The Paramilitary aspect of the Customs
Department in the history of the country began
in 10th December, 1839 with the establishment
of the Custom

s and Excise Department. This gave birth to the formation of the Preventive Unit. In 1960, the Ministry of Interior took over the
administration of the Customs and Excise Department and the Preventive Unit was transferred to the Police Service. In 1971, parts
of the Preventive functions were ceded back to
the Customs and Excise Department. These
functions were given a legal recognition with
the promulgation of the Customs and Excise
Decree, 1972 NRCD 144 (Section 34 -35)

However, the Police, the Army and erstwhile
Border Guards performed the Paramilitary aspect of Preventive Duties until 1986 when the PNDCL 330 was promulgated reverting Preventive Duties to the CEPS. On 1 August, 1988, CEPS formally took over the border duties from the erstwhile Border Guards. With this additional responsibility of patrolling the borders to check the activities of smugglers, the Government of the PNDC established an Academy to train Customs Officers to be able to face the new challenges imposed on them by their new status. The Academy has since its inception had twelve (12) Commandants. The current Commandant is Mr Junior Appiah-Warden (ASSISTANT COMMISIONER)
