PRESS RELEASE | Minister Manickchand Conducts Windsor Forest Walkthrough, Outlines Vision for Community Development

September 5, 2026 – The Minister of Local Government and Regional Development, Hon. Priya Manickchand, today conducted a community walkthrough in Windsor Forest. The visit allowed the Minister to connect directly with residents, listen to their daily concerns, and outline the government's standard for local development.

During the visit, Minister Manickchand emphasized that the village will be developed and that she is committed to serving all communities equally. She clearly outlined the standard expected across the country, stating that every community should have proper roads, working streetlights, recreational parks, functioning burial grounds, and clean drains. To ensure community voices continue to be heard, she stated that Neighbourhood Democratic Councils (NDCs) should be holding regular public meetings with residents.

As they walked through Temple Street, residents highlighted several urgent challenges impacting their daily lives. They pointed out the lack of proper drainage in the area and raised major concerns about ongoing garbage issues. Additionally, residents brought attention to the need for washroom facilities on the road to accommodate the community's 10-day workers.

Following direct requests from the residents, Minister Manickchand also took the time to inspect the local ball field. To promote sports and youth engagement, she shared her goal to improve the space by adding a basketball court and a volleyball net.

The Government of Guyana, through the Ministry of Local Government and Regional Development, remains committed to improving environmental management while working alongside residents to build cleaner, safer, and more sustainable neighborhoods. This ongoing exercise is part of the ministry's vision to connect communities.

Minister of Local Government and Regional Development Priya Manickchand, Minister of Finance, Dr. Ashni Singh, Minister of Public Works, Juan Edghill and other members of the government met with the Mayor of the Linden Town Council Mr. Dominique Blair, Mr. Alister Wester, Town Clerk Mr Lenox Gasper and Treasurer, Audrey Nelson as part of Government’s commitment to ensure accountability, improved levels of service and operational efficiency.

Government received strong representation from Lindeners and the private sector about the cost of conducting business in the town of Linden brought about by the toll charges.

It was established that the audited financial statements of the LTC are in significant backlog. This is to be corrected.

There will be an examination to arrive at a clear understanding of revenue and expenditure as the LTC was not in a position to pronounce on verifiable finances.

The LTC proposed a 50% reduction in the tolls that were previously being charged.

It was noted that this adjustment would not negatively affect cash flow to the LTC nor put any additional burdens on the private sector.

The Government is committed to reviewing the new proposal from the LTC as well as working to having a full and complete understanding of the revenue and expenditure of the LTC.
