【再創里程碑!香港港口刷新單航次裝卸歷史紀錄】

香港港口業務發展再創重要里程碑。香港海港聯盟 (HKSPA) 近日成功為地中海航運公司旗下船身長近 400 米及載貨量超過 23,000 標箱的超大型貨櫃船 MSC FEBE 處理了 8,335 次貨櫃裝卸。相較於一般超大型船舶每次掛靠平均處理約 3,000 至 4,000 次裝卸,這次的處理量大幅提升超過一倍,刷新了香港單一船舶掛靠的最高裝卸量紀錄。該船在抵港後即時靠泊葵青貨櫃碼頭,在靠泊超過 80 小時期間全速運作以完成整項大型操作。作業高峰期間每部岸邊吊機平均每小時更處理超過 34 次裝卸,展現出極高的作業效率。

這次順利完成大批量的貨櫃操作,充分體現了香港港口在碼頭調度、後勤協調以及應對龐大吞吐量需求時的高效操作與穩健實力。

運輸及物流局局長陳美寶高度肯定港口營運商的高效率運作。她在談及這項令人鼓舞的業界突破時表示:「這項新紀錄印證了香港港口具備強大的貨櫃處理能力與高效的運作水平,因而不會出現擠塞的情況,充分彰顯了香港港口的補時港優勢。面對較日常平均高出逾倍的裝卸需求,葵青貨櫃碼頭憑藉靈活調度圓滿完成新目標,充分彰顯了香港作為一個高效及可靠的國際航運樞紐,在聯通全球航運貿易方面的優勢。」

香港特區政府將與業界繼續緊密合作,鞏固和提升香港港口的獨特優勢,為全球供應鏈提供穩定且高效的服務。

[Another milestone achieved! Hong Kong Port sets new record for container moves in a single vessel call]

Hong Kong’s port sector has reached another important milestone. The Hong Kong Seaport Alliance (HKSPA) recently completed a record-breaking 8,335 container moves for MSC FEBE, an ultra-large container vessel (ULCV) operated by Mediterranean Shipping Company (MSC). The ship, measuring nearly 400 metres in length with a capacity of over 23,000 TEUs, far exceeded the typical 3,000 to 4,000 moves handled per call for similar vessels, more than doubling the usual volume and setting a new high for a single vessel call in Hong Kong. Upon arrival, the vessel berthed immediately at Kwai Tsing Container Terminals (KTCTs), where operations ran at full capacity throughout its more than 80-hour stay. At peak periods, each quay crane achieved an average of over 34 moves per hour, demonstrating exceptional operational efficiency.

The successful handling of this large-scale operation highlights Hong Kong Port’s robust capabilities in terminal scheduling, back-end coordination, and managing surges in throughput demand.

The Secretary for Transport and Logistics Bureau Ms Mable Chan, highly commends the port operators for their high-efficiency operations. Speaking on this encouraging industry breakthrough, she said, “this new record confirms Hong Kong Port’s strong container-handling capability and high operational efficiency, coupled with the absence of congestion, fully showcasing Hong Kong Port’s advantages as a “catch-up port”. Facing handling demands more than double the daily average, KTCTs completed this new target through flexible scheduling, underscoring Hong Kong’s strengths as an efficient and reliable international maritime centre in connecting global maritime trade.”

The Hong Kong Special Administrative Region Government will continue to work closely with the industry to consolidate and enhance Hong Kong Port’s unique advantages, providing stable and efficient services for the global supply chain

【香港海運港口發展局歡迎《2026年税務(修訂)(與航運有關的活動及實物大宗商品交易的税務寬減)條例草案》刊憲】

「優化航運稅務優惠及新增實物大宗商品交易稅務優惠─為香港海運服務業激發新動能」

香港海運港口發展局歡迎政府明天(6月12日)刊憲,公布《2026年税務(修訂)(與航運有關的活動及實物大宗商品交易的税務寬減)條例草案》(下稱《條例草案》)。

《條例草案》有兩大亮點:一,優化現有與航運有關活動的税務優惠;二,引進實物大宗商品交易半税優惠制度。具體而言,《條例草案》的設計,是為了確保香港能夠符合BEPS 2.0下的最新國際稅務規則,讓香港的優惠稅制在BEPS 2.0實施後維持競爭力。《條例草案》將有助鞏固本港高增值海運服務業的發展動力,回應業界一直以來對強化本地海運服務生態系統的訴求。

香港海運港口發展局主席鄭慕智博士表示:「我們樂見政府以具前瞻性的舉措以及一系列精心制定的政策措施,積極回應業界需求。在當前複雜多變的國際地緣政治局勢及貿易環境下,《條例草案》將為本港海運服務業注入實質動力。海運服務業是香港作為國際航運中心的核心支柱,擁有一個充滿活力的海運服務集群,目前匯聚約1 200家港口及航運相關公司。」

關鍵是,針對實物大宗商品交易的專項稅務優惠制度是一項革新性政策,,為香港的高增值海運服務業注入全新動力。大宗商品交易佔全球海運量超過一半,而大宗商品交易商本身正是海運服務生態系統的重要組成部分。透過吸引更多大宗商品交易商落戶香港,這項稅務優惠將為各類高增值海運服務帶來更大需求,並為香港經濟釋放顯著的新增長機遇。

鄭博士引述他今年四月底率領香港海運港口發展局代表團前往日內瓦,出席全球頂尖大宗商品交易商年度會議「Geneva Dry」的經驗時指出:「在我們最近的日內瓦推廣宣傳之旅期間,我與航運及大宗商品交易業界的重要持份者進行交流。他們對建議中針對實物大宗商品交易的新稅務優惠制度表示熱烈歡迎,並認為這是一項極具吸引力的措施。我衷心希望立法會能回應業界的呼聲,盡快通過《條例草案》。」

總括而言,這些措施將推動香港實現成為「全球航運之都」的願景。香港海運港口發展局期待繼續與政府緊密合作,將這些及時的政策舉措,化為業界實實在在的裨益,與政府攜手構建一個更具韌性和競爭力的海運生態圈,在全球不確定因素中成為穩定可靠的基石,進一步鞏固香港作為領先國際航運中心的地位。

“Enhanced shipping tax concessions and new physical commodity trading incentive – sparking new momentum for Hong Kong’s maritime services”

The Hong Kong Maritime and Port Development Board (“the HKMPDB”) welcomes the Government’s gazettal of the Inland Revenue (Amendment) (Tax Concessions for Shipping-related Activities and Physical Commodity Trading) Bill 2026 (“the Bill”) tomorrow (12 June).

The Bill delivers two key highlights: it enhances the existing tax concessions for shipping-related activities, and introduces a new half-rate tax concession regime for physical commodity trading. Specifically, it also ensures compliance with the latest international tax rules under BEPS 2.0. By keeping Hong Kong’s preferential tax regimes competitive post-BEPS 2.0, the Bill will sustain the development momentum of our high value-added maritime services industry, answering industry calls to strengthen the local maritime services ecosystem.

Dr Moses Cheng, Chairman of the HKMPDB, said, “We are pleased to see that the Government has positively responded to the industry’s needs with a forward-looking vision and a package of carefully designed measures. Amid a complex and ever-changing international geopolitical environment and trade landscape, the Bill will give a real boost to Hong Kong’s maritime services industry, a core pillar of our international maritime centre status, supported by a vibrant maritime services cluster comprising around 1,200 port and maritime-related companies.”

Notably, the dedicated preferential tax regime for physical commodity trading is a game-changer, injecting fresh momentum into Hong Kong’s high value-added maritime services sector. Physical commodity trading accounts for more than half of global shipping volume, and commodity traders are themselves an integral part of the maritime services ecosystem. By attracting more commodity traders to establish their presence in Hong Kong, we will ignite greater demand for a wide range of high-value maritime services in Hong Kong and unleash substantial growth opportunities for our economy.

Drawing on his experience of leading a HKMPDB delegation to Geneva for Geneva Dry, an annual conference of the world’s premier global commodity traders, in late April this year, Dr Cheng added, “During this promotional visit to Geneva, I met first-hand with key industry players from the shipping and commodity trading sectors, and they warmly welcomed the proposed new tax concessionary regime for physical commodity trading as a very attractive measure. I sincerely hope that the Legislative Council will pass the Bill swiftly in response to the industry’s call.”

Taken together, these measures will fuel Hong Kong realisation of its aspiration to become a “Global Maritime Capital”. The HKMPDB looks forward to continuing its close collaboration with the Government to catalyse these timely initiatives into tangible benefits for the industry. Together, we will build a more resilient and competitive maritime ecosystem, standing as a stable and reliable anchor amidst global uncertainties, and further consolidating Hong Kong’s status as a leading international maritime centre.

Following Monday's opening exchange, the Hong Kong Maritime and Port Development Board (HKMPDB) continued its engagement at Geneva Dry from 28 to 29 April 2026 – the world's premier dry bulk shipping conference, now in its third year. For us, this marks a fresh beginning: rising from the ground up, and stepping firmly into the heart of global commodity trading and maritime sectors.

Throughout the conferences and across networking sessions, our delegation – including senior representatives from the industry and the Government of the HKSAR, among them Dr the Hon. 【HKMPDB's Visit to Geneva: Networking Event with Propeller Club of Geneva】

Geneva meets Hong Kong: an exclusive exchange. For the first time, the Hong Kong Maritime and Port Development Board (HKMPDB) has visited Geneva to promote our latest developments in the maritime services sector – including key policies and initiatives – and, most importantly, to showcase our unique strengths to Geneva's commodity trading and maritime communities.

On Monday, 27th April 2026, the HKMPDB co-organised a networking event in Geneva with the Propeller Club of Geneva, bringing together senior representatives from the industry and the Government of the HKSAR, and key representatives from Geneva commodity trading and maritime businesses.

As global trade flows evolve, Hong Kong continues to play a pivotal role as a gateway to the Chinese Mainland and the wider Asian market against the backdrop of “One country, two systems” framework. Anchored by our independent judicial power, bilingual common law system, low and simple tax regime, and high degree of global connectivity, Hong Kong remains uniquely positioned to facilitate international trade and investment.

It is precisely these distinctive advantages that we wanted to bring to attention for Geneva's business community. So, we took our message directly to Geneva—highlighting Hong Kong's maritime strengths, our stable and transparent policies, and notably, our new half-rate tax concession for physical commodity traders.

The evening featured insightful sharing from Dr the Hon. Moses Cheng (Chairman of HKMPDB), Mr Jeffrey Chim (Principal Assistant Secretary for Transport and Logistics), and Mr Clarence Leung (Vice President of CDB Aviation), followed by a lively Q&A and networking session. The response was overwhelming – we felt real enthusiasm from attendees, who had many questions about Hong Kong's tax system, our independent economic and judicial powers, and the unique advantages propelling our maritime future.

Today (16 April 2026), the HKMPDB Chairman, Dr the Honourable Moses Cheng, GBM, GBS, JP, delivered an inspiring keynote on “Hong Kong – The Rising Commodity Trading Hub in Asia” at the opening session of this two-day event to be held on 16 and 17 April. His address highlighted Hong Kong’s unique position to meet global challenges, drawing on its strategic location at the heart of Asia, world‑class infrastructure, and bilingual common law system under “One Country, Two Systems.” Stability, connectivity, and resilience were emphasised as defining strengths. A new half‑rate tax concessions regime for physical commodity traders would be introduced — a strategic initiative designed to reinforce Hong Kong’s role as Asia’s trusted gateway for global commodity trade. The keynote also underscored the depth of Hong Kong’s maritime cluster, with nearly 1,200 companies offering comprehensive maritime services of high quality ranging from ship leasing and finance to marine insurance, maritime law, and arbitration.

Following the keynote, Dr Cheng joined CNBC onsite for a televised interview. 【導師培訓支援計劃 🚢💼正式推出】

好消息!!📣「專業培訓課程及考試費用發還計劃」附屬計劃:「導師培訓支援計劃」喺4月2號推出咗啦!!符合資格的申請人(即將被培訓嘅導師)要具備有關知識、專業技能同埋抱負,由佢哋依家做緊同海運有關嘅公司提名,喺完成咗經核准的課程名單中同依家已經批准主題(即綠色燃料)匹配嘅課程後,擔任培訓工作,將相關專業技能和知識傳授比公司內同海運行業的其他從業員。申請人響完成相關課程後,會獲發還80%嘅費用,每個申請人嘅資助上限為30,000港元。喺時候為呢片海洋出一分力啦🌊🤓
