📢 Guam Launches Major Broadband Expansion

Nearly 1,400 homes + 175 community institutions to get reliable high-speed internet

Big news for our island: Guam has officially begun the largest broadband expansion in our history. Federal approval has been granted for OIPD’s BEAD deployment subawards, unlocking projects that will bring buried fiber and satellite coverage to areas that still struggle with reliable service.

Here’s what’s coming:

🏡 Connecting Almost 1,400 Homes

GTA will extend storm-resilient buried fiber to nearly 1,400 homes that currently lack stable internet. Construction will roll out in stages, with service coming online as segments are completed.

🏫 Upgrading 175 Community Anchor Institutions

IT&E will deliver gigabit-speed fiber to key public facilities — including schools, clinics, libraries, mayor’s offices, and public safety locations. This means faster access for students, seniors, and essential services across Guam.

🛰️ Reaching Hard-to-Serve Areas

SpaceX will provide Starlink coverage to locations where geography makes traditional broadband difficult. This gives families in remote pockets a dependable connection for school, work, and communication.

🛠️ What’s Next

Providers expect to complete work in phased stages, bringing service online as soon as possible — well ahead of BEAD’s federal four-year window.
Deployment will begin once final agreements are executed. Locations include NTIA-identified homes and CAIs across villages from Yigo to Chalan Pago.

Guam’s Draft BEAD Final Proposal is now open for public comment. This plan pairs a ~$5M investment with buried fiber to connect 1,367 eligible unserved/underserved homes and 175 Community Anchor Institutions (schools, libraries, health facilities, and more).

Provisional awardees: GTA, IT&E, and Starlink.

📍 Required Eligibility Documents:
✅ Financial Capability – Provide audited financials or alternatives like tax returns & cash flow projections.
✅ Operational & Managerial Experience – Show proof of broadband service experience or operational capability.
✅ Labor Compliance – Certify past compliance with labor laws and disclose any violations.
