Bono Regional Minister, Madam Justina Owusu Banahene, delivering her opening speech at a three-day refresher course for MMDCEs from Bono, Ahafo, Ashanti, and Western North Regions. The workshop was held at Sunyani in the Bono Region.
She noted that all socio-economic development projects undertaken within communities were by the Metropolitan, Municipal and District Assemblies (MMDAs), and encouraged that the Assemblies should be proactive in service delivery to ensure acceptable standards and as well adhere to best practices.

Hon. Daniel Botwe, Minister for Local Government, Decentralisation and Rural Development delivering his speech at a three-day refresher course for MMDCEs from Bono, Ahafo, Ashanti, and Western North Regions. The workshop was held at Sunyani in the Bono Regional capital.
The Minister in his opening address said the course would provides an opportunity for MMDCEs to interact with local government experts and policymakers to strategize and to find solutions for developmental challenges.
He advised them to familiarize themselves with developmental projects and programmes initiated at the local levels. The Minister noted that the vision of the President with regards to local governance and decentralisation depended on the performance of Chief Executives at the local level.
The purpose of the workshop was to help building the capacity of the MMDCEs on public administration as well as develop their leadership and managerial competencies to enhance their performance as Chief Executives for Central Government in the metropolitan, municipal and district offices as stipulated in the 1992 Constitution in Article 243 Clause 2(C).

MINISTER CAUTIONS MMDCEs AGAINST CONFRONTATIONS WITH STAKEHOLDERS
Metropolitan, Municipal and District Chief Executive (MMDCEs) have been cautioned to desist from needless confrontations with stakeholders such as traditional authorities, Members of Parliament (MPs) and assembly members in their community.
They were to interact with the community members to understand their needs for better growth and rather than being armchair administrators.
Hon. Daniel Botwe, Minister for Local Government, Decentralisation and Rural Development gave the advice at a three-day refresher course for Municipal and District Chief executive (MDAs) at Sunyani in the Bono Region.
He noted that lack of consultations dints the image of the District Assemblies and the Government thus, MMDCEs should work with Assembly staff and other stakeholders to deepen transparency, promote popular participation and accountability at the local level. These, he said, were the hallmarks of successful leaders.
Mr. Daniel Botwe cited Clause two of Article 24(3), of the 1992 Constitution which provided that the District Chief Executive to preside over Assembly meetings by the Executive Committee, be responsible for the day-to-day performance of the executive and administrative functions of the Assembly, and be the chief representative of the Central Government in the district. The District Chief Executive success in office largely depends on how well they discharge these functions.
“Your ability to perform your functions creditably calls for innovation and thinking outside the box. It is said that you cannot continue doing the same thing over and over again and expect different results”, the Minister added.

ZONE II MMDCES REFRESHER TRAINING UNDERWAY IN SUNYANI

A three-day zonal refresher course on leadership and management capacity-building workshop is underway for Metropolitan, Municipal and District Chief Executives (MMDCEs) from the Bono, Ahafo, Ashanti, and Western North Regions at Sunyani in the Bono Region.
The purpose of the workshop is to help building the capacity of the MMDCEs on public administration as well as develop their leadership and managerial competencies to enhance their performance as Chief Executives for Central Government in the metropolitan, municipal and district offices as stipulated in the 1992 Constitution in Article 243 Clause 2(C).
The training is under the theme, “Effective Leadership for Transformation and Improved Service Delivery: The Role of MMDCEs”. The period span from Saturday 5th to Monday 7th January 2022 at Sunyani in the Bono Region. A total of 70 Chief Executives are participating. The training focused on deepening their understanding of the local government system and policies and programmes.

The Local Government Minister, Mr Daniel Botwe, in his opening address said the course provides an opportunity for MMDCEs to interact with local government experts and policymakers to strategize and to find solutions for developmental challenges.
He entreated them to ensure that the District Assemblies function effectively and efficiently at the Sub-District Structures (Sub-Metropolitan District, Urban, Town, Zonal and Area Councils).
The Minister noted the vision of the President with regards to local governance and decentralisation depended on the performance of Chief Executives at the local level. He advised them to familiarize themselves with developmental projects and programmes initiated at the local levels. “A Chief Executive who is indifferent or unaware of Government activities in his/her area is not a suitable Chief Executive”, he remarked.

Madam Justina Owusu Banahene, the Bono Regional Minister in her address noted that all socio-economic development projects undertaken within communities are by the Metropolitan, Municipal and District Assemblies (MMDAs). She encouraged that the Assemblies should be proactive in service delivery to ensure acceptable standards and adhere to best practices. She observed that ‘Trust and Confidence’ of electorates in governance could be acquired when Chief Executives were accountable and accessible to the people.
