Under the strategic framework of the National 15th Five-Year Plan - underpinned by the dual objectives of accelerating foreign-related rule of law and deepening the “AI+ Action” initiative, from 3-6 June 2026, Director of Legal Aid, Mr. C.M. Chan JP, led a seven-member delegation composed of representatives from the 3 divisions of the Department to Singapore for a duty visit. During which, the Delegation visited Singapore’s Judiciary (including the Supreme Court and the State Courts), the Legal Aid Bureau and the Public Defender’s Office under the Ministry of Law, The Law Society of Singapore, Pro Bono SG, and two local law firms, namely TSMP Law Corporation and TL Yap Law Chambers LLC. The Delegation met with their representatives and had in-depth exchanges to understand how Singapore’s judiciary and government agencies, pro bono legal service providers, and the legal profession leverage information technology and artificial intelligence to improve legal aid services and boost efficiency when providing publicly funded legal aid and pro bono legal services, such as utilizing remote video systems to enhance contact with applicants and legally-aided persons, and achieving a paperless office through information systems. The Legal Aid Department expresses its sincere gratitude to the Singapore judiciary, government agencies, the Law Society, and law firms that hosted the Delegation during the visit. The Legal Aid Department would also like to express our thanks to the Hong Kong Economic and Trade Office in Singapore for its coordination efforts in organizing the visit.
