Invest 91W “Closed”…Heightened Regional Weather Activity Still Possible

REGIONAL WEATHER:

A seasonably dry pattern in place across the Marianas this afternoon will continue through the weekend and into early next week. Expect moderate to fresh trades, with abundant sunshine and spotty showers. Trade winds will keep combined seas elevated the next few days, around 5 to 8 feet, with a moderate risk of rip currents and surf up to between 7 and 8 feet along north and east facing reefs and beaches. Across Micronesia, showers and thunderstorms prevail across Chuuk, Pohnpei and Kosrae States, and eastward toward Majuro and the Date Line. Fresh east-northeast trades are found along and north of 7N, while lighter, variable winds are found across most of the main islands of Micronesia. To the south, a cross-equatorial wind flow is setting up, with southeast to southwest winds converging northward into the FSM. The converging winds, surface troughs and weak, embedded circulations will maintain a showery pattern through the weekend. Brief gusty winds and locally heavy rainfall are possible.

TC POTENTIAL/THREATS:

Tropical cyclone (TC) development remains a possibility in the region through the coming week. However, this is still not a guarantee. Global numerical models still favor TC development in a number of long range scenarios (beyond 5-7 days), originating from one disturbance or another, out of eastern Micronesia. As discussed this week, we’ve watched Invest 91W come and go (the Joint Typhoon Warning Center closed 91W yesterday), and we anticipate another disturbance to possibly take shape in the coming days. Until then, any TCs depicted in a variety of long-range model forecasts remain speculative and subject to high uncertainty. If and when a disturbance begins to materialize, we’ll have improved forecast resolution, as well as increased clarity on the potential for a tropical cyclone.

ACTIONS TO TAKE:

For the MARIANAS: Consider business as normal as we head into the weekend. Any potential TC threat for us in the coming week remains speculative. We need to first see a developing tropical disturbance at the surface in the FSM. This could happen overnight, this weekend, or Monday…and in some cases, not at all. For those across MICRONESIA: Keep up to date with regional forecasts and conditions as the unsettled weather pattern will keep areas of showers, thunderstorms and gusty winds in place the next few days.

Invest 91W remains very weak and disorganized. Trends over the last 12 hours show Invest 91W weakening at this time. The latest position from JTWC is 6.7N, 154.0E and the general movement is to the west-northwest. Scattered to numerous showers are seen across portions of Pohnpei and Chuuk States. At this time, little to no development is expected of Invest 91W over the next few days.

We are also tracking seasonal disturbances east of Invest 91W, northeast of Pohnpei and Kwajalein. These disturbances remain below invest level, but could further develop into more organized system. Overall, we are seeing a broader region for potential development with no specific entity that can be pointed towards development. For the time being, some of the ingredients needed for development have not occurred yet, like a more coherent low pressure area (LPA) or broader westerly winds along the equator. Some guidance points towards more westerly winds occurring next week, but these will take some time to develop. This keeps a wide array of solutions possible and uncertainty high. At this time, we are still watching for the potential of TC development over the next 7 to 10 days across portions of eastern or central Micronesia. Model guidance continues to vary significantly with little consensus. The NWS will continue to monitor for these developments.

Folks across eastern and central Micronesia should be prepared for periods of heavy showers and strong gusty winds. Stay tuned for the potential of a strengthening circulation in the coming week.

Folks across western Micronesia and the Marianas should continue monitoring the situation. At this time, we are looking at a general pattern change from the dry conditions that have been present to wetter conditions next week.

Continue to monitor the latest forecast information from weather.gov/gum and for releases from local emergency managers. At the moment, no other actions are needed other than being aware of the current situation.

Weekly Regional Weather Outlook
Tuesday, April 28, 2026, Valid at 3:21 PM ChST

REGIONAL OVERVIEW:

Fair weather with dry and breezy trades will persist across Guam and the CNMI today, through the end of the week, and likely through the weekend. To the southwest, a surface trough is generating showers and thunderstorms near Yap Proper and just east of Palau. This will bring much-needed showers to the Republic of Palau tonight and the next couple of days. A wetter pattern could also linger across parts, or much, of Yap State. Farther east, fair weather prevails across Chuuk State, north of 5N, but showers and thunderstorms are found across much of the region to the south and east, including Pohnpei and Kosrae States, and the Marshall Islands. A series of surface troughs and weak tropical disturbances will keep a showery/unsettled pattern in place across this region through the weekend.

REGIONAL WEATHER FORECASTS :

For the full-text forecasts for: GUAM & CNMI, YAP & PALAU, and CHUUK, POHNPEI, KOSRAE & MAJURO, please visit NWS Guam on the web at weather.gov/gum/publicforecasts. Larger trade wind swell across the Marianas will generate a high risk of rip currents across Guam and the CNMI through Thursday along east-facing reefs and beaches. Also, be advised: headlines have been added to the forecasts for Pohnpei, Kosrae and Majuro for localized heavy rainfall and gusty winds possible through the next several days.

TC POTENTIAL/HAZARDS:

Significant uncertainty remains surrounding possible tropical cyclone development within the region through the next week or two. We are watching a weak tropical disturbance, Invest 91W, in eastern Micronesia, currently centered south of Kosrae and Pohnpei. The Joint Typhoon Warning Center maintains a rating of “sub low” for development with Invest 91W. This means that development is not expected in the next couple of days.

Forecast models maintain a wide range of possible solutions in the longer range (beyond 5 days) regarding development of 91W, or perhaps another disturbance. 91W very well could dissipate, giving way to another circulation in the general vicinity that could eventually take shape and develop. These are some of the many uncertainties still present at this early stage.

For next week, focus should not be placed on any single forecast scenario. It is simply too early, with too much uncertainty to favor one longer-range forecast over another. For now, stay tuned. For those across Micronesia, the showery pattern will remain in place near 91W. Rainfall could be locally heavy at times with stronger wind gusts. If, and when, development occurs, impacts could expand across more islands and atolls of the FSM.

DROUGHT OUTLOOK:

Based on the April 23, 2026 US Drought Monitor weekly assessment, rainfall remains sufficient across much of the region to meet local water needs. However, a dry April is resulting in some water shortages and concerns across southwestern areas, specifically the Republic of Palau and Yap State.

A Public Advisory from Palau’s National Emergency Management Office on April 27, 2026: Palau’s National Emergency Committee declared a “Water Shortage WATCH” for the Republic of Palau, stating that water levels at Ngerimel and Ngerikiil reservoirs in Airai, as well as other water sources around Palau, have dropped due to insufficient rainfall and heightened water consumption. Additionally, the states of Ngarchelong and Ngaraard are already in critical water levels, in which water rationing is being implemented. Hatohobei State is also experiencing severe water levels at this time.

Across Yap State, browning vegetation has been reported across several islands/atolls, including Yap Proper, with water shortages at Ifalik and Eauripik. The current, unsettled weather pattern across the region south of 10N could bring much-needed rainfall to many islands and atolls, but of course, rainfall over any given location, is not guaranteed.

Looking ahead, near-, to below-normal rainfall is anticipated for southwestern islands and atolls, particularly across Palau and Yap State, through the next several weeks. Impact reports and feedback are much appreciated from islands and atolls across the region.

Tropical Formation May Pose a Threat to Portions of the Region Next Week; Uncertainty Remains

The National Weather Service (NWS) Guam Weather Forecast Office is monitoring the potential for a tropical circulation to form in the next few days somewhere in eastern Micronesia. NWS Guam notes that latest model data suggests this potential circulation could pass near or south of the Marianas in the May 3-6 timeframe.

High uncertainty remains regarding the development of this potential system, its track, and timing, which are all subject to change. NWS forecasters continue to monitor satellite data across the region for the eventual emergence of a circulation later this week. This forecast will be closely monitored and may be updated as it becomes clearer how the circulation will develop in eastern Micronesia.

At this early time, the community is advised to stay up to date with the latest information.

Earthquake Recorded

The U.S. Geological Survey recorded an earthquake with a preliminary magnitude of 4.9 that struck 40 km N of Yigo Village, Guam with a depth of 163.3 km, at 9:22 a.m. (ChST).

As advised by the Pacific Tsunami Warning Center, there is no tsunami threat to the Marianas from the earthquake. There were no major damages or injuries reported from the earthquake.

The Offices of Guam Homeland Security and Civil Defense (OHS-OCD) remind the community that when an earthquake strikes, conduct the earthquake procedure, “Drop, Cover and Hold On” until the shaking stops. We have received many reports of haze the last few days and several of us have seen it as well. Satellite this morning showed milky sky conditions near the Marianas, likely seeing some of the haze that is being observed. We tracked this haze all the way back to Asia as far west as India where several wild fires are occurring. Smoke only seems to be a part of the hazy conditions with several other particulates mixed in. These particulates were carried eastward from the large wind field of Sinlaku last week. The last few days have seen stable atmospheric conditions, which allows for air to sink and for these particulates to get trapped near the surface. It is possible that those who with sensitive respiratory conditions could be feeling impacts due to the haze. The hazy conditions look to decrease over the next couple of days as easterly trade-winds increase.

The U.S. Geological Survey recorded an earthquake with a preliminary magnitude of 7.4 that occurred 115 km ENE of Miyako, Japan, with a depth of 10.0 km, at 5:52 p.m. (ChST).

As advised by the Pacific Tsunami Warning Center, there is no tsunami threat to Guam and the CNMI from this earthquake.

Disaster Debris and Green Waste Sites Established
As Guam moves into the recovery phase following the passage of Super Typhoon Sinlaku, the Government of Guam, in coordination with the Department of Public Works (DPW), the Guam Environmental Protection Agency (GEPA), and the Mayors Council of Guam, will open one (1) primary disaster debris site and ten (10) green waste sites across the island to assist residents with cleanup efforts.

Disaster Debris Site: Oka Point, Tamuning
Beginning Sunday, April 19, 2026, at 7 a.m., the Oka Point, Tamuning (Old Memorial Hospital site) will open and operate daily from 7 a.m. to 6 p.m.

Trees, limbs, shrubs, and leaves
Construction Debris
Damaged structural materials such as lumber, roofing, drywall, furniture, rugs, and large plastic items
White Goods/Appliances

Beginning Monday, April 20, 2026, at 7 a.m., ten (10) Green Waste Sites will open and operate daily from 7 a.m. to 6 p.m.

The Green Waste Sites are open for green waste only: trees, limbs, brush, grass. Residents are encouraged to use the Green Waste Site nearest to their village:
Oka Point, Tamuning (the only green waste site that also serves as a disaster debris site; refer to the list of accepted items above)

IMPORTANT: Green waste must be free of trash, plastic bags, or construction materials. Do not mix household trash with vegetative waste, as this will contaminate the mulch processing.

GSWA Operations
The Guam Solid Waste Authority (GSWA) revised schedule for this week:
Wednesday Customers: Trash collection services are scheduled for Saturday, April 18th.
Thursday Customers: Trash collection services are cancelled this week and will resume Thursday, April 23rd.
Recycle Collection for all routes: Recycle Collections will be suspended until Friday, April 24th and will be delayed one week for the remainder of April through May 2026. The revised schedule will become available at www.gswa.guam.gov.
Customers are asked to place their trash carts curbside before 3:00 a.m. to ensure trash is collected.

GSWA residential customers will be allowed to dump at the Residential Transfer Stations for free through April 22nd. All others will be normally charged.

Customer Service Centers and Residential Transfer Stations resume normal business hours. For updates, visit www.gswa.guam.gov or contact customer service at 671-646-3111 or email [email protected].

Illegal Dumping
The Guam Environmental Protection Agency (GEPA) reminds residents that illegal dumping, often intensified during cleanup efforts, block drainage systems, cause severe property damage, and can lead to severe fines and criminal penalties. Illegal dumping can result in fines of $1,000 or more.

Report suspicious dumping activities, to include date, time, location, type of waste, vehicle description and license plates, to Guam Environmental Protection Agency at [email protected].

Open Burning Authorized for Green Waste Only
The Guam Fire Department advises the public that open burning is currently authorized for green waste only (e.g., vegetation, yard trimmings). No permit is required at this time.

Open burning is strictly permitted between 6:00 a.m. and 6:00 p.m. only

Residents choosing to burn must adhere to the following safety guidelines:
Burn piles must not exceed 5 feet by 5 feet
A readily available water source must be on site for immediate extinguishment
Do not burn near homes, structures, or any materials that may easily catch fire
Be mindful of surrounding neighbors, including smoke conditions and wind direction
Notify your nearest fire station prior to burning

Personnel from the Guam Fire Department will be conducting site inspections, public education, and fire prevention outreach throughout this period. Failure to follow these guidelines may result in the extinguishment of the fire and possible enforcement action. The Guam Fire Department thanks the community for their cooperation in maintaining safety.

Practice Caution on the Roadways; GUNG Supports Traffic Control Points; GMHA Update; Judiciary of Guam Update

The community is reminded to practice extreme caution while traveling on the roads, especially in the evening.

The Guam Police Department (GPD), along with Guam Customs, Dept. of Agriculture and the Dept. of Parks and Recreation, are either conducting traffic direction or monitoring the major intersections of Guam until sundown or until rush hour eases. Motorists are reminded to slow down and proceed with extreme caution as they approach an intersection that may be inoperable, controlled or uncontrolled. Also, we ask that motorists be courteous to others while at an intersection.

GUNG Supports Traffic Control Points
The Guam National Guard will deploy traffic control points (TCPs) in support of GPD at key intersections along Marine Corps Drive beginning tomorrow morning. As intersections are energized, the TCPs may shift to alternate sites. Please be mindful of servicemembers and other first responders at the intersections.

GMHA Update
The Guam Memorial Hospital Authority (GMHA) remained fully operational throughout Super Typhoon Sinlaku. As of 12:00 p.m. on April 16, GMHA is resuming normal operations, including the return of elective outpatient and clinical services, visitation, and family viewing effective Friday, April 17.

Facility, Power, and Infrastructure
GMHA sustained no major structural damage during the storm. Minor flooding was observed; however, maintenance teams responded immediately and stabilized conditions. There was no damage to equipment, vehicles, or medical supplies. To ensure continuity of care, GMHA proactively transitioned to generator power during periods of island-wide electrical fluctuation. The hospital coordinated closely with the Guam Power Authority (GPA) and South Pacific Petroleum Corporation (SPPC) to maintain power stability and ensure generator fuel supply.

Patient, Staff Safety, and Clinical Operations
There were no injuries reported among staff or patients, and no storm-related deaths occurred. GMHA maintained full emergency and inpatient services throughout the storm, caring for 135 inpatients between April 13–16 during COR 1 operations. There were no emergency room visits attributed to storm-related injuries, and all patients received continuous, uninterrupted care.

Maternity Services During COR 1
GMHA supported 19 expectant mothers who checked in during COR 1, providing accommodations including meals, beverages, power, and internet access. A total of 10 births occurred during the storm period, as follows: April 13: 1; April 14: 1; April 15: 6; April 16: 2.

Judiciary of Guam Update
All employees of the Judiciary of Guam resume regular schedules tomorrow, April 17, 2026, at 8:00 a.m.

Starting 9:00 a.m. on April 17, the Judiciary will fully reopen to the public, including:
Court check-ins
Drug testing
Probation appointments

Jurors should call the jury unit for further instructions. Any court filing due during the closure will be considered timely if filed by close of business on April 17, 2026.
