📢 Palau Ship Registry - PSR welcomes the launch by the International Maritime Organization - IMO of a two-year global initiative supporting the World Maritime Day theme for 2026–2027: “From Policy to Practice: Powering Maritime Excellence.”

ℹ️ Audits conducted through the IMO Member State Audit Scheme (IMSAS) have identified gaps in national legislation and enforcement in certain jurisdictions. These gaps may weaken regulatory frameworks and increase the risk of non-compliance and unsafe operations at sea.

To address these challenges, IMO’s campaign aims to support member states in strengthening their understanding of IMO instruments and enhancing their capacity to implement and enforce them effectively at national level.

The Palau Ship Registry - PSR is proud to be present at the 84th session of the Marine Environment Protection Committee (MEPC), where global maritime environmental priorities are shaped.

As the International Maritime Organization - IMO’s key forum for environmental regulation, MEPC plays a defining role in setting the direction of the maritime industry’s decarbonisation pathway and broader sustainability framework. Central to these discussions is the advancement of the NET ZERO FRAMEWORK, guiding the sector toward reduced greenhouse gas emissions, cleaner fuel adoption, and enhanced operational efficiency across the global fleet.

The outcomes of MEPC 84 will significantly influence future regulations, fuel strategies, and compliance standards as the industry accelerates its transition toward a net zero future.

Extended periods away from home, demanding operational conditions, and high levels of responsibility can place significant pressure on seafarers, and that’s why the International Maritime Organization - IMO has identified mental health as a key priority for the industry.

BIMCO has launched a campaign film highlighting the urgent need for governments and stakeholders to strengthen the protection of seafarers.

ℹ️ Disruptions to shipping including those in the Persian Gulf not only impact global trade, but also have serious human consequences for the crews involved and their families.

Palau Ship Registry - PSR, recognising seafarers as the backbone of global trade, supports BIMCO’s campaign, which aims to raise awareness of the importance of safeguarding their safety and wellbeing.

We hope that, in the years ahead, no seafarer will be exposed to heightened risks, and that governments and decision-makers will fully recognise the value of the human element in maritime.

⚠️ Enclosed space fatalities remain one of the leading causes of loss of life at sea.

ℹ️ Between 2000 and 2024, at least 1,010 crew members and shore personnel lost their lives in enclosed spaces on ships of all types, according to data from the International Bulk Terminals Association (IBTA).

These figures encompass a wide range of incidents, including asphyxiation, toxic gas exposure, drowning, falls, crush injuries, and other accidents occurring in cargo holds and other enclosed spaces onboard.

The American Bureau of Shipping (ABS) has issued a summary of key recommendations and actions to be taken prior to entering enclosed spaces.

Key recommendations include, amongst others:
✅ Entry is strictly prohibited until all atmospheric limits are tested and confirmed within safe limits
✅ CO₂ levels must be below 0.5% (5,000 ppm) before entry
✅ Personnel entering enclosed spaces must carry calibrated portable gas detectors capable of monitoring oxygen, CO₂, flammable gases and toxic gases
✅ Enclosed spaces must remain secured against entry unless they have been risk-assessed, ventilated, tested and declared safe
✅ Every vessel should maintain an Enclosed Space Register documenting hazards, ventilation methods, testing procedures and emergency rescue equipment

⚓ Celebrating 20 years of the Maritime Labour Convention (MLC)!

The Palau Ship Registry - PSR marks the 20th anniversary of the Maritime Labour Convention, a landmark framework safeguarding seafarers’ rights worldwide.

Adopted on 23 February 2006 by the International Labour Conference (ILC), the MLC was the result of strong tripartite cooperation between governments, shipowners, and seafarers, ensuring a balance between robust protection and practical global implementation.

Today, the MLC sets out, within a single international instrument, the rights of more than 1.5 million seafarers to fair and decent working and living conditions at sea.

These include:
✅ Minimum age and employment agreements
✅ Hours of work and rest
✅ Payment of wages and paid annual leave
✅ Repatriation and onboard medical care
✅ Recruitment and placement standards
✅ Accommodation, food, and catering
✅ Health, safety, and accident prevention
✅ Complaint procedures

Two decades on, the MLC remains a cornerstone of a safer, fairer, and more sustainable maritime industry.
