Ministry of Housing This Ministry holds responsibility for the Central Housing & Planning Authority. The Ministryโ€™s mission is addressed through three program areas.

The Ministryโ€™s mission is addressed through, Policy Development, Administration and Housing Development. Ministry of Housing and Water has under its remit responsibility for the Central Housing and Planning Authority (CH&PA) and the Guyana Water Inc (GWI). These are Policy Development and Administration, Housing Development and Water Service Expansion and Management. Under the Policy Development a

nd Administration program area, the Ministry is responsible for effectively and efficiently formulating, implementing, and monitoring national housing, water, and sanitation policies across the country, and to ensure the proper management of human, financial and physical resources. Our Housing Development program is designed to implement national housing and settlement policies through an efficient, well-planned, coordinated, and structured framework; in order to realise the development of sustainable, affordable, and modern settlements.

GEORGETOWN, GUYANA โ€” The Ministry of Housing - Central Housing and Planning Authority (CH&PA), wishes to inform the public regarding ongoing enforcement actions and investigations concerning contractor Mr. Omar Malik and his company, DreamVu Homes.

The Ministry reaffirms its unwavering commitment to pursuing all available legal, administrative, and international avenues to ensure accountability and secure justice for the families affected by Mr. Malik's actions.

Over an extended period, the Ministry has taken definitive, documented steps to address the serious concerns arising from Mr. Malikโ€™s failure to honor his contractual obligations regarding the construction of Young Professional Homes. Contrary to external commentary or misinformed narratives, the Ministry has been actively investigating this matter well ahead of recent public discourse:

โ—Public Notices: The Ministry issued multiple public notices on social media and in the national daily newspapers, including those published in August 2025, formally urging Mr. Malik to report to the Ministry to settle outstanding financial matters.

โ—Domestic Criminal Reports: Following non-compliance, formal reports were submitted to the Guyana Police Force (GPF).

โ—International Law Enforcement Mobilization: Due to Mr. Malik's departure from the jurisdiction, the Ministryโ€™s Enforcement and Compliance Department has formally engaged regional and international security organizations. Relevant information has been shared for immediate review and cross-border action with:
INTERPOL (The International Criminal Police Organization)
The Federal Bureau of Investigation (FBI)
CARICOM IMPACS (Implementing Agency for Crime and Security) and other pertinent international authorities.

Throughout this process, the Ministry has maintained close contact with affected individuals and continues to explore all lawful options to assist those impacted. Efforts are ongoing to collect information, support investigations, and facilitate resolutions where possible. While every effort has been made to act swiftly and responsibly, the situation remains unfortunate and has caused significant distress to those involved.

The Ministry strongly denounces and dismisses recent attempts by political commentators to weaponize the situation of these families. Groundless assertions that regulatory bodies have remained passive are not only entirely false, but they also disregard the extensive, multi-agency legal framework currently operating to apprehend the individual in question. The Ministry cautions the public against politically motivated rhetoric that seeks to distort documented facts.

It is important to highlight that the Ministry has exercised due diligence throughout, acting in accordance with legal procedures and fully cooperating with relevant authorities.
The Ministry remains committed to transparency, accountability, and the protection of citizensโ€™ interests.

Minister of Housing, Hon. Collin Croal, along with Minister within the Ministry of Housing, Hon. Vanessa Benn, are currently at the Regional Democratic Council (RDC) Office in Fort Wellington, West Coast Berbice, Region Five, for the fourth public outreach.

The ministers are engaging residents on a range of housing-related matters, including land applications, commercial land allocations, single-window applications, squatting issues, turnkey housing, and other concerns.

The ministerial outreach is being led by Vice President Bharrat Jagdeo.

Also accompanying the team are Permanent Secretary Bishram Kuppen, Director of Community Development Gladwin Charles, CH&PA Operations Manager Gaitree Ramawad, and other technical officers.

The outreach forms part of the Governmentโ€™s ongoing efforts to engage citizens directly, providing residents from across the region and surrounding communities with an opportunity to raise concerns, submit requests, and receive immediate feedback from government officials.

๐‰๐ฎ๐ง๐ž ๐Ÿ๐Ÿ, ๐Ÿ๐ŸŽ๐Ÿ๐Ÿ” - On Wednesday, Minister of Housing, Hon. Collin Croal, and Minister within the Ministry of Housing, Hon. Vanessa Benn met with contractors responsible for executing the East Coast Demerara corridor section of the Guyana Power and Light (GPL) Access Road Project to assess the progress of works.

Joining the engagement was Permanent Secretary of the Ministry of Housing, Mr. Bishram Kuppen; Chief Executive Officer of the Central Housing and Planning Authority (CH&PA), Dr. Martin Pertab; Chief Executive Officer of the Guyana Power and Light Company, Mr. Kesh Nandlall; CH&PA Deputy Director of Projects, Mr. Intakab Indarjeet; along with engineers and other technical officials. This follows an earlier engagement between the Ministry of Housing and Ministry of Public Utilities and Aviation earlier in the day.

The Ministers reinforced the importance of adhering to the established engineering standards and contractual timelines, given the strategic importance of the project to Guyana's expanding energy infrastructure. The meeting also provided an opportunity to identify and resolve any issues that contractors may have encountered during the ex*****on of works.

The $5.58 billion project comprises of 12 lots. Each lot covers approximately four kilometres of carriageway, with the completed roadway providing a critical link from South Ruimveldt to the GPL substation at Columbia, Mahaica. The project scope also includes the installation of transmission lines extending from the Lower East Coast to Columbia.
