The Public Services Commission (PSC) and the Fair Wages and Salaries Commission (FWSC) are spearheading the implementation of the Linking Pay to Performance and Productivity initiative to promote fairness, accountability, efficiency, and improved service delivery across Ghanaโs public service.
The initiative seeks to align compensation with measurable performance and productivity to improve service delivery, ensure fair remuneration, and boost national productivity.
Selected pilot Public Service Organisations (PSOs) are being supported to adopt structured performance management practices through the PSC Performance Management System. This includes setting clear institutional targets, defining key performance indicators, and ensuring that all staff have annual performance targets aligned with organisational goals. To support implementation, the initiative began with virtual capacity-building sessions for selected pilot institutions.
The selected pilot entities are the Public Services Commission, the Office of the Head of Civil Service, Fair Wages and Salaries Commission, Minerals Commission, Lands Commission, State Interest and Governance Authority, Driver and Vehicle Licensing Authority, Ghana Standards Authority, Water Resources Commission, National Lottery Authority, National Commission on Small Arms and Light Weapons, SIC Life Insurance Limited, Environmental Protection Agency, Food and Drugs Authority, National Communication Authority, Energy Commission, Gaming Commission, National Petroleum Authority, and the Minerals Commission.
Deployment is currently underway, with joint teams from the PSC and FWSC engaging directly with these selected pilot entities to provide technical support and ensure effective adoption of the framework.
The Linking Pay to Performance and Productivity initiative represents a significant step toward building a more results-oriented public service โone that recognises performance, ensures fairness, and delivers more efficient and responsive services to citizens.
