GIFEC Universal Access Fund of Ghana, mandated to facilitate the provision ICT to all persons.

The Government of Ghana set up Ghana Investment Fund for Telecommunications (GIFTEL), as an agency of the Ministry of Communications to facilitate the provision of universal access to basic telephony for the unserved and underserved communities in the country. The promulgation of the Electronic Communications Act, 2008 (Act 775) gave legal backing to the organisation, thereby changing its name to

Ghana Investment Fund for Electronic Communications (GIFEC), as well as giving it an expanded mandate and scope. The scope of operations of GIFEC as enshrined in section 32 of Act 775 mandates the organisation to facilitate the implementation of Universal Access to Electronic Communication and the provision of internet point of presence in underserved and unserved communities, facilitate capacity building programmes and promote ICT inclusion in the unserved and underserved communities, the deployment of ICT equipment to educational, vocational and other training institutions. The Honorable Minister for Communications and Digitalisation, Mrs. Ursula Owusu-Ekuful, has closed out the 3 year Boosting Digital Skills through Digital Transformation Centres Initiative, implemented by GIFEC in partnership with the ITU, Cisco and with funding from NORAD.

The project, which sought to train 14,200 citizens exceeded its target by training 22,192 Ghanaians in underserved and unserved communities within the country.

JOB TITLE: Senior Manager, Finance
LOCATION: Ridge-Accra
EMPLOYMENT TYPE: Permanent

PURPOSE OF POSITION
• Ensure accurate and timely financial reporting, including budgeting, forecasting, and financial statements.
• Implement financial policies, procedures, and controls to ensure effective financial management.
• Prepare cash flow, investments schedule and fixed assets schedule.
• Analyze financial data to identify trends, risks, and opportunities for improvement.
• Collaborate with senior management to make informed financial decisions and drive business growth
• Ensure compliance with financial regulations, laws, and standards
• Manage and develop a team of finance professionals to achieve departmental goals and objectives.

DUTIES AND RESPONSIBILITIES
• Financial planning and budgeting
• Preparation of financial statements
• Financial reporting and analysis
• Preparation of cash flow statements and forecasting
• Compliance and risk management
• Team management and development

QUALIFICATION REQUIRED AND EXPERIENCES
• A minimum of a Master's Degree from an accredited tertiary institution in Accounting, Finance or any other related field
• Must be a member of a Professional Accounting body (ICA, ACCA, CPA, CFA)
• A minimum of 10 years post-Bachelor's Degree relevant work experience, 5 of which should have been in a management role in a reputable organization.
• Must pass a selection interview conducted by the Fund in collaboration with the Public Services Commission.

• Excellent knowledge in IFRS and IPSAS.
• Good knowledge and understanding of Public Financial Management Act
• Good knowledge in strategic management
• Good leadership and networking skills
• Ability to inspire and motivate
• High integrity and good ethical standards
• Good communication and interpersonal skills
• Good knowledge in IT applications
• Knowledge in administrative procedures
• Good report writing and presentation skills
