Public Procurement Commission Strengthens Procurement Capacity Through High-Impact Training for Consultants, Suppliers and Contractors.
The Public Procurement Commission (PPC) has successfully concluded its Procurement Training for Consultants, Suppliers and Contractors, reaffirming its commitment to strengthening transparency, accountability and stakeholder participation within Guyana's public procurement system. Hosted at the Arthur Chung Conference Centre, the training attracted strong participation
from consultants, suppliers, contractors and other procurement stakeholders from across Guyana, creating a vibrant forum for professional engagement, knowledge exchange and practical learning.
In welcoming participants, Chief Executive Officer of the Public Procurement Commission, Mr. Michael Singh, underscored the importance of stakeholder education in fostering a procurement environment that is transparent, competitive and compliant with the law. He noted that the
Commission remains committed to equipping suppliers, contractors and consultants with the knowledge and practical tools necessary to effectively participate in procurement opportunities and contribute to the continued development of Guyana. The initiative forms part of the Commission's ongoing efforts to build national capacity and foster greater understanding of the
principles, procedures and responsibilities that underpin public procurement.
Delivering the feature address, Hon. Gail Teixeira, Minister of Parliamentary Affairs and Governance, challenged participants to view public procurement not merely as a commercial undertaking, but as a critical instrument of national development. She emphasized that every contract awarded and every project successfully executed contributes to the transformation of communities, the expansion of essential services and the advancement of citizens' quality of life.
The Minister highlighted the unique constitutional status of the Public Procurement Commission and underscored the importance of maintaining public trust through integrity, transparency and accountability. She reminded participants that procurement extends far beyond the exchange of
goods and services, noting that investments in schools, roads, bridges, health facilities and community infrastructure represent tangible improvements in the lives of Guyanese citizens and the future of the nation.
Central to her address was a call for the cultivation of a culture of integrity across both the public and private sectors. The Minister urged contractors and suppliers to build reputations founded on professionalism, quality workmanship and reliability, stressing that trust remains one of the most valuable assets any business can possess. She further encouraged participants to embrace their role
as partners in development and to take pride in the lasting impact their work has on communities throughout the country.
Minister Teixeira also acknowledged the growing role of small and medium-sized enterprises, women entrepreneurs and emerging contractors in Guyana's rapidly evolving economy. She noted that expanding opportunities within the procurement sector have created pathways for broader participation in national development and emphasized the importance of ensuring that stakeholders
are equipped with the knowledge and capacity necessary to compete effectively and responsibly.
The training featured presentations by PPC Attorney-at-Law Ms. Esther Osborne, Training Officer Mr. Antonio Yhan and Procurement Specialist Mr. Prakash Sookdeo, who collectively guided participants through key aspects of Guyana's procurement framework, including legislative requirements, administrative review mechanisms, procurement procedures and best practices for successful participation in procurement opportunities.
Throughout the programme, participants engaged in meaningful discussions and interactive exchanges on procurement governance, compliance requirements and practical challenges encountered within the procurement environment. The robust participation demonstrated a growing commitment among stakeholders to strengthening procurement standards and promoting greater transparency and accountability across the sector.
As Guyana continues to experience unprecedented economic growth and infrastructure development, the Public Procurement Commission remains steadfast in its mission to promote a procurement environment that is fair, equitable, competitive and transparent. Through initiatives such as this training programme, the Commission continues to empower stakeholders with the knowledge and tools necessary to contribute meaningfully to national development while upholding the highest standards of integrity and professionalism.
