*Hon. James Gunu Engages South Dayi on Development and Eid Celebration*

Volta Regional Minister Hon. James Gunu, together with South Dayi DCE Hon. Courage Kokroko, visited Dzemeni Market, Ansuariya D/A Basic School, and the Tongor Tsanakpe College of Health Sciences site to assess development needs and project progress.

The delegation also paid courtesy calls on Mamaga Tormelo IV and Torgbe Lisah I, with discussions focused on development, youth empowerment, and community welfare.

Later, they joined the Zongo community at Dzemeni to celebrate Eid. On behalf of H.E President John Dramani Mahama, Hon. Gunu thanked the Muslim community for their contributions and donated to support the festivities. The Zongo Chief, Alhaji Saritsi Omaro Hasume, expressed gratitude and presented a lamb to the Minister.

The Agric Department, in collaboration with the Health Directorate, held a one-day training for farmer groups on post-harvest management, maternal and child health, and nutrition. The programme was sponsored by the Women and Children Network Development Foundation (WCNDF).

The main aim was to educate farmers on good agricultural practices and promote the production and consumption of nutritious foods to improve household health and income.

Rev. Akusika, CEO of WCNDF, and Dr. Bonsi, Project Coordinator, welcomed participants and resource persons. They emphasized the importance of collaboration between the agriculture and health sectors to address challenges affecting women and children in the district.

Mr. Nusianu Avedzida, Agric Director for South Dayi District, addressed participants on adopting improved farming practices. He highlighted the role of climate-smart agriculture, government and district support programmes, and the need to strengthen farmer groups and cooperatives.

Mr. Jonas Timbire Kolog, Health Director for SDD, stated that while many sectors matter, health and agriculture are indispensable to community development. On maternal health, he noted that anaemia remains a concern in South Dayi. In 2025, out of 1,914 pregnant women recorded in the district, 214 were diagnosed with anaemia. Out of 1,624 live births, cases of low birth weight were also recorded. He urged participants to prioritize nutrition during pregnancy and early childhood.

Participants engaged in interactive sessions with time for questions and answers on the following Presentations;

GAPs for Growing Selected Crops & Post-Harvest Management – Mr. Carl Azumah, focused on good agricultural practices, proper drying, storage, and handling to reduce post-harvest losses.

Maternal and Reproductive Health – Elikplim Banini Covered antenatal care, family planning, and safe motherhood practices.

Child Health Issues in Ghana – Gideon Norvor Highlighted common childhood illnesses, immunization, and early treatment seeking.

Nutritional Challenges and How to Address Them – Beatrice Debe discussed dietary diversity, use of locally available foods, and prevention of malnutrition.

Roles of Individuals, Communities, and Stakeholders in Addressing Nutritional Challenges – Happy Alonu emphasized shared responsibility and community-led action to sustain improvements.

Participants gained practical knowledge on reducing post-harvest losses and improving nutrition at the household level. The link between agriculture and health was reinforced, with participants committing to apply both farming and nutrition practices.

A free health screening was also conducted for all participants to detect and prevent common health conditions early.

SESSIONAL ADDRESS DELIVERED BY THE DISTRICT CHIEF EXECUTIVE, HON. COURAGE KWAMI KOKROKO AT THE FIRST ORDINARY MEETING OF THE SOUTH DAYI DISTRICT ASSEMBLY ON TUESDAY, 12TH MAY,2026.

LADIES AND GENTLEMEN

I feel honoured and duty bound as the District Chief Executive of our dear District to appear before this August House, in accord with Section 28 of the Local Governance Act 936 of 2016.
Join me to express my heart felt appreciation to the Most High for making this possible. I equally bring you heartwarming felicitations from the President of the Republic, the Nation Builder and the Prefect of the Committee of Heads of State of Africa, the Nation of Ghana Unifier, His Excellency John Dramani Mahama on this day as we once again congregate to pursue the development of our dear District.

Honourable Presiding Member, it is important that we remind ourselves of the vision set by the South Dayi District Assembly which states that, the “South Dayi District Assembly is to become a resilient, Safe, Commercial and Agro-based District “. In all we do, therefore, it is important to bear in mind the improvement of the well-being and economic conditions of our citizens by focusing on our core mandate of providing basic infrastructure, increasing access to social services and ultimately improving on the standard of living of the people we serve.

This year has started with high expectations of great things for our people and most of us, justifiably so, cannot wait for programmes and projects to roll out to their successful completion. There are of course persistent calls for solution to water crises, extension of electricity, improvement of social services and road networks. These calls are coming from you, Honourable Assembly Members, traditional rulers and ordinary citizens. That said, I wish to go sector by sector.

SECURITY:
The District has been relatively calm and peaceful while daily business transactions have been going on with relative ease. The District Security Committee (DISEC) met recently to review the security situation in the District. According to the Kpeve District Police Commander, the first quarter of 2026 had recorded 40 cases. This includes assault, stealing, accidents and domestic violence. Again, statistics from the Volta Regional Office of the Road Safety Committee indicates a worrying situation. In the first (1st) quarter of 2026, total reported cases was 73. Out of this 119 vehicles were involved, 19 killed and 75 injured. Pedestrian knockdowns was 16.
2025 in perspective, in the Volta Region, ie January to December 2025, total reported cases was 509, of which 850 vehicles were involved. Number of persons killed was 139 and pedestrian knockdown stood at 123. Factors identified to be responsible for the above were:
(a) Wrongful overtaking (b) stressful driving (c) sleeping behind the steering wheels, (d) alcoholism on the part of some drivers (e) illiteracy ie inability to read and understand road signs. The forward is nothing but constant education for the motorists.

FINANCIAL PERFORMANCE:
1. EXTERNAL
As at 31st March 2026, the Assembly received GH₵ 5,492, 796.98 representing 9.49% of the annual budget of GH ₵57,881,771.88. The expected amount was GH₵14, 470, 442.97.

INTERNALLY GENERATED FUND (IGF)
Within the same period, the Internally Generated Funds accumulated to GH₵ 264, 081.20 out of Annual budget of GH₵ 908,833.00 representing 29.06%. while l commend the Revenue Team for good work done so far, I call on efforts to be doubled.

POLICY PROGRAMMES AND PROJECTS
A – CENTRAL GOVERNMENT
Honourable Presiding Member, the Central Government of Ghana, under the able leadership of the Nation Builder has rolled out the following projects in the South District in the spirit of equitable development of mother Ghana: -
(a) Dinning Hall Complex at Peki Senior High School, the contractor is back to site.
(b)Auditorium for Peki College of Education
- Completed and awaiting furnishing
(c)Two (2) Storey dormitory block at Peki Senior High Technical, - site handed over to the contractor
(d)18 Unit Classroom block for Tongor Senior High Technical School, – site handed over to the contractor
(e)18 Unit Classroom block for Kpeve Senior High Technical School – Site handed over to the contractor
(f)Dinning Hall Complex for Kpeve Senior High Technical School, site to handed over to the contractor on Thursday
(g)2 No. 2 storey Dormitory block-Kpeve Senior High Technical School- site to handed over on Thursday.
(h)Construction of various infrastructure at Kpalime State Senior High School-site handed over to the contractor
(i)Construction various infrastructure for the College of Health Sciences at Tongor – Tsanakpe - site handed over to the contractor
(j)24 - Hour Model Market for Kpeve - site handed over to the contractor
(k)21 Unit affordable Housing project, at various stages of completion at Kpeve
(m)Over 3,000 (three thousand) School furniture was distributed to Senior High schools in the District
Honorable Presiding Member, the District’s share of the District Assemblies Common Fund produced the following of which I expect the Honourable Members from the beneficiary electoral areas to authenticate my claim:
(1) Supply of 40 Executive Desk and swivel Chairs to Head teachers
(2) Supply of 70 Teachers tables and chairs to Basic Schools Heads
(3) Supply of Economic Empowerment items to people with Disabilities
(4) Construction of 2no. CHPS Compounds at Tongor Agordeke and Todome Kpeyiborme – roofed
(5) Supply of Assistive Devices to people with Disabilities
(6) Construction of 2 Storey 10 Unit classroom block at Kpeve Model School – at roofing level
For effective use of state resources, the President of the Republic and the Commander – in Chief of the Ghana Armed Forces, the Nation Builder had directed that all projects at various stages of implementation prior to his second incarnation under the term “LEGACY PROJECTS” should be continued, completed and handed over to the beneficiaries. In the South Dayi District, the following projects are vigorously being pursued.
(i) 10 Seater W.C at Gbi Market
(ii) 10 Seater W.C at Kpeve Market
(iii) 10 Seater W.C at Pesco
(iv) Two (2) Unit K. G. block at Tongor Agordeke
(v) Renovated 6 Unit classroom block at Agbateh
(vi) Continuation of work at the Kpalime/Tongor Area Council building at Tongor-Tsanakpe
(vii) 40 Unit lockable stores at Kpeve Market – Project under construction.

HEALTH
Honorable Presiding Member, one worrying phenomenon in the South Dayi District and for that matter the nation is the issue of the rising cases of HIV and AIDS. In the South Dayi District, as at the end of 2025, a total of 3,598 people were tested and counselled. Out of this number 130 made up 35 males and 95 females tested positive. All the 130 were linked to care. In terms of percentage, the prevalence rate stood at 3.6%.

For the first quarter of 2026, a total 1,135 was tested, out of this number, 41 tested positive, made up of 32 females and 9 males. My humble appeal to Hon. Members is that we should collectively take up the fight against HIV and AIDS, irrespective of the profession in which we find ourselves. That said the use of illicit drugs by the youth in the South Dayi District had reached an alarming proportion. The Kpeve market being the epicentre for the peddlers from far and near. We hope the two District Police Commanders ie Peki and Kpeve will continue to wage a ceaseless war on the culprits and sooner or later, the District would witness a downward trend in the practice.

SANITATION
Honourable P.M, Hon. M.P, Honourable Assembly Members as you may no doubt be aware, Government’s sanitation agreement with Zoomlion Ghana us you might witness some few years ago, where huge sums of the Districts share of the Common Fund was used to pay Zoomlion Ghana Limited in Accra is no more. As we speak, the South Dayi District Assembly is working with the office of the District Environmental Health Officer and had engaged sweepers locally and pays them directly. The resultant effect is that the Y.E.A employees, used by the Zoomlion Ghana Limited are no more visible on our streets.

Rockson Nelson Etse Kwame Dafeamekpor whose tireless effort in conjunction with other development partners has put South Dayi District on a higher pedestal in the Committee of District Assemblies in the Volta Region and the nation at large.
Hon. we say we are grateful.

The Audit Committee meeting was held today at the Assembly Hall as the term of office for the three external members nominated by the Internal Audit Agency and the Institute of Chartered Accountants Ghana officially came to an end.
Inaugurated in June 2022, the Committee remained active in driving the implementation of recommendations from both internal and external audit reports.

Their work safeguarded South Dayi from legal and financial sanctions and positioned the Assembly as one of the institutions in good standing. Sincere thanks to the Chairman Mr. Eric Ofori, Hon. Courage Kokroko Mr. John Kennedy Cobbah , Eric Tiboah(Head_Internal Audit) and other members of the Committee for their excellent service.
South Dayi District Assembly will continue to strengthen oversight and uphold the good governance standards known for.
