm and unity displayed today. This shows that, as Lands Commission staff, we not only manage land; we also have a responsibility to protect the environment and public health. Let us keep our environments clean, not just today, but every day,” he said.

The Deputy Executive Secretary in charge of Corporate Services, Hon. Emmanuel Adansi Bonah and the Director of Human Resources, Madam Anne Brown, toured both the Corporate Head Office and the Greater Accra Regional Office to monitor progress and interact with staff.

Hon. Bonnah encouraged staff to make cleanliness a lifestyle.
“A healthy mind lives in a healthy body. The habit of cleanliness must be inculcated into our daily routines. When our surroundings are clean, productivity goes up, and diseases go down,” he noted.

Madam Anne Brown also reminded staff of the importance of civic responsibility.
“Cleanliness is next to godliness. This exercise is not just about clearing gutters; it is about saving lives and preventing future flooding. I urge all of us to carry this spirit back to our homes and communities,” she added.

Management has encouraged all regional, district, and divisional offices across the country to continue such exercises and collaborate with local authorities to sustain environmental sanitation efforts.

The two-day national exercise continues on Saturday, 11th July, 2026.

The Lands Commission has participated in a Geospatial Technology Exhibition and Job Fair organised by the Department of Geography and Resource Development at the University of Ghana on Thursday, June 5, 2026.

The event, held under the theme “Nurturing an Astute Geographer: A Collective Responsibility,” brought together students, academics, industry practitioners, government institutions, and other stakeholders to showcase innovations in geospatial technology and explore career opportunities within the sector.

As part of the exhibition, the Lands Commission mounted an interactive booth where students, graduates, and members of the public engaged officials on a wide range of topics, including land administration, surveying, mapping, land registration processes, and the Commission’s role in Ghana’s geospatial development. The engagement provided participants with a better understanding of the Commission’s mandate and the services it offers to the public.

The exhibition booth also served as a platform for addressing enquiries, providing information on land-related processes, and creating awareness about ongoing reforms and technological advancements within the Commission.

Supporting the engagement was the Head of the Training Section of the Survey and Mapping Division (SMD), Surv. Bernard Boateng, who offered technical insights and responded to specialised questions on surveying, mapping, and emerging geospatial technologies. His contributions helped deepen participants’ understanding of the profession and the critical role geospatial information plays in national development.

The event further enabled the Lands Commission to connect with aspiring geospatial professionals, share knowledge on career opportunities within the institution, and contribute to discussions on the future of geospatial science and technology in Ghana.

The Commission reaffirmed its commitment to supporting initiatives that promote knowledge sharing, professional development, innovation, and collaboration among stakeholders in the geospatial industry, while inspiring the next generation of professionals to contribute meaningfully to the country's land administration and spatial development agenda.

*Volta Lands Commission Goes Digital with ELIS, Inaugurates Client Service Access Unit*

The Volta Regional Office of the Lands Commission has taken a major step towards modernising land administration with the inauguration of a Client Service Access Unit (CSAU) and the official deployment of the Enterprise Land Information System (ELIS) in Ho.

The landmark event, held on Wednesday, June 3, 2026, brought together officials from the Ministry of Lands and Natural Resources, the Lands Commission, traditional authorities, staff, and key stakeholders to witness what has been described as a transformative phase in land administration in the region.

Addressing participants, the Volta Regional Lands Officer, Surv. Issah Mahama described the occasion as a significant milestone in the Commission’s drive to improve efficiency and service delivery. He expressed confidence that ELIS would streamline land administration processes, enhance record management, and provide faster services to the public.

He urged staff to embrace the digital transition and support clients throughout the implementation process while also appealing to the public to exercise patience as the Commission moves from manual operations to a fully digital system.
In his keynote address, the Deputy Minister for Lands and Natural Resources, Hon. Alhaji Yusif Suleman underscored the importance of land as a critical resource for economic growth, investment, and development. He explained that the newly established Client Service Access Unit would serve as a one-stop centre where clients can access information on land registration, surveys, valuation services, state lands management, and other services offered by the Commission.
According to him, the unit is expected to significantly improve customer experience by providing accurate information, facilitating application tracking, and creating an avenue for client feedback.
Hon. Suleman described ELIS as a transformative digital platform designed to secure land records, integrate land administration processes, and reduce delays in service delivery. He noted that the system would enable faster searches, improve record management, facilitate direct data uploads by surveyors, and promote greater transparency in land transactions.
“The success of these initiatives will depend largely on the professionalism, commitment, and integrity of staff,” he stated, urging officers to maintain high standards of customer service.

The Deputy Minister further called on Metropolitan, Municipal, and District Assemblies to collaborate with the Lands Commission in creating awareness about the new systems and leveraging land information to improve planning and revenue mobilisation.

In a significant announcement, Hon. Suleman revealed that Government had secured 67 per cent of the revenue generated by the Lands Commission to support the Commission’s digital transformation agenda and strengthen service delivery across the country.

He subsequently declared the Client Service Access Unit officially inaugurated and ELIS fully operational in the Volta Region.

Speaking on behalf of the Volta Regional Minister, Mr. Divine Fiakpui-Dzahini, Chairman of the Volta Regional Lands Commission, commended the leadership of the Lands Commission for driving the digital transformation agenda. However, he highlighted several challenges confronting the regional office, including unpaid compensation on acquired state lands, inadequate demarcation of state lands, logistical constraints, and concerns over staff remuneration. He appealed for increased support to address these issues and enhance the Commission’s operations.

A notable highlight of the event was the contribution of philanthropist Mr. Francis Tay, who disclosed that discussions with the Executive Secretary of the Lands Commission, Prof. Anthony Owusu-Ansah, on the Commission’s digitalisation agenda inspired him to support the deployment of ELIS in the Volta Region.
Mr. Tay said he was motivated by the Commission’s commitment to modernising land administration and improving public service delivery. He subsequently provided support towards the implementation of the digital system and encouraged stakeholders to ensure its effective utilisation.

The Executive Secretary of the Lands Commission, Prof. Anthony Owusu-Ansah, expressed appreciation to Government, management, staff, and stakeholders for their support in achieving the successful rollout of the two initiatives.

He noted that ELIS forms part of the Commission’s broader strategy to modernise land administration, improve operational efficiency, enhance transparency, and provide faster and more accessible services to the public. He urged staff to fully embrace the new technology and remain committed to delivering excellent customer service.

The Chairman of the National Lands Commission, Surv. Dr. Wordsworth Odame Larbi, emphasised the need for proper maintenance of the infrastructure, equipment, and logistics provided under the digital transformation programme.

He observed that while technology and modern facilities are essential, their effectiveness depends on responsible usage, accountability, and positive attitudes among staff. He therefore called on officers to uphold professionalism and customer-focused service delivery to ensure the success of both ELIS and the Client Service Access Unit.

According to him, the Commission’s modernisation agenda is ultimately aimed at strengthening public confidence in land administration through improved transparency, efficiency, and service delivery.

The ceremony was attended by the Deputy Executive Secretary in charge of Operations, Surv. Raphael Hokey, members of management, regional officials, traditional authorities, staff of the Commission, and other invited guests.

Delivering the closing remarks on behalf of the Volta Regional Coordinating Council, Alhaji Mohammed congratulated the Lands Commission on the successful implementation of the initiatives. He expressed confidence that the deployment of ELIS and the establishment of the Client Service Access Unit would strengthen public trust in land administration and contribute significantly to improved governance and service delivery in the region.

The event concluded with a renewed commitment by management and staff of the Lands Commission to provide faster, more transparent, and client-centred land administration services to the people of the Volta Region.

The Lands Commission on Monday, June 1, 2026, welcomed a seven-member delegation from the Kingdom of Eswatini to its Head Office in Accra for a high-level knowledge-sharing engagement aimed at deepening cooperation and exchanging best practices in land administration and governance.

The visit underscores the growing recognition of Ghana’s land administration reforms and the Lands Commission’s role as a leading institution on the African continent in the areas of land governance, digital transformation, and institutional reform.

Welcoming the delegation to the Commission’s Boardroom, the National Chairman of the Lands Commission, Surv. Dr. Wordsworth Odame-Larbi, expressed his pleasure at hosting the team and commended them for selecting Ghana as a learning destination.

He noted that such engagements create valuable opportunities for African institutions to learn from one another, strengthen professional networks, and collectively advance efficient and transparent land administration systems across the continent.

Surv. Dr. Odame-Larbi assured the delegation of the Commission’s commitment to openly sharing its experiences, achievements, challenges, and lessons learned over the years, emphasizing that collaboration remains key to improving land governance and unlocking sustainable development opportunities in Africa.

According to her, the knowledge and practical insights gained during the engagement would significantly support ongoing initiatives to strengthen land administration and service delivery in Eswatini.

A comprehensive presentation was delivered by Surv. Raphael Hokey Esq., Acting Deputy Executive Secretary in charge of Operations, provided an extensive overview of the Lands Commission’s mandate, operations, achievements, and strategic role within Ghana’s land administration architecture.

The presentation highlighted the evolution of the Lands Commission, Ghana’s land tenure system, ongoing reforms and transformation initiatives, the functions of the Commission’s divisions, procedures for the acquisition and management of public lands, mechanisms for dispute prevention and resolution, and key lessons that have shaped the institution’s development. It also showcased the Commission’s strategic contribution to national development through improved land governance and service delivery.

The engagement featured an interactive question-and-answer session, allowing members of the Eswatini delegation to engage directly with officials of the Commission on issues relating to institutional reforms, land registration procedures, digitalisation, dispute resolution mechanisms, and stakeholder engagement. Officials provided detailed explanations and shared practical experiences from Ghana’s reform journey.

In a symbolic gesture of partnership and knowledge exchange, the Lands Commission presented copies of the Land Act, 2020 (Act 1036) to the visiting delegation to support their continued learning and reference. *Parliamentary Select Committee on Lands Tours Lands Commission, Commends Digitalisation Efforts*

The Parliamentary Select Committee on Lands and Natural Resources paid a working visit to the Lands Commission in Accra, Head office to assess the institution’s operations, achievements, and challenges in land administration and service delivery.

The visit, led by Chairman of the Committee, Hon. Collins Dauda, focused on the Commission’s ongoing digitalisation drive, decentralisation of land services, and measures aimed at improving land registration processes and reducing delays.

Welcoming the Committee, Chairman of the National Lands Commission, Surv. Dr. Wordsworth Odame-Larbi, said the engagement provided an opportunity for Management to brief Parliament on progress made by the Commission and areas requiring legislative support.

Delivering a presentation on the Commission’s first quarter activities for 2026, Executive Secretary Surv.Prof. Anthony Owusu-Ansah highlighted key initiatives including the automation of land services, operationalisation of the Continuous Operating Reference Stations (CORS), introduction of QR-coded site plans, and improvements in ground rent management systems.

He disclosed that plans were far advanced to decentralise the Commission’s services to district levels and expand the Ghana Enterprise Land Information System to all regions to improve efficiency and accessibility.

Surv. Prof. Owusu-Ansah also drew attention to challenges confronting the Commission, particularly low staff remuneration and inadequate operational funding, and appealed for parliamentary support to improve staff welfare and strengthen service delivery.

Hon. Collins Dauda commended Management for the presentation and acknowledged the critical role of the Lands Commission in Ghana’s socio-economic development. He stressed that the work of the Commission could “make or unmake the country” and urged Management to minimise challenges associated with land registration and ownership disputes.

He assured the Commission of the Committee’s commitment to supporting initiatives aimed at improving land administration and enhancing efficient service delivery nationwide.
