The Bureau of Statistics and Plans Announces a Second Extension of Public Comment Period for the 2050 Guåhan Sustainability Plan

HAGÅTÑA, Guam – The Bureau of Statistics and Plans (BSP) is announcing a second extension of the public comment period for the draft 2050 Guåhan Sustainability Plan (GSP). In accordance with the requirements of 5 GCA § 1205, BSP conducted two public hearings on the draft 2050 Guåhan Sustainability Plan (GSP) on February 12, 2026, at the Hågat Mayor’s Office and February 25, 2026, at the Dededo Mayor’s Office.

To ensure that all residents have ample opportunity to review the document and contribute to the island’s long-term strategic vision, BSP is extending the comment period by 27 days. This will make the new deadline to submit comments to Friday, May 22, 2026 by 5:00 pm.

The 2050 GSP serves as a comprehensive framework for Guam’s future, addressing critical areas such as economic resilience, environmental stewardship, and community well-being. This plan also acts as the official update to the Guam Comprehensive Development Plan (Kabales), as mandated by Public Law 35-110.

BSP Holds Public Hearings, Invites Comments on the Draft Guåhan 2050 Sustainability Plan

Adelup, GU (January 26, 2026) - The Bureau of Statistics and Plans (BSP) is proud to announce the release of the public draft of the Guåhan 2050 Sustainability Plan (G50SP). Mandated by Guam Public Law 35-110, this comprehensive update to the Guam Comprehensive Development Plan establishes a 25-year roadmap to ensure that Guam meets the needs of the present without compromising the ability of future generations to thrive.

The G50SP is built upon five core sustainability principles: Limits, Balance, Renewal, Equity, and Engagement. These principles guide the plan’s approach to five thematic goals: Sustainable Communities, a Prosperous Economy, a Thriving Environment, a Vibrant Culture, and Village Sustainability.

Addressing Public Law 35-110: Required Plan Elements
Public Law 35-110, enacted to renew the Guam Comprehensive Development Plan with the principles of sustainability, specifically mandated that the updated plan address twenty critical elements. The G50SP fully responds to these requirements through an integrated land use framework:
● Land Use & Infrastructure: The plan establishes an Urban-Rural Boundary to concentrate development in areas with existing infrastructure, such as water, sewer, and power, while protecting rural landscapes and the Northern Guam Lens Aquifer.
● Housing & Redevelopment: G50SP prioritizes affordable housing and the redevelopment of underutilized urban spaces, ensuring resilient and equitable housing options for Guam’s growing population.
● Environment & Conservation: In direct response to the law's conservation requirements, the plan designates Resource Conservation areas to protect sensitive habitats, limestone forests, and watersheds.
● Culture & Indigenous Connections: The plan elevates the protection of CHamoru heritage, traditional practices, and historical sites, ensuring that land use decisions respect and celebrate Guam's unique cultural identity.
● Public Safety & Resilience: Integrated hazard and climate data, including flood maps and sea-level rise projections, are used to guide safe development and enhance island-wide resilience.

A Vision Grounded in Community
The G50SP was developed through an extensive community engagement process, including an island-wide survey of over 700 residents, focus groups, and interviews with village mayors and agency experts. This input confirmed that the people of Guam envision a future that prioritizes environmental stewardship, cultural preservation, and social cohesion.

From Plan to Action
"The Guåhan 2050 Sustainability Plan is more than a document; it is a living commitment to our island," said Lola Leon Guerrero, the Director of the Bureau of Statistics and Plans. "By aligning our land use decisions with these sustainability principles, we are moving away from fragmented decision-making toward a shared, proactive framework that secures a prosperous and resilient future for all".

If adopted, the implementation of the G50SP will be coordinated by the BSP and supported by a Sustainability Plan Implementation Task Force, with actions phased over short-term (2025-2030), mid-term (2030-2040), and long-term (2040-2050) horizons.

In accordance with the requirements of 5 GCA § 1205 and Public Law 35-110, the Bureau of Statistics and Plans (BSP) is seeking public review and comment on The Guahan 2050 Sustainability Plan. Public hearings will be held on the following dates, times, and locations:

Oral and written testimonies will be accepted at the hearing or may be submitted online to gsp2050@ bsp.guam.gov. Please include your name when submitting testimonies online. GCMP Spotter Buoy Update: The Guam Coastal Management Program (GCMP) is informing the public that our Malesso' Spotter buoy had recently detached from its mooring as of Thursday, December 11, 2025. This buoy has been a valuable tool for the community to check real-time wave conditions in Malesso', and while this is an unfortunate loss, you can still find wave data for the Hågat Spotter buoy on the 'Backyard Buoys' mobile app. The Malesso' buoy is currently about 90 miles west of Guam and retrieval is unlikely, but we ask that mariners or community members who may spot the bright yellow buoy contact the GCMP team at 671-475-9664 with the location. We appreciate your patience and assistance as we work to restore this critical monitoring asset.
