The National Toshaos Council (NTC) joins with Indigenous voices and village leaders across Guyana in strongly condemning the disturbing display of intimidation by the WIN party, led by Mr. Azruddin Mohamed, outside the Amerindian Hostel on Princess Street on Sunday, December 7. It was a calculated show of force that targeted the Minister of Amerindian Affairs and Ex-Officio member of NTC, Hon. Sarah Browne.

Such behaviour toward a sitting Minister; particularly one entrusted with the welfare and development of Indigenous peoples, is unacceptable, counterproductive, and undermines the respectful dialogue necessary for addressing national issues. This reckless behaviour also fuels ethnic hostility and places Amerindians at greater risk, especially as we have already witnessed a surge in racially driven online attacks. As such, we extend full solidarity to Minister Browne whose calm and courageous stance amid provocation showed the maturity that was absent on the other side.

The Amerindian Hostel is a refuge, a place for our people to access healthcare, education, and government support, and what unfolded outside its gates was an unacceptable assault on their dignity as shouting, aggression, and orchestrated hostility turned a place of comfort into a scene of intimidation and disrespect.

We acknowledge that there are genuine and important issues related to the current Amerindian Hostel that must be addressed as a matter of priority. The Council urges the government to continue treating these concerns with the seriousness they deserve and to advance corrective measures in the shortest possible time.

As Guyana advances, Amerindian communities continue to rise with it through transformative investments in infrastructure, education, and economic empowerment. The NTC therefore, welcomes the Governmentโ€™s plan for a new state-of-the-art Amerindian Hostel. This announcement was no surprise for NTC as only recently during our Executive meeting, discussions were held on the condition and challenges of the current Amerindian hostel and plans for a new hostel among other major interventions in the proposed 2026 budget. This investment represents a long-awaited step toward ensuring that Indigenous peoples who travel to the capital have access to dignified, safe, and reliable accommodation. We anticipate continued consultation and collaboration as this project moves forward.

The NTC remains unwavering in its commitment to work with all partners; government, opposition, civil society, and community leaders, for the upliftment and advancement of all Amerindian peoples. Together, through respect and dialogue, we can achieve lasting progress.

Corporal Javier Adrian serves at the Court Superintendentโ€™s Office in Regional Division 6, where he plays an important role in supporting the administration of justice. His work requires discipline, accuracy and a strong understanding of judicial processes - qualities that continue to guide both his policing duties and his academic advancement.

He recently graduated from the University of Guyana Berbice Campus with a Diploma in Public Management, a programme that strengthened his understanding of public administration, governance and leadership. This achievement marks a meaningful step in his professional development.

Committed to continuous learning, Corporal Adrian is currently in his third year pursuing a Bachelorโ€™s Degree in Public Management. His dedication toward higher education reflects a clear vision for his future within the Guyana Police Force and beyond.

Promoted to the rank of Corporal in 2025, he has already demonstrated the capability and maturity required for greater responsibility. Over the course of his policing career, he previously served in the Enquiries Office and Patrol Unit - experiences that shaped his discipline and deepened his understanding of frontline policing.

He expressed sincere gratitude to his mother, whose support and sacrifices have been instrumental in every success he has earned. Her encouragement, he noted, has been a driving force throughout his academic and professional journey.

Corporal Adrian is particularly passionate about law and the pursuit of justice. His long-term goal is to become an Attorney-at-law and this aspiration fuels his commitment to studying, improving and preparing for a career rooted in fairness and legal understanding.

Offering advice to other ranks who may be considering higher education, he urged them not to delay their goals in search of perfect timing. He believes that growth begins with action, discipline and persistence.

As he shared: โ€œDonโ€™t wait for the perfect moment - use the moment you have and make it perfect. Education will stretch you and challenge you but every bit of effort you invest today builds a stronger version of yourself tomorrow. The uniform gives you purpose but knowledge gives you power. Start, stay focused and finish strong.โ€

The Commissioner of Police, Mr. Clifton Hicken, along with his Executive Leadership Team, Regional and Branch Commanders and Senior and Junior Officers, wish to congratulate you on this academic achievement.

Building Indigenous solidarity at . The APA and NTC leaders connect to explore stronger collaboration for Guyana's First Peoples, on the global stage.

On the sidelines of COP30, Lemmel Thomas, Vice President of the Amerindian Peoples Association (APA), briefly met with Toshao Derrick John, Chair of the National Toshaos Council (NTC), to explore avenues for deeper collaboration between the two national Indigenous bodies.

During the brief engagement, Vice President Thomas provided an update on the APAโ€™s ongoing work to advance Indigenous rights, protect ancestral lands, and empower communities across Guyana. He also extended a request for a formal meeting between the APA and the full NTC Executive to identify shared priorities and develop strategies for unified representation in national and international forums. Toshao John welcomed the proposal and committed to facilitating a meeting between the two organisations in the near future.

The exchange took place against the backdrop of COP30 in Belem, drawing leaders and negotiators from more than 190 countries. This yearโ€™s conference has been widely described as the โ€œIndigenous COP,โ€ recognising the unprecedented participation of over 3,000 Indigenous Peoples from across the Amazon Basin and other regions of the world. The
Indigenous participation at COP30 underscores the urgent need to integrate traditional knowledge systems and community-driven solutions into global climate policies. For centuries, Indigenous Peoples have been custodians of forests, rivers, and biodiversityโ€”resources that are central to global climate stability. Yet, they remain among the most affected by the impacts of climate change and often excluded from key decision-making spaces.

The presence of the APA at COP30 represents an important step toward greater Indigenous collaboration and visibility on the world stage. As discussions continue in Belem, the APA remains committed to ensuring that the perspectives and priorities of Guyanaโ€™s Indigenous Peoples are heard and respected in the decisions that will shape the planetโ€™s future.
