Tulodo Tulodo is a consulting, project management and incubation agency. We specialize in social and behaviour change. Tulodo is a new kind of organization.

We are part university, part marketing agency and part nonprofit. Our capabilities and experience are equally strong across all of these specialties. We provide services in:

We believe that government, community, business, non-profit, industry and multilateral organisations should have access to proven expertise no matter what the project size. The Tulodo name, which means “example”, “model” or “ideal” in Javanese, is inspired by the teachings of Ki Hajar Dewantara, Indonesia’s education pioneer and the first Minister for Education. His ideas, based on Javanese philosophy, focused on freeing people from ignorance through education. This included:

Increasing access and participation is often an important first step.
Sustainable change, however, depends on more than access alone.

Women may participate in financial groups, livelihood programmes, and community initiatives, while barriers related to decision making power, social norms, economic vulnerability, and access to resources continue to influence outcomes.

Understanding these challenges requires looking beyond participation rates to examine the behavioural and social factors that shape change. Frameworks such as COM-B help identify how capability, opportunity, and motivation interact to influence behaviour, providing a stronger foundation for programme design, implementation, and evaluation.

Tulodo applies research, evaluation, behavioural insights, and systems thinking to help governments, development partners, NGOs, and the private sector understand what drives change, for whom, and under what conditions.

Better evidence supports stronger programmes, more effective implementation, and more sustainable impact.

Tulodo membuka kesempatan bagi Anda yang memiliki pengalaman kerja lapangan, riset sosial, dan pemberdayaan komunitas untuk bergabung dalam proyek penelitian di komunitas petani kakao di Indonesia.

Kami sedang mencari 14 Koordinator Pengumpul Data untuk mendukung pelaksanaan baseline study dan village assessment di 5 provinsi: Aceh, Sulawesi Tengah, Sulawesi Barat, Sulawesi Tenggara, dan Sulawesi Selatan.

Posisi ini akan berperan penting dalam proses survei rumah tangga, wawancara informan kunci, FGD, koordinasi dengan pemerintah desa, hingga memastikan kualitas data di lapangan.

In cocoa farming communities, women may gain greater access to financial groups and livelihood programs, while decision making power and long-term resilience often remain constrained by social and structural barriers.

Tulodo applied a mixed-methods and gender responsive evaluation approach in South Sulawesi to examine how economic empowerment, financial inclusion, child protection systems, and community dynamics shape long-term change.

The findings reinforce the importance of integrated and evidence based approaches that address not only access, but also the underlying factors influencing community resilience and sustainable impact.

Tulodo is hiring 3 Project Officers

The project focuses on strengthening vaccine confidence, improving immunization uptake, addressing misinformation, and supporting community engagement through culturally relevant SBC approaches in Vanuatu, Samoa, and Tonga.

Project Officers will work closely with Ministries of Health, UNICEF, frontline health workers, and local communities to support project coordination, stakeholder engagement, toolkit adaptation, and implementation activities at the country level.

📍 Location: Vanuatu, Samoa, and Tonga (1 position per country)

Tantangan dalam mendorong kesetaraan tidak hanya terletak pada akses, tetapi pada bagaimana perubahan benar-benar terjadi dalam konteks sosial yang kompleks. Intervensi yang tidak mempertimbangkan norma, relasi sosial, dan dinamika komunitas sering kali sulit bertahan, meskipun secara konsep sudah tepat.

Pendekatan berbasis perilaku membantu melihat isu gender secara lebih utuh sebagai bagian dari sistem sosial, bukan sekadar isu individu. Analisis yang tepat memungkinkan intervensi dirancang lebih kontekstual, responsif, dan relevan dengan realitas di lapangan.

Tulodo mendukung perancangan strategi perubahan yang tidak hanya kuat secara desain, tetapi juga efektif dalam implementasi.
