The Effutu Municipal Chief Executive (MCE), Hon. Rev. Atta Mensah, has led a high-level delegation of the Effutu Municipal Assembly on a comprehensive inspection of ongoing development projects at the Don Bosco Catholic Basic School, reaffirming the Assembly’s commitment to quality infrastructure, value for money and improved educational outcomes within the Municipality.
The inspection, undertaken on Tuesday, September 8, 2026, formed part of the Assembly’s continuous monitoring and supervision of development projects to ensure that public investments are executed according to approved specifications, completed within agreed timelines and ultimately deliver the intended benefits to residents.
The delegation included the Effutu Municipal Director of Education, Mr. Issah Baffoe, officials of the Municipal Assembly and other relevant stakeholders.
Among the key projects inspected were a six-unit classroom block, which is approximately 95 percent complete, and a mechanized borehole fitted with a water treatment plant designed to provide safe and potable water to the school community.
The delegation first inspected the six-unit classroom block, which is at an advanced stage of completion. The inspection provided an opportunity for the MCE and his team to assess the quality of work executed, examine completed and outstanding components, and engage the contractor on the measures required to bring the facility to completion.
The project is expected to significantly expand classroom accommodation at the school and contribute to creating a more conducive environment for effective teaching and learning.
Hon. Rev. Atta Mensah commended the contractor and workers for the progress achieved so far, describing the near-completion of the project as an encouraging development for the school and the Municipality.
He, however, stressed that the remaining works must be completed within the agreed timeframe and strictly in accordance with the required technical specifications.
“We are encouraged by the progress made so far, but we must ensure that the final stage of the project receives the same attention to detail as the earlier stages. Quality must never be sacrificed in the rush to complete a project.”
The MCE reiterated that the Assembly remained committed to ensuring that development projects undertaken within the Municipality were delivered efficiently, sustainably and to the benefit of the people.
He urged the contractor to sustain the current pace of work while ensuring that every outstanding component was properly executed before the facility was handed over for use.
According to him, the completion of the classroom block would represent another important step in the Assembly’s efforts to strengthen educational infrastructure and support a better learning experience for pupils in the Municipality.
The delegation subsequently inspected the construction of a mechanized borehole equipped with a water treatment plant, another critical intervention intended to improve water access at the school.
The facility is expected to provide the school community with a reliable source of safe and potable water, thereby supporting improved hygiene, sanitation and the general wellbeing of pupils and staff.
Hon. Rev. Mensah underscored the importance of safe drinking water in schools, noting that access to potable water was fundamental to creating a healthy and conducive environment for teaching and learning.
He emphasized that the Assembly’s development agenda went beyond the provision of physical structures to ensuring that schools had the essential facilities required to support the holistic development and welfare of pupils.
The MCE therefore called on the school authorities and the surrounding community to take ownership of the water facility and ensure that it was properly maintained once it became fully operational.
He noted that sustained community ownership and responsible maintenance would be essential to preserving the investment and ensuring that the facility continued to serve generations of pupils.
Briefing the delegation on the status of the projects, the contractor outlined the various works completed and highlighted the outstanding activities required to bring both the classroom block and water facility to full functionality.
He assured the MCE and the Assembly that the remaining works would be addressed promptly and that the projects would be delivered in accordance with the required standards.
The contractor also expressed appreciation to the Assembly for its regular monitoring, supervision and engagement throughout the construction process, noting that such oversight had contributed to keeping the projects on course.
The inspection further demonstrated the Assembly’s proactive approach to project monitoring and its determination to ensure that development interventions translate into tangible improvements in the lives of residents.
Rather than waiting until projects are completed before assessing their performance, the Assembly’s regular on-site inspections provide an opportunity to identify challenges early, engage contractors directly, verify progress and insist on corrective measures where necessary.
This approach forms part of the Assembly’s broader commitment to accountability, transparency, quality assurance and value for money in the implementation of public projects.
The development projects at Don Bosco Catholic Basic School are expected to make a meaningful contribution to improving the educational environment within the Municipality once completed and fully operational.
The six-unit classroom block will provide additional learning spaces, while the treated borehole water facility will strengthen access to safe water and support improved health and hygiene conditions within the school.
The inspection therefore served not only as a routine project-monitoring exercise but also as a reaffirmation of the Effutu Municipal Assembly’s determination to ensure that public resources are translated into quality infrastructure and essential services that directly benefit communities.
With the projects nearing completion, the Assembly has reiterated its resolve to maintain close supervision until all outstanding works are satisfactorily addressed and the facilities are ready for safe and effective use.
The exercise underscores the Assembly’s continuing commitment to building an efficient, accountable and development-oriented local government system in which every public investment is carefully monitored and every completed project delivers maximum value to the people of Effutu.

The Effutu Municipal Assembly has commissioned and officially handed over a fully refurbished bungalow to the Municipal Director of Education, Mr. Issah Baffoe, in a move that underscores the Assembly’s commitment to staff welfare, institutional support and the creation of conducive working and living conditions for key public officials.
The refurbished facility was formally handed over by the Municipal Chief Executive (MCE), Hon. Rev. Atta Mensah, on behalf of the Assembly at a ceremony attended by officials of the Municipal Assembly, the Ghana Education Service (GES) and other stakeholders.
The intervention, according to the Assembly, forms part of its broader efforts to strengthen institutional infrastructure and provide essential support to public institutions whose work is central to the socio-economic development of the Municipality.
The bungalow underwent extensive rehabilitation, transforming what had previously been a facility in need of significant attention into a more functional, safe and aesthetically pleasing residence.
The refurbishment covered both structural and finishing works, including the renovation and replacement of doors and windows, electrical installations, plumbing systems and locks, as well as comprehensive painting and other improvements.
Additional finishing works included the provision of carpets, frames and other fittings, giving the facility a significantly improved appearance and enhancing its comfort and usability.
The completed works have not only improved the physical condition of the bungalow but have also enhanced its safety, functionality and overall suitability as residential accommodation for the Municipal Director of Education.
Speaking at the commissioning ceremony, Hon. Rev. Atta Mensah said the Assembly considered the welfare of public servants an important component of effective service delivery.
He noted that the Ghana Education Service plays a critical role in shaping the human capital of the Municipality and, by extension, contributing to the long-term development of Effutu.
The MCE said providing decent accommodation and a supportive working environment for key education officials was therefore not merely a welfare intervention, but also an investment in the efficient delivery of public education services.
Hon. Rev. Atta Mensah expressed satisfaction with the completion of the project and formally handed over the facility to Mr. Baffoe.
He urged the Director of Education to take good care of the bungalow and ensure that it was properly maintained to protect the investment made by the Assembly.
He further reaffirmed the Assembly’s readiness to deepen collaboration with the Ghana Education Service and other stakeholders to improve educational outcomes and advance development across the Municipality.
Receiving the facility, Mr. Issah Baffoe expressed profound appreciation to Hon. Rev. Atta Mensah and the Effutu Municipal Assembly for the gesture.
He acknowledged the scale of work undertaken to rehabilitate the bungalow, describing the improvements as a significant transformation that had turned the facility into a more comfortable and suitable residential accommodation.
Mr. Baffoe said the intervention demonstrated the Assembly’s recognition of the importance of staff welfare and its appreciation of the demanding responsibilities carried by education officials.
He assured the Assembly of his continued commitment to working with stakeholders to promote quality education and advance the interests of learners and communities within the Municipality.
He also expressed gratitude to the individuals, artisans, technical teams and other stakeholders whose contributions helped bring the refurbishment project to successful completion.
The Director pledged to ensure that the facility was properly maintained and preserved for its intended purpose.
The commissioning of the refurbished bungalow represents more than the completion of a physical infrastructure project. It reflects an institutional approach that recognizes the connection between staff welfare, effective public administration and quality service delivery.
For the education sector in particular, the availability of decent accommodation for senior officials can contribute to stability, accessibility and effective coordination of educational programmes within the Municipality.
The Effutu Municipal Assembly’s intervention therefore signals its determination to support public institutions and create an enabling environment in which personnel can discharge their responsibilities effectively.
As the refurbished bungalow begins a new chapter of service, the Assembly has called for its proper maintenance to ensure that the facility continues to provide value and remains an enduring investment in the Municipality’s public service infrastructure.

The Effutu Municipal Assembly has reaffirmed its commitment to quality education and the wellbeing of children in the Municipality as the new academic year officially commenced, with the Municipal Chief Executive (MCE), Hon. Rev. Atta Mensah, leading a delegation to mark the national “My First Day at School” initiative.
The initiative, which formed part of activities to welcome pupils back to school after the reopening, saw the MCE, officials of the Effutu Municipal Assembly, the Municipal Education Directorate, representatives of the traditional authorities and other key stakeholders visit selected basic schools in the Municipality, including Don Bosco Catholic Basic School and Unipra South Basic School.
The visit provided an opportunity for the delegation to interact directly with pupils and teachers, welcome learners back to the classroom and assess the general preparedness of schools as they commenced the new academic year.
It also underscored the Assembly’s broader commitment to ensuring that children within Effutu have access to a safe, supportive and conducive environment in which they can learn, develop their talents and prepare meaningfully for the future.
Addressing the pupils, Hon. Rev. Atta Mensah expressed his delight at seeing children return to school and urged them to approach the new academic year with seriousness, determination, discipline and a positive attitude.
He reminded the pupils that education remained one of the most important foundations for achieving their aspirations and urged them not to take the opportunity to learn for granted.
The MCE encouraged the pupils to listen attentively to their teachers and parents, respect authority and remain committed to their studies, stressing that the discipline and knowledge acquired in school would play an important role in shaping their future.
He further cautioned them against activities that could negatively affect their education and encouraged them to develop themselves into responsible citizens capable of contributing positively to the development of Effutu Municipality and Ghana as a whole.
According to Hon. Rev. Atta Mensah, the development of Effutu cannot be separated from investment in the education and welfare of its young people.
He therefore called on pupils to dream big, work hard and make the most of every opportunity presented to them in school.
The Effutu Municipal Director of Education, Mr. Issah Baffoe, also welcomed the pupils back to school and urged them to take their education seriously.
He emphasised the importance of regular attendance, punctuality, discipline, attentiveness and hard work, noting that these qualities were essential ingredients for academic success.
Mr. Baffoe encouraged pupils to respect their teachers, parents and colleagues, participate actively in classroom activities and cultivate effective study habits.
He further urged them not to be afraid to ask questions, but rather to take an active interest in their lessons and make productive use of the educational opportunities available to them.
Turning his attention to teachers, the Municipal Education Director called on teaching staff to continue giving their best to the academic, social and personal development of pupils.
He encouraged teachers to create classrooms where children feel safe, valued and motivated to learn, while identifying and nurturing the individual talents and abilities of every child.
In a gesture that added a practical dimension to the visit, Hon. Rev. Atta Mensah presented learning materials and refreshments to pupils at the schools visited.
The items included exercise books, pencils, erasers and sharpeners, together with drinks and biscuits.
The presentation was intended to provide pupils with some basic materials needed for their studies while making their return to school a memorable and encouraging experience.
For many of the pupils, the gesture provided an exciting start to the academic year and reinforced the message that their education and welfare remain important priorities to the leadership of the Municipality.
The intervention also reflected the Assembly’s recognition that seemingly modest forms of support can make a meaningful difference in helping children begin the school year with confidence and enthusiasm.
The “My First Day at School” engagement ended with a renewed call for stronger collaboration among all stakeholders in education.
The Effutu Municipal Assembly and the Ghana Education Service reaffirmed their commitment to working closely with teachers, parents, traditional authorities, school authorities and other education stakeholders to improve the quality of education and promote the welfare of children across the Municipality.
The engagement further highlighted the importance of sustained investment in education, not only through infrastructure and learning resources, but also through the creation of an environment in which children are encouraged to learn, innovate, develop their talents and aspire to greater heights.
The leadership of the Effutu Municipal Assembly expressed confidence that through continued collaboration with the Education Directorate and other stakeholders, the Municipality can further strengthen educational outcomes and create better opportunities for its young people.
As pupils settled into their classrooms for the new academic year, the message from the Assembly was clear: every child deserves the opportunity to learn, every teacher deserves the support to teach effectively, and every stakeholder has a role to play in building the future of Effutu.
The “My First Day at School” visit therefore served not merely as a ceremonial reopening activity, but as a reaffirmation of the Municipality’s commitment to putting children, education and sustainable human development at the heart of its agenda.

PRINDBUZ Complex Project Begins at Winneba Local Prison to Strengthen Skills Training and Inmate Rehabilitation
WINNEBA — SEPTEMBER 7, 2026
A new chapter in vocational training, rehabilitation and economic empowerment for inmates of the Winneba Local Prison has begun with the cutting of the sod for the construction of a PRINDBUZ Complex/Stand, a multipurpose facility designed to equip inmates with practical skills while creating avenues for income generation.
The project, being undertaken through a collaboration between the Winneba Local Prisons and the Prisons Industry and Business Limited (PRINDBUZ), will comprise a showroom, barbering shop, hairdressing salon and make-up salon.
The facility is expected to serve as more than a commercial outlet. It is envisaged as a practical platform where inmates can acquire employable skills, showcase products they produce and develop the confidence and experience needed to build sustainable livelihoods after serving their sentences.
The sod-cutting ceremony brought together the Municipal Chief Executive (MCE), Municipal Coordinating Director, officers and management of the Ghana Prisons Service, representatives of PRINDBUZ, stakeholders, invited guests and members of the media.
Explaining the purpose of the initiative, DSP Emmanuel Akon Ansah said PRINDBUZ was established to undertake income-generating ventures aimed at supporting the welfare of prison inmates.
He explained that the organisation had been engaged in a range of commercial activities and that the proposed complex would provide an additional avenue for expanding those operations while creating opportunities for vocational and entrepreneurial skills development.
At the heart of the project is a showroom where products manufactured by inmates can be displayed, promoted and marketed to the public.
The barbering, hairdressing and make-up facilities, meanwhile, are expected to provide hands-on training in trades with potential for employment and self-employment.
For inmates, the initiative could therefore mean that time spent behind prison walls is not merely a period of confinement, but also an opportunity to acquire skills capable of opening doors to a productive future.
The Effutu Municipal Chief Executive, Hon. Rev. Atta Mensah, underscored the broader social significance of the project, cautioning against viewing it merely as an income-generating venture.
According to him, the greater value of the initiative lies in its potential to equip inmates with skills, discipline and opportunities to become responsible and productive members of society.
He drew attention to the motto of the Winneba Local Prison, “Vigilance, Humanity and Fortitude” and noted that the PRINDBUZ initiative was consistent with the principles of rehabilitation, human dignity and successful reintegration.
“Rehabilitation must prepare people not only to leave prison, but to return to society with the capacity and confidence to contribute meaningfully,”
the thrust of the MCE's message suggested, as he called for sustained investment in initiatives that give inmates a genuine second chance.
Hon. Rev. Mensah commended PRINDBUZ, the management of the Winneba Local Prison and other stakeholders for their commitment to the project.
He particularly highlighted the importance of the showroom, describing it as a valuable platform for bringing the skills and creativity of inmates into the public space through the display and marketing of products they have produced.
The MCE also used the occasion to acknowledge the continuing collaboration between the Effutu Municipal Assembly and the Winneba Local Prison.
He cited cooperation in areas including sanitation, efforts to reduce open defecation, environmental improvement and the pruning of trees along roadsides to improve visibility and enhance public safety.
He urged stakeholders to deepen that partnership, stressing that rehabilitation should not be the responsibility of the Prison Service alone.
According to him, the successful completion and long-term sustainability of the PRINDBUZ Complex would require a collective commitment from the Ghana Prisons Service, the Municipal Assembly, PRINDBUZ, private-sector partners, civil society organisations and the wider community.
He further called for deliberate measures to connect inmates who acquire vocational skills to employment, apprenticeship and business opportunities upon their release.
A major highlight of the ceremony was recognition of the contribution of Winneba Prisons Commander, Assistant Director of Prisons Emmanuel Adu Gandhi, whose support was commended by stakeholders.
The Commander pledged sand, gravel and iron rods valued at GH¢10,000 towards the construction of the facility.
In an additional gesture aimed at improving the welfare and recreational environment of inmates, he also presented a 43-inch television set and a satellite dish to the inmates.
His contribution was welcomed as a demonstration of the importance of leadership commitment and institutional ownership in transforming rehabilitation programmes into practical interventions.
The PRINDBUZ Complex comes at a time when the conversation around correctional facilities increasingly extends beyond punishment and confinement to include rehabilitation, skills development and reintegration.
For inmates who acquire skills in barbering, hairdressing, make-up, production and other commercial activities, the ability to earn an honest living after release could be a critical factor in reducing vulnerability and supporting their return to mainstream society.
The showroom component also has the potential to bridge the gap between production and the marketplace by giving inmates' products greater visibility while generating revenue that can contribute to inmate welfare and the sustainability of prison-based enterprises.
The initiative therefore presents a model in which rehabilitation and enterprise development work hand in hand, transforming vocational training from a classroom exercise into a pathway towards economic independence.
The sod-cutting ceremony marks the beginning of what stakeholders’ hope will become a sustainable centre for skills development, rehabilitation, enterprise and reintegration at the Winneba Local Prison.
The success of the project, however, will ultimately depend not only on the construction of the facility but also on what happens afterwards, sustained training, access to equipment and markets, mentorship, partnerships with employers and opportunities for released inmates to put their newly acquired skills to work.
Stakeholders at the ceremony expressed appreciation to individuals, institutions and organisations whose contributions have helped move the project forward, while calling for continued support until the complex is completed and fully operational.
As the first sod turns into a physical structure, the larger aspiration remains clear: to ensure that inmates leave the prison with more than a completed sentence; they leave with skills, dignity, confidence and a realistic pathway to a productive life.

Effutu Municipal Assembly Hosts Stakeholders’ Dialogue On Sexual and Gender-Based Violence
Winneba, Central Region – May 26, 2026
The Effutu Municipal Assembly, in collaboration with Human Rights and Development Services (HURDS), on Tuesday hosted a high-level stakeholders’ dialogue on Sexual and Gender-Based Violence (SGBV) aimed at deepening awareness, identifying root causes, and strengthening coordinated efforts to combat the growing menace within the municipality.
The dialogue meeting, held at the Assembly’s Conference Hall, brought together traditional authorities, Christian and Islamic leaders, Assembly Members, security agencies, women and youth groups, civil society organizations, educators, and other key stakeholders to deliberate on practical and sustainable solutions to Sexual and Gender-Based Violence.
Speaking at the event, the Municipal Chief Executive (MCE) for Effutu, Hon. Rev. Atta Mensah, described Sexual and Gender-Based Violence as a serious human rights violation and a threat to social development, peace, and community wellbeing.
He commended Human Rights and Development Services (HURDS) for spearheading the initiative and reaffirmed the Assembly’s unwavering commitment to protecting vulnerable persons and promoting safer communities.
“This gathering is not merely for speeches and discussions. It is a call to action. We are here not just to listen, but to act decisively against all forms of abuse and violence that continue to destroy lives and limit the potential of many women, girls, men, and children within our communities,” the MCE stressed.
Hon. Rev. Atta Mensah noted that despite increasing awareness campaigns nationwide, Sexual and Gender-Based Violence continues to persist due to a combination of socio-economic, cultural, and institutional challenges.
According to him, poverty, unemployment, economic dependency, substance abuse, harmful cultural practices, gender inequality, peer pressure, family breakdown, and weak enforcement of laws remain major drivers of SGBV cases across many communities.
He further indicated that women and girls who lack economic empowerment often become vulnerable to exploitation, domestic abuse, forced dependency, and other forms of violence.
“When women and young people are economically empowered through vocational training, entrepreneurship opportunities, and access to resources, they gain confidence, independence, and the ability to speak up against abuse,” he emphasized.
The MCE also highlighted emerging risk factors such as cyber harassment, online sexual exploitation, child neglect, drug abuse, and exposure to violent environments, warning that these issues continue to place children and young people at greater risk.
He called for intensified collaboration among traditional leaders, religious institutions, schools, families, law enforcement agencies, social welfare departments, and civil society organizations to ensure perpetrators are prosecuted and survivors receive the necessary protection and support.
Hon. Rev. Atta Mensah further urged community leaders to break the culture of silence surrounding abuse and encouraged victims and witnesses to report cases without fear of stigmatization.
“No society can develop when fear, abuse, intimidation, and violence are allowed to thrive. We must collectively create an environment where every individual, regardless of gender or age, feels safe, respected, and protected,” he added.
The Executive Director of Human Rights and Development Services, Madam Eva Ankrah, who facilitated the dialogue, explained that Sexual and Gender-Based Violence affects people across all social classes, genders, and age groups and often leaves long-term physical, emotional, psychological, and economic consequences on victims.
She noted that many survivors suffer in silence due to fear, shame, social stigma, financial dependency, and lack of confidence in the justice system.
Madam Eva Ankrah outlined several forms of Sexual and Gender-Based Violence including domestic violence, r**e, sexual harassment, emotional abuse, economic deprivation, child marriage, verbal assault, intimidation, and psychological violence.
She explained that although women and girls are disproportionately affected, men and boys also experience various forms of abuse which often go unreported because of societal perceptions and stigma.
Touching on the root causes of SGBV, she identified irresponsible parenting, illiteracy, poverty, poor law enforcement, gender discrimination, negative cultural norms, substance abuse, inadequate public education, and weak support systems as major contributing factors.
She further stressed that communities must begin to address the underlying attitudes and behaviors that normalize violence and discrimination.
“Ending Sexual and Gender-Based Violence requires a united front. Families must teach respect and discipline at home, religious and traditional leaders must speak boldly against abuse, schools must educate children on their rights, and institutions must ensure justice is served swiftly and fairly,” she stated.
Madam Eva Ankrah also underscored the importance of comprehensive public education, counseling services, community surveillance systems, youth empowerment programmes, and survivor-centered support mechanisms in addressing the issue effectively.
Participants at the dialogue engaged in interactive discussions, sharing experiences, concerns, and recommendations on how communities and institutions can strengthen prevention mechanisms and improve reporting systems.
Several participants advocated for continuous public sensitization campaigns, stricter punishment for offenders, improved access to legal and psychosocial support services for survivors, and stronger collaboration between local authorities and security agencies.
Traditional and religious leaders at the meeting pledged their support in using their platforms to educate community members on the dangers of Sexual and Gender-Based Violence and the need to uphold the dignity and rights of every individual.
The programme ended with renewed commitment among stakeholders to intensify advocacy, strengthen partnerships, and implement practical interventions aimed at reducing Sexual and Gender-Based Violence and promoting safer, more inclusive communities within the Effutu Municipality.
The dialogue forms part of ongoing efforts by Human Rights and Development Services (HURDS) and the Effutu Municipal Assembly to advance human rights, gender equality, and community development through education, advocacy, and stakeholder engagement.
