The Ghana National Petroleum Corporation (GNPC) is Ghana’s National Oil Company (NOC), established in 1983 by PNDC Law 64, to support the government's objective of providing adequate and reliable supply of petroleum products and reducing the country's dependence on crude oil imports, through the development of the country’s own petroleum resources. The corporation, which started operations in 1985

, is partner in all petroleum agreements in Ghana. GNPC is also the national gas sector aggregator in Ghana, and aims to supply efficient fuel to meet Ghana’s increasing energy needs.

Thank you to our hosts, Natural Resource Governance Institute, our partners and stakeholders who joined us today and brought their perspectives to the table.

Engaging different perspectives from across the sector, Deputy Chief Executive, Exploration & Production, Michael Aryeetey, joined Benjamin Boakye of , Dr. Steve Manteaw of and Dr. Theo Acheampong of the Ministry of Finance for a panel discussion on GNPC’s transformation in a changing energy landscape.

Mr. Aryeetey called for continued constructive engagement with civil society, noting that CSOs have an important role to play in interrogating the issues, contributing ideas and helping shape the conversations that will move Ghana’s petroleum sector forward.

The panel explored GNPC’s evolving mandate and the choices around operatorship, commercial sustainability, governance and the Corporation’s long-term role in Ghana’s energy sector.

What will it take to build a future-fit GNPC?

Mr. Kodzo Yaotse, Policy Lead for Petroleum and Conventional Energy at the Africa Centre for Energy Policy ( ), brought an independent perspective to the dialogue, highlighting operatorship, financing, commercial performance, governance and the energy transition as key considerations for GNPC’s future.

His presentation added to the broader conversation on strengthening GNPC as a technically strong, commercially efficient and financially independent National Oil Company.

Government’s vision is for GNPC to take a greater commercial role in Ghana’s petroleum industry.

At today’s dialogue, Mr. Mark Prempeh, Director of Petroleum at the Ministry of Energy and Green Transition, highlighted Government’s support for GNPC’s operatorship and gas commercialisation drive.

He also pointed to ongoing legal, fiscal and regulatory reforms aimed at strengthening GNPC, attracting investment and supporting the Corporation to play a greater commercial role in Ghana’s petroleum sector.

On gas, he highlighted GNPC’s contribution to replacing more expensive liquid fuels for thermal power generation and the importance of strengthening this role to support Ghana’s fuel security.

GNPC is not just another oil company. As Ghana’s National Oil Company, our responsibility goes beyond the commercial cycle of any single project.

Opening today’s national dialogue on GNPC’s mandate, delivery and road to operatorship, our Chief Executive, Mr. Kwame Ntow Amoah, reflected on GNPC’s role as Ghana’s anchor investor in the petroleum industry and the need to understand the distinct responsibilities that come with its mandate as the National Oil Company.

He stressed that carried participation does not mean spectatorship, and that partnerships remain important to sharing risk, building capability and creating sustainable long-term value for Ghana.

GNPC has received the 2026 Esri Special Achievement in GIS Award, recognising our innovative use of to support petroleum development and better decision-making.

At the heart of the recognition is work by our Geomatic Engineering team using to evaluate pipeline routes that could help connect Ghana’s stranded and marginal offshore resources to existing infrastructure and proposed production hubs.

With our sustained goal to increase production and build stronger operatorship capability, investments in our people, data and technology remain critical to making better decisions and creating greater value from Ghana’s petroleum resources.
