Credentials Manager (CM)
SUMMARY: to design, implement, direct and analyze the credentials program to ensure the medical and dental staff have qualified and competent healthcare professionals IAW Department of Defense DoD, Defense Health Agency (DHA), Air Force Medical Operations (AFMOA), and The Joint commission (TJC) guidance and policies. The CM provides expert knowledge to the Medical Group Commander (MDG/CC), Chief of the Medical Staff (SGH), MDG staff. The CM will initiate, maintain and analyze credentials and privileging files on each privileged healthcare provider on staff or seeking to obtain privileges.

QUALIFICATIONS:
1.1. Mandatory Knowledge and Skills:

1.1.1. Practical knowledge and understanding of established credentialing standards from TJC, the Air Force and the DoD or demonstrated ability to quickly grasp and apply similar concepts.
1.1.2. Practical knowledge and experience in database management.
1.1.3. Skilled in typing and file management.
1.1.4. Proficient in developing power point presentations.
1.1.5. Proficient written and oral communication skills to provide briefings to leadership, training to staff and communicate with internal and external customers as relates to the credentialing process, clearly expressing information taking into account the audience and nature of the information.

1.2. Education/Certification:
1.2.1. A minimum of an associate’s degree from a recognized accredited organization or life experience equivalent as determined by the medical group executive staff.
1.3. Experience: Prior experience in credentialing preferred however not mandatory.
1.4. Work environment/Physical requirements: The work is primarily sedentary. Requirements may include prolonged walking, standing, sitting or bending. Carrying or lifting of medical records or documentation may be required daily. May require travel once or twice a year to the continuous continental United States for conferences.

3.1. Responsible for managing the credentials program IAW Air Force Instruction 44-119 Medical Quality Operations, AFMOA, DoD and TJC guidance/policies.
3.1.1. Receives, establishes and maintains provider credential folders (PCF) IAW Air Force, AFMOA, DoD and TJC guidance. Provides guidance to providers during the initial and renewal privileging process.
3.1.2. Conducts necessary research of background data to document provider skills to support competency in the requested medical privileges and appropriately credential providers within his/her specialty. Primary source verifies medical, dental and allied healthcare professional credentials documents and information.
3.1.2.1. Conscientiously and independently exercises the authority to reject and/or returnunsatisfactory submissions for clinical privileges and determines if any resulting delays warrant the interruption of workflow to perform the missing verifications locally.
3.1.3. Briefs newly assigned providers on credentialing procedures and required forms. Provides status changes to Chief of Medical Staff based on known and received data into the PCF. Presents initially privileged provider credentials for review and reappointment for privileges.
3.1.4. Prepares agenda for credential function meeting, ensures all necessary materials are present for committee member’s review. Records, prepares and distributes minutes in a timely manner. Prepares notification letters to providers regarding committee actions.
3.1.5. Establishes, maintains, controls and updates credentials file system to enable quick and efficient retrieval of information.
3.1.6. Manages the privileged provider peer review process. Tracks completion, monitors for trends, maintains reviews in provider files and updates Chief of the Medical Staff. Briefs peer review status as needed to appropriate committees.
3.1.7. Tracks completion of focused and on-going professional practice evaluations for medical staff appointments/privileging processes.
3.1.8. Routinely collaborates with the process improvement manager and risk manager to assist in collecting on-going performance based provider data as part of the re-privileging process.

Galaide Professional Services, Inc. (GPSI Guam) is a federal contractor based in Hagatña, Guam. This is an advertisement for two (2) fulltime positions; 40 hours per week Monday - Friday. The Weapons Coordinator (1 Person) and Readiness / Training Support Analyst (1 Person) is responsible for supporting the Coastal Riverine Group ONE Detachment Guam (CRG-1 DG) located in the U.S. Territory of Guam. The ideal candidates should exude passion and technical competence, backed by a portfolio of Weapons Armor and Readiness/Training Support experiences in highly technical and complex environments to create a compelling image for GPSI Guam.

OBJECTIVE/SCOPE

To hire the most qualified and experienced Subject Matter Experts (SME) in the following two positions. Please note, all official job offers are contingent upon award of contract.

1 (FTE) Weapons/Armor: The contractor shall provide services for a full spectrum of weapons and associated equipment (optics, mounts, and accessories) maintenance, and marksmanship support tasks. The Contractor shall serve as a subject matter expert on service pistol, service rifle, and crew served weapons, and ensure all operational units are at maximum readiness for assigned combat operations IAW Fleet Directives. The contractor shall follow guidelines outlined in the 3591 series Instruction from the Office of the Chief of Naval Operations (OPNAV), Naval Expeditionary Combat Command (NECC), and Coastal Riverine Force (CRF)/ Coastal Riverine Group (CRG).

1 (FTE) Readiness/Training Support Analyst: The Contractor shall be responsible for ensuring the Coastal Riverine Group ONE Detachment Guam meets the training requirements contained in Coastal Riverine Force Readiness and Training Manual (CORIVFORINST 3502 .1 series). The contractor shall be the subject matter expert on readiness. The contractor shall have a strong working knowledge using the Defense Readiness and Reporting System – Strategic (DRRS-S), Readiness Cost Reporting Program (RCRP) and the (Advance Skills Management (ASM) databases in addition, to the Fleet Training Management and Planning System (FLTMPS) and Enterprise Navy Training Reservation System (ENTRS); and facilitate unit and individual level training, to ensure all operational units are at maximum readiness to sustain the Optimized Fleet Response Plan (OFRP) and Fleet Response Training Plan (FRTP).

Weapons/Armor Coordinator Qualification Requirements:

· 3+ years of experience or successful completion of one tour of duty as a US Navy Weapons Instructor (NEC 0812 and 0814).

· 3+ years of experience or successful completion of one tour of duty as an Ammunition Inventory Management Specialist (NEC 814A).

· 3+ years of experience or successful completion of one tour of duty as an explosive ordnance qualification/certification board member (QUAL/CERT).

· Contractor shall have a High School Diploma or equivalent.

Weapons/Armor Coordinator Performance and Duties:

The contractor shall develop, update, maintain and submit a proposed quarterly weapons range schedule for supportability and approval. The ranges will be coordinated with the Joint Region Marinas Range Management

Department and provided to the Training Officer for incorporation into the Long-Range Training Plan (LRTP) and Short-Range Training Plan (SRTP).

The contractor shall act as explosive ordnance qualification/certification board member in accordance with OPNAVINST 8023.24(series) and read and sign and comply with CORIVGRU ONE Explosive Safety Standard Operating Procedures (SOP) in addition, to local Base Commanders/Explosive Safety Policies.

The contractor shall maintain good order and cleanliness of Ready Service Lockers, Armories, and Magazines. Complying with the standards contained within NAVSUP P724, NAVSEA OP 4 and NAVSEA OP 5 and CORIVGRU ONE SOPs and local Base Commanders policies.

The contractor shall analyze CRG-1 DG weapons maintenance procedures, marksmanship readiness, and identify and submit written Memorandum for the Record (MFTR) In the format contained in the Navy Correspondence Manual. Report should contain source information (i.e, ASM, Planned Maintenance System (PMS) records, etc. The MFTR should detail key inefficiencies in the expeditionary forces’ ex*****on to the Detachment Training Officer on a weekly basis.

The contractor shall complete weekly Ordnance Information System updates and submit the mid-year and annual allowance projection for the Non-Combatant Expenditure Allowance (NCEA) to the Detachment Weapons Officer for review with the Detachment Chain of Command before forwarding to the CORIVGRU ONE Weapons Officer.

The contractor shall maintain accounting for all ordnance and non-ordnance items assigned a Navy Ammunition Logistics Code (NALC) inventories, expenditures, and requisitions in the Ordnance Information System (OIS).
