NEW JUABEN NORTH ELECTS A PRESIDING AND CONFIRMS THE PRESIDENT’S NOMINEE

The Eastern Regional Minister, Hon. Seth Kwame Acheampong has expressed his gratitude to the Assembly Members of the New Juaben North Municipal Assembly for having the confidence in the President by endorsing his nominee for the progress of the Municipality. He urged them to work together as a team to enable them achieve all their goals. He entreated them to support the upcoming Independence Day celebration which will be held in Koforidua to boost our local economy.

Hon. Dr. Edward Asante Antwi who pulled 22 votes {73%} out of 30 Assembly members present was elected as the new Municipal Chief Executive for New Juaben North Municipality. Hon. Dr. Edward Asante Antwi was subsequently sworn in by the Eastern Regional Minister.
In his address, The MCE expressed his gratitude to the Assembly Members for their overwhelming votes and called for their collaborative support and suggestions for the development of the Assembly.

Hon. Ishmael Owusu Afram was elected as the Presiding Member had 23{77%} votes out of the 30 Assembly members confirming him as the Presiding Member for the Assembly whiles his opponent pulled 7 votes with no rejected ballot. Hon.Ismael Owusu Affram thanked the Assembly Members for voting massively for him and promise to work hard to improve the proceedings of the Assembly.

The election was smoothly conducted by the Electoral Commission led by the Municipal Electoral Officer, Madam Dorcas Akoto.
Heads of the various Departments of the Assembly, Health workers, Students, Party members and the general public were all present to observe proceedings.

NJNMA RECEIVE FAIR SHARE OF NATIONAL CAKE

The Member of Parliament for New Juaben North constituency, Hon.Nana Adjei Boateng said the municipality has received its share of the national cake when commissioning the Newly Health Directorate one story Administration block at Jumapo, Youth Resource center, and Astroturf by middle belt development at Effiduase.

To him, the municipality is experiencing massive developmental projects in all sectors such as Education, Health, security, Roads and other infrastructural projects in all the communities in the Municipality.

The newly constructed story building for New Juaben North Health Directorate was 90% funded by the lawmaker’s share of the common fund to help improve the health services in the municipality. He said that the youth resource center will serve as an institution to provide regular assistance for the youth with special needs.

With the Astroturf, he added that it will be a channel for the youth to develop talents in terms of sporting activities. He disclosed that 12 kilometers of asphaltic road over lane has commenced in the municipality, adding that deplorable roads are going to be fixed for the constituents. He called on constituencies to have faith in the government.

The Municipal Chief Executive, Hon Comfort Asante on her part said that the government is committed to foster and decentralize development for all constituency in the municipality.
She continued that the youth development remains a top priority to the government.

DENKYEMBOUR DISTRICT ASSEMBLY COMMEMORATES 39TH NATIONAL FARMERS DAY

Denkyembour District Assembly celebrated this year’s 39th Farmers’ Day on Friday 1st December 2023 in grand style at the Akim Takrowase Durbar Grounds to celebrate all farmers within the district. The celebration, which was themed ‘Delivering Smart Solutions for Sustainable Food Security and Resilience’ saw the presence of many dignitaries at the function including the District Chief Executive of the district, District Coordinating Director, District Director for Cocoa Health Extension Division, Assembly Members of the Denkyembour District Assembly, Chiefs, Institutions, the media and many others.

The chairman for the ceremony and chief of Akim Takrowase; Osabarima Owusu Nketiah II, welcomed everyone to the function and mentioned how important it was to celebrate farmers. He mentioned that agriculture was the backbone of this economy and without agriculture, the nation would go on its knees. He then mentioned the district should pay very close attention to agriculture. He concluded his opening remarks by encouraging the more youth to venture into agriculture.

The District Director for Agriculture; Mr. Seth Yeboah, commended the awardees for their immense support for the development of the country. He also stated that there are a lot of opportunities for anyone who wishes to enter into agriculture. He elaborated on the Planting for Food and Jobs program Phase 2 that was launched by the Minister for Agriculture a few weeks ago. He mentioned that the phase two of this government flagship program would create more jobs in agriculture and urged all persons to take advantage of the program. He also mentioned that everyone who wished to benefit from the program should first and foremost register with the district Agric department so that a field extension officer would be assigned to that individual. He also encouraged farmers to come together to form Farmer Based Organizations in order to have a united front.

Speaking on the theme for the celebration, the District Chief Executive for Denkyembour District; Honourable Seth Birikorang Ofosu mentioned that, COVID -19 pandemic has pushed all countries to be self-sufficient in food production and therefore commended the government for introducing the Planting for Food and Jobs Phase 2 and Planting for Export and Rural Development programs which has ensured adequate food supply and improved the economy. He then encouraged all farmers and processors of agricultural products within the district to work extra hard in order to improve food production which could be converted into employment, food security and poverty reduction.

The District Chief Executive also mentioned that the chiefs together with the community should take a cursory look at the educational status of children within the communities. He mentioned that although the district assembly was taking steps to improve the educational system within the district, it was the responsibility of opinion leaders and parents to make sure that their wards learnt hard in school.

He lastly stressed on the nature of roads within the district. He mentioned that nature of roads had improved drastically since he took office as District Chief Executive. He mentioned the ongoing Apinamang to Dwenase road which was almost complete and also other major roads within the district. He lastly added that, most of the roads would be worked on before the end of 2024.

There were presentations by the District Director for Cocoa Health and Extension Division, the National Commission for Civic Education and the Denkyembour District Health Directorate on current happenings in their respective sectors.

Seventeen (17) award winners received prizes during the ceremony ranging from best farmers in various crops, best agribusiness enterprise, best farmers in various animal farms, and best disability farmer amongst others. The best amongst them all was Madam Faustina Akpalu, popularly known as Abenavi from K**i who won the overall best farmer for the district. He received a motor cycle, 1 knapsack spraying machine, 1 pair of field boots, 3 cutlasses and a certificate.

DENKYEMBOUR DISTRICT ASSEMBLY HOLDS SPATIAL PLANNING COMMITTEE MEETING

On Wednesday 22nd November 2023, the Spatial Planning Committee of the Denkyembour District Assembly held a meeting at the District’s Conference Hall for the consideration and approval of development applications that were received by the District Physical Planning Department. Approval or disapproval of development application forms part of the mandate of the committee was the main agenda of the meeting.

The District Chief Executive; Honourable Seth Birikorang Ofosu, the Chairman for the committee opened by the meeting by expressing his gratitude to all members for making time to attend the meeting. He then mentioned that the committee is an important committee to the assembly because they oversee the approval of development plans that in turn raise revenue for the assembly. He therefore urged the committee to try as much as possible to meet every month as stipulated by the law.

The committee then moved to the main agenda of the day which was approval of development plans within the district for the month. In all, the committee received 17 applications that were spread across the length and breadth of the district. After deliberations and discussions of the plans, members approved 14 applications, conditionally approved 2 applications and deferred 1 application for further investigations about the land on which the development would be made.

In other business, the District Works Engineer informed that committee that further consultations and sensitization should be done for all traditional rulers within the district to encourage their people about the need to apply for building permit.

The District Chief Executive, in his closing remarks, congratulated the development control unit for embarking on a task force exercise which generated a lot of revenue. He then urged them to continue with the exercise periodically. He also advised them to give out their work plan to management so that some form of motivation could be given to the members of the taskforce. He then expressed his gratitude to all members for taking time to attend the meeting.

THE SUHUM MCE MEETS WITH QUEEN MOTHERS IN THE SUHUM MUNICIPALITY

On 21st November 2023, The Suhum Municipal Chief Executive, Hon. Mrs. Margaret Darko Darkwa and a team from Ghana Health Service and GES paid the courtesy call on queen mothers in the Suhum Municipality to sensitize them on HIV/AIDS and Bilharzia.

The purpose of the meeting was to educate the Queen mothers on the causes, prevention, signs, symptoms and treatment of HIV/AIDS and Bilharzia. The rep from GES, Mrs. Linda Boakye indicated that a survey been conducted in Eastern Region and Suhum Municipality has recorded the highest number of Bilharzia cases. Hence this education and sensitization has come at the right time. However Bilharzia has a cure therefore anybody can walk into a health facility for diagnosis and treatment.

The queen mothers were advised to educate their community members to avoid swimming in rivers and water bodies, they were also advised that HIV/AIDS is real so they should encourage their people to be faithful to their partners and use Condoms when having sexual in*******se.

The MCE donated 16 pieces of cloths, 2 cartons of malt, a box of biscuits and Schnapp to the queen mothers.

The queen mother of Suhum, Nana Arko Bensua expressed her profound gratitude the MEC and her team for the donations and the education.

SENSITIZATION EXERCISE FOR SECOND CYCLE AND VOCATIONAL SCHOOLS ON HIV/AIDS AND BILHARZIA

On 22nd November 2023, The Suhum Municipal Chief Executive, Hon. Mrs. Margaret Darko Darkwa together with a team of Nurses and a rep from GES visited Second Cycle and Vocational Schools in the Suhum Municipality for HIV/AIDS and Bilharzia sensitization. The Schools visited were the Presbyterian Senior High, Suhum Vocational school, Suhum Senior High Technical and Islamic Girls Senior High School.

The Nurses took the students through the causes, prevention, and how to live with the virus In case you are infected. The team stressed that there is a medication for HIV, though it doesn't kill the virus it makes them week there by unable to multiple in the human body. The team before encouraged the students to avail themselves for the voluntary testing because early detection saves life.

A rep from GES, Mrs. Linda Boakye educated the students on Bilharzia and admonished them not to swim or play in rivers and streams especially the contaminated ones.
The MCE donated items such as Digital Piano, Led street bobs, boxes of cutlass, set of Jerseys, footballs, Wellington boots and 10 boxes of sanitary pads.

Present at the program were Head Masters and Mistress from various schools, teaching and non-teaching staff, Students and Information Officers

The exercise was engaging, educative and responsive one.

RTI OFFICER UNDERTAKES TWO-DAY SENSITIZATION FOR PUBLIC INSTITUTIONS IN THE DENKYEMBOUR DISTRICT

The Right to Information (RTI) Act was passed into law in Ghana in 2019 with the aim of promoting transparency, accountability, and good governance in the country. As part of efforts to create awareness and educate stakeholders on the provisions of the Act, the RTI officer of Denkyembour District Assembly; Mr Solomon Ofosu conducted a two-day sensitization exercise for the staff of Ghana National Fire service, Ghana Immigration Service and National Disaster Management Organization (NADMO) in Akwatia. The sensitization program occurred on Thursday 16th November 2023 and Friday 17th November 2023. The main objectives of the sensitization exercise were to educate staff on the key provisions of the RTI Act, 2019 (Act 989). The sensitization was also aimed at creating awareness about the importance of the RTI Act in promoting transparency, accountability, and good governance in the District. It was also undertaken to highlight the role of the RTI officer and institutions in ensuring the effective implementation of the Act within the district and finally to address any questions or concerns raised by participants regarding the Act. The sensitization exercise was conducted at the various offices of the institutions.
The RTI officer provided an overview of the Act, including its objectives, scope, and key provisions. Participants were educated on the importance of the right to information as a fundamental human right and its relevance in promoting transparency and accountability in governance. The officer also explained the process for accessing information under the Act, including the procedures for making requests and the timelines for response. Participants were informed about the exceptions and exemptions to the right to information, including the circumstances under which information can be withheld.

The officer explained the role of the RTI officer and Head of institutions in ensuring the effective implementation of the Act within the District. Participants were educated to ensure effective compliance with the provisions of the Act.

Participants were given the opportunity to ask questions and seek clarification on any issues related to the Act.

The sensitization exercise was successful in achieving its objectives, with participants gaining a better understanding of the RTI Act and its importance in promoting transparency and accountability in governance. The exercise also helped to address any questions or concerns raised by participants regarding the Act.

The sensitization exercise conducted by the RTI officer of Denkyembour District Assembly was an important step in creating awareness and educating staff of the institutions on the key provisions of the RTI Act 2019 (Act 989). The exercise helped to promote transparency and accountability within the participated institutions and ensure compliance with the provisions of the Act. It was recommended that similar sensitization exercises be conducted regularly to ensure that stakeholders are kept abreast of any changes or updates to the Act.

DENKYEMBOUR DISTRICT ASSEMBLY HOLDS DISTRICT PLANNING CO-ORDINATING UNIT (DPCU) MEETING

On Wednesday 15th November 2023, the District Planning Co-ordinating Unit (DPCU) of the Denkyembour District Assembly held a meeting to discuss the guidelines for the preparation of 2023 Annual Progress Report. The new guidelines for the preparation of 2023 APR was a requirement from the National Development Planning Committee (NDPC).

The chairman for the committee; Alhaji Shamrock Abdulai Gafaru welcomed all members to the meeting and mentioned that the DPCU was the engine of the assembly and that meeting of the DPCU was of utmost importance to the assembly. He also urged members to pay rapt to the new APR guidelines.

The District Planning Officer; Mr Mohammed Baba Abdulai took members through the guidelines. He mentioned that, the new guideline was the improvement over the reporting template for 2022 Annual Progress Report. He then mentioned that there were six main thematic development dimensions for the new reporting guidelines which included Emergency Planning and Response. He also added that the 2023 APR would be measured as an overall proportion of the 2022-2025 Medium Term Development Plan.
The APR also has a part for reporting the statuses of all projects within the district which would include pictures of the projects at each stage of completion. The reporting of programs would now also include beneficiaries of the executed program as part of the report. He also added that departments and institutions would be required to do an analysis of programs and projects and the funding sources.

He lastly added that the report stressed on emergency reporting where there should be breakdown of emergency cases and the respective plans to resolve those emergencies when they occur. The report also features sections where districts are supposed to report on Climate Change Adaptations, Integrated Social Services and UNICEF programs if any. He then urged Heads of Departments to begin working on their APRs and present to the District Development Planning Officer.

In other matters, the District Health Director; Mr Daniel Derby briefed the committee about an upcoming National Diabetes Day Celebration which would be commemorated on Tuesday 21st November 2023. He mentioned that there would be free screening of BP, Blood Sugar and Body Mass Index for all participants. The celebration would be held at the forecourt of the District Health Directorate.

The District Manager for Electricity Company of Ghana also briefed the house on the new billing system. He mentioned that the institution will soon be embarking on a district-wide sensitization program on the new billing system. He lastly added there is a feature on the ECG Power App that could aid in regularizing the bill.

The chairman for the committee in his closing remarks informed the district planning officer that he should give out dates of meeting and submission of APR on time to prevent any delay the submission of the report. He then wished all members well and expressed his gratitude to all members for taking time to attend the meeting.

DENKYEMBOUR DISTRICT ASSEMBLY HOLDS ENTITY TENDER COMMITTEE MEETING

On 2nd November 2023, the District Entity Tender Committee of the Denkyembour District Assembly held a meeting at the District Assembly Conference Hall. The meeting was to discuss the summary of evaluation data and award recommendation of projects within the district.

The chairman for the committee and District Chief Executive for the district; Honourable Seth Birikorang Ofosu welcomed all members to the meeting and expressed his gratitude to members for taking time of their busy schedules to attend the meeting.

The District Procurement Officer and Secretary to the committee; Mr Martin Sambo took members through the purpose of meeting. He mentioned that on 28th September 2023, there was an advert and tender opening for four projects which attracted contractors from the length and breadth of the country to bid. Prior to the closing of tender, an independent evaluation body was set to evaluate the tenderers and select those fit to undertake the respective projects.

He then presented the projects, the tenderers, project sum and periods. For the Construction of Emergency Ward at GCD Hospital in Akwatia, the project was awarded to TOKUROMU Construction Limited with an evaluated tender price of GHC 310,302.15 which is completed in 7 months. The construction of Market Shed at Akwadum Market at Akwatia was also awarded to TOKUROMU Construction Limited with an evaluated price of GHC 354,887.26 which is to be completed in 7 months. The pavement of Akwadum Market in Akwatia was awarded to SUBRINSA PLUS Enterprise at an evaluated tender price of GHC 711,150.00 which is to be completed in 7 months. The last project was the construction of Community Durbar Grounds at Apinamang which was awarded to OSOROMMOA Construction Limited at an evaluated tender price of GHC 420,321.92 also to be completed in 7 months.

The committee endorsed the projects and its awards and referred the construction of pavement at Akwadum Market in Akwatia to the Regional Entity Tender Committee since it was beyond the threshold of the District Tender Committee.

The chairman for the committee expressed his gratitude to all members for making it to the meeting and urged all members, especially the District Engineer to monitor the progress of the projects.

The New Juaben South Municipal Assembly in collaboration with Star Ghana Foundation is organising a Town Hall Meeting for the chiefs and people of Koforidua, particularly, the youth in the Eastern Regional Capital. The meeting, themed; 'Promoting Civic Engagement; Role of Youth in Development' is expected that young people will leave with the confidence that their concerns have been taken on board and can approach the authorities any time to engage them. The meeting also sought to build the mutual relationships be forged between the authorities and the young people.

GIFEC COMMISSIONS ULTRA MODERN COMMUNITY ICT CENTRE IN THE SUHUM MUNICIPALITY

On 30th October 2023, the Ghana Investment Fund for Electronic Communications (GIFEC) in collaboration with the Ministry of Communication and Digitalization have commissioned an ultra-modern community Information Communication Technology ICT Centre in Suhum Municipality.

The Minister of Communication and Digitalization, Hon. Mrs. Ursula Owusu-Ekuful expressed gratitude for the completion of the community ICT Centre. She recounted how the former Member of Parliament Hon. Opare-Ansah continued to pressure GIFEC in request for the completion of the facility. She indicated that the ministry will collaborate with the Ghana Library authority to provide books for the center. Nine (9) member sustainability management Committee were sworn in to ensure adequate and proper management of the facility.

The Eastern Regional Minister, Hon. Seth Kwame Acheampong expressed his excitement for the commission of the community ICT centre, his joy comes from the fact that the long awaiting project that was commenced 16 years ago has been completed. He added that, he was part of the sod cutting under the former President Kuffuor's administration and he is also part of the commissioning.
The Administrator (CEO) GIFEC, Mr. Ofosu Sefa mentioned that, Ghana Investment Fund for Electronic Communications is an agency under Ministry of Communication and Digitalization which is mandated to ensure Rural telephony, building cyber labs in schools and communities and ensuring capacity building of the citizens. He commended the contractor for the good work done. He also assured them of monitoring the ICT centre to ensure that it serving it purpose.

The Municipal Chief Executive, Hon. Mrs. Margaret Darko Darkwa expressed her sincere gratitude to the Minister of Communication and Digitalization Hon. Mrs. Ursula Owusu Ekuful and GIFEC for the completion of the community ICT centre. She also acknowledged the dedication of the local community members who showed their commitment by embracing the projects and making it a reality. She stated that, the community ICT centre will help the citizens to gain equal opportunity to advance in technology.

The Member of Parliament, Hon. Kwajo Asante thanked the President, the vice president and the Minister of Communication and Digitalization for making this possible. He said that, the community ICT centre will serve as a theatre for teachers for further research and the general public. He advised the community members to see the ICT center as their own property.

DENKYEMBOUR DISTRICT ASSEMBLY HOLDS GENERAL ASSEMBLY MEETING

On Monday 30th October 2023, Denkyembour District Assembly held its second ordinary meeting of the General Assembly for the year 2023 at the District Assembly Hall. The meeting began with an opening prayer at around 10:30 am.

The Presiding Member for the assembly; Honourable Kennedy Asante, expressed his gratitude to all assembly members, the Member of Parliament, heads of departments, Nananom and all guests for honouring the invitation. He also appealed to the assembly members to give out their maximum cooperation during the meeting. He then took the house through a discussion on actions taken and recommendations from the previous meeting.

There was a brief sensitization from the District Registration Officer of the National Identification Authority. He first and foremost informed the house about the ongoing registration of the Ghana Card. He mentioned that citizens who wishes to make changes on their cards should could also come to the office for those changes. He however appealed to assembly members to educate their electorates on the vouching process in order to ensure a smooth registration process. He lastly mentioned that the registration was backed by a lot of laws and regulations hence some delay in the process.

The Returning Officer of the Electoral Commission was also invited to brief the house to on recent electoral processes within the district. He mentioned that there was limited registration of eligible voters in the past weeks and transfer of votes. He added that there would be exhibition of the voters register at the various polling stations from 3rd November to 9th November 2023. He lastly added that nomination and filing of forms for prospective candidates in the District Level Elections.

The Member for Parliament for Akwatia Constituency, Honourable Henry Boakye Yiadom also addressed the General Assembly. He expressed his gratitude to all assembly members and heads of departments for giving him the audience to address the general assembly. He presented his projects and programs that he had undertaken since he assumed office as Member of Parliament. Major projects he presented include Construction of 1 No. 3 Unit Islamic Block, construction of small water system with poly tank, construction of Emergency Block at GCD Hospital, Reshaping and maintenance of road in selected communities and construction of 3 unit classroom block in Sakyikrom. He lastly expressed his gratitude to everyone for their support.

The District Chief Executive for the Denkyembour District; Honourable Seth Birikorang Ofosu was called upon to deliver his sessional address to the house. He began by expressing his gratitude to all members present.

He centred his address on Finance, Security, Developmental Projects, Education, Health, Agriculture, Community and Social Development and Administrative issues.

On Finance, he mentioned that the assembly as at 30th September 2023 had realized total IGF revenue of GHC 1,018,767.35 as compared with total IGF revenue budget of GHC 1,521,090.00 which represented 66.98% of the budget. The total budgeted expenditure for the period stands at GHC 1,521,090.00 and the total actual expenditure of GHC 1,010,261.30 which represent 66.42% of the expenditure budget.

On issues of health, the Directorate collaborated with the Ghana Education Directorate received 4,082 school bed nets and distributed 4,045 to schools within the district, for both public and private. In all, 1,221 male and 2,824 females benefited from the program. Also, there was national COVID-19 mass vaccination that was carried out with a total of 696 individuals who were vaccinated out of a target group of 1501.

On Education, he mentioned that the Basic Education Certificate Exams took place at four centers which started from 7th July 2023 to 11th July 2023. Additionally, the Education Directorate participated in the inter-zonal festival of arts and culture from 14th September to 16th September 2023. Lastly, the directorate participated in the inter-zonal regional sports competition which also took place from 19th July 2023 to 22nd July 2023.

Lastly on issues of Agriculture, he mentioned that the district assembly trained 36 farmers on the control of Fall Army Worms. The department also trained 33 farmers and technical staff on improved breeding of farm animals like small ruminants, poultry and pigs and livestock production as business. He finally added that the department training of 6 market enumerators on the use of weighing scale, electronic balance analytical scale and standardization in measurement in market places.

He then presented the reports from the seven sub-committees of the assembly. The house approved the DCE sessional address which included the Executive Committee report.

The Presiding Member also led the discussion and approval of the 2024 Draft Composite Budget, Fee-Fixing Resolution, Revenue Improvement Action Plan and Draft Annual Action Plan.

The Presiding Member in his concluding remarks expressed his gratitude to all members and heads of departments including Nananom and the representatives of the religious bodies for taking time out of their busy schedules to attend the meeting.
