The Inland Revenue Department and the Customs and Excise Department were renamed Internal Revenue Department and Customs and Trade Administration respectively, each being managed by a Commissioner reporting directly to the Commissioner-General. The GRA retained to a great extent, the original structures of the Inland Revenue and Customs and Excise Departments. However, some Common Service Divisions were created to enable the organisation to carry out its mandate efficently. These Divisions included:

The Guyana Revenue Authority (GRA) wishes to remind the general public that producing a fake form of identification (National Identification Card or any other legal document) to the agency is a serious offence and will be dealt with according to Law.

Chapter 19:08 Section 25 (3) of the National Registration Act states “Every person who, directly or by implication, falsely represents himself to be the person to whom any identification card refers shall be liable on summary conviction to a fine of five thousand dollars and to imprisonment for six months.”

Anyone found producing such documents will be detained by our Internal Security and handed over to the Guyana Police Force.

Name of Project: GRA Tax Administration Software

1. The Guyana Revenue Authority has received a budgetary allocation, part of which it intends to apply for the procurement of consultative services that include the delivery and implementation of a modern Tax Administration software. You are hereby invited to submit technical and financial proposals for providing this service.

2. To receive a copy of the bid document, interested eligible bidders should send an email to [email protected] and a copy will be sent to you.

4. GRA responds to inaccuracies contained in a letter appearing in the September 30, 2018 edition of the Kaieteur News paper titled ‘Guyanese relegated to drive old vehicles’ from the writer, Nigel Hinds, and finds it necessary to provide some clarifications.

It is clear that the writer is not ‘au fait’ with the changes in legislation. In the 2016 Budget, excise taxes on vehicles less than 4 years old not exceeding 1500 cc was zero rated, while those in the 1500 to 2000 cc category was reduced from 30% to 10%. This saw a reduction of total taxes by 33.06% and 16.53% for the 1500 cc and 2000 cc categories respectively (see below). This category accounts for approximately 90% of the vehicle imports in Guyana.

Press Release: Large Quantity of Fuel Seized by LEID

Georgetown, Wednesday, October 3, 2018: On September 22, 2018, Law Enforcement and Investigation Division (LEID) Officers of the Guyana Revenue Authority (GRA) intercepted one (1) motor vessel “Plumrose” with a quantity of liquid in excess of 80,000 litres that was later tested and confirmed to be Hydrocarbons in the form of Diesel fuel. The officers conducted a rummage of the vessel and it was discovered that even though the intended use of the vessel was listed as “fishing purposes”, the “Plumrose” was converted for fuel transport.

The Captain and crew are currently assisting the GRA with the ongoing investigations, and charges are expected to be laid shortly. Representatives of the Guyana Energy Agency were contacted by GRA and the two agencies are working in collaboration on the investigation.

The GRA has also seen a rise in fuel smuggling over the past few weeks, with the interception of additional vessels which will lead to a substantial amount of revenue being recovered. The Authority has taken a relentless approach against smuggling and will be working in close collaboration with its sister agencies to minimize these activities.

Over the past year, the GRA has recouped billions of dollars in taxes from seizures and auctions not only from illegal fuel but also from breaches in motor vehicle concessions and IDA’s, and commonly smuggled items which include alcohol, foreign imported chicken, mosquito coils.

The Authority wishes to advise these persons to cease and desist from smuggling activities failing which, instead of accepting fines, the relevant charges will be instituted in a court of law.

PRESS RELEASE: Customhouse Broker Training commences- ASYCUDA, Oil & Gas to be featured

Georgetown Monday, October 1, 2018: Today the Guyana Revenue Authority (GRA) commenced training for approximately one hundred and thirty-nine (139) potential customhouse brokers.

The six-week training programme will encompass doctrines on various aspects of customs and trade. Among them, classification, rules of origin, warehousing, Excise Tax, prohibition and restriction, importation and exportation of toxic chemicals, labelling and standards.

Regulations and policies of the Food and Drugs Government Analyst Department, CARICOM and International trade agreements including the Economic Partnership Agreement (EPA) are the other integral aspects of the programme.

The potential Customhouse Brokers will also be engaged on the Automated System for Customs Data (ASYCUDA, in particular, how to prepare the electronic Single Administrative Document (eSAD). ASYCUDA is an internet based solution which facilitates paperless transactions.

The 2018 curriculum will also include an Introduction to Oil and Gas. Facilitators will be drawn from within the GRA’s Oil and Gas Unit and an external counterpart.

The progamme will conclude on November 9 with an assessment to determine aptitude. Training is a mandatory part of becoming licenced to act on behalf of individual and corporate taxpayers. Customs Regulation 202, subject to Regulation 203 provides that, a Customshouse Broker must be licenced by the Commissioner-General of GRA, in order to conduct brokerage activities with the Customs Excise and Trade Operations.

The training session is being held at the Guyana Police Force Training Centre, Eve Leary. Representatives from the Guyana Geology and Mines Commission (GGMC), the Government Analyst Food and Drug Department and the Pesticide and Toxic Chemicals Board (PCC) will be among the visiting facilitators.

FOR APPLICATION OF TOBACCO EXCISE STAMPS

Importers, retailers and resellers of tobacco products are hereby notified that the Guyana Revenue Authority (GRA), Customs, Excise and Trade Operations (CE&TO) has stipulated “November 1, 2018”, as the “CUT-OFF DATE” for the application of Excise Stamps on imported tobacco products.

After this date, any unstamped Tobacco Products will be deemed as illegal and may be seized and dealt with in accordance with the provisions of the Customs Laws.

In addition, importers, businesses, and persons are reminded that purchasing any tobacco products for resale without the affixed Excise Stamps is contrary to law.

Stakeholders are urged to complete the registration and INVENTORY FORMS on GRA’s website and submit to the Excise Stamps and Environmental Levy Section, Customs, Excise & Trade Operations, GRA or by email to [email protected]. Telephone No. 227-6060, Extensions 4106 or 4900.

In accordance with the Customs Act, Chapter 82:01, documents and supporting evidence must be produced to verify that the items in inventory were legally imported in Guyana.

The affixing of excise stamps on units of alcohol and tobacco products is an anti-smuggling measure and is being carried out in accordance with the provisions of the Customs Act, Chapter 82:01.

Press Release: GRA officials meet UAE Government delegation to negotiate Double Taxation Agreement

Georgetown Friday, September 14 2018: A delegation of Government officials from the United Arab Emirates (UAE) met with representatives from the Guyana Revenue Authority (GRA) and the Ministry of Foreign Affairs recently to negotiate a Double Taxation Agreement between the two countries.

The engagement was held at the GRA Headquarters on Camp Street and came at the behest of the Governments of Guyana and the UAE as they seek to reach an accord on the Avoidance of Double Taxation and the Prevention of Fiscal Evasion.

The four-member foreign delegation was headed by Dr. Hamid Nasr, Economic Expert- Ministry of Finance. He was accompanied by Mr. Abdalla Al Obaidli, Head of Bilateral Treaties Division - Ministry of Finance, Mr. Hamad ahmed Abdulla alnuaimi – Ministry of Foreign Affairs and International Cooperation – Department of International Law, and Mr Addelrahman Abdulla Almaazmi – Second Secretary, Embassy of the UAE Brasilia.

The local officials comprised of Ambassador Rawle Lucas, Chairman of GRA’s Governing Board, Mr. Godfrey Statia, Commissioner-General- Guyana Revenue Authority, Mr. Lancelot Wills, Functional Head of the Legal Department, Ms. Joy Persaud, Legal Officer within the Commissioner General’s Secretariat and Ms. Natala Anderson, Foreign Service Officer- Ministry of Foreign Affairs.

Resulting from the negotiations, the two delegations agreed on draft recommendations which will be submitted to their respective Governments for review and eventual approval and passage into law.

Guyana_Revenue_Authority Guyana Revenue Authority (Head Office) Trying to get my license renewed today at the New Amsterdam Branch with the guidance from a past GRA Instagram post which advised that a person only need the expired license and ID Card. Only to find out that the New Amsterdam Branch is still demanding that we photocopy everything (Tin Certificate, National ID, Expired License pages - each on a separate page, and also bring a passport size photograph). This makes no sense and is a waste of resources and money in today's digital world.

It is unfortunate that some private employers make deductions from employee's salary yet do not remit said payments to the NIS and GRA. These two agencies need to do better because it becomes worrisome that these people are stealing from employees and nothing is being done.These same employers who are non compliant are still in receipt of GRA and NIS compliances.
