Pekan lalu, Kedutaan Besar Singapura di Jakarta merayakan Hari Nasional Singapura ke-61 bersama sahabat dan mitra โ€” sebuah malam untuk bersilaturahmi dan menciptakan kenangan baru bersama.

Tamu Kehormatan kami, Menteri Investasi dan Hilirisasi sekaligus CEO Danantara Indonesia, Bapak Rosan Roeslani, berbicara tentang hubungan Singapura dan Indonesia yang terjalin bukan hanya karena kedekatan geografis, tetapi juga sejarah, budaya, dan hubungan antarmasyarakat. Seperti disampaikan Bapak Rosan, Singapura dan Indonesia adalah mitra alami, dengan kerja sama yang terus berkembang dan memberikan manfaat nyata bagi masyarakat kedua negara.

Last week, we celebrated Singaporeโ€™s 61st National Day in Jakarta with friends and partners.

Our Guest-of-Honour, Minister Rosan Roeslani, spoke of a relationship shaped by geography, history, culture and people. As he noted, Singapore and Indonesia are natural partners, with cooperation that continues to grow and deliver tangible benefits for our peoples.

Next up: RISING 60. In 2027, Singapore and Indonesia mark 60 years of diplomatic relations โ€” and, as Minister Rosan said, the best chapters of our partnership are still ahead of us.

Friendship is felt most deeply in difficult times. When adversity struck, the people of Tobelo went above and beyond.

On 6 August 2026, Ambassador Kwok F**k Seng hosted an appreciation dinner for local leaders from Tobelo, North Halmahera, who rendered assistance following the Mount Dukono eruption in May 2026, in which two Singaporeans lost their lives.

Ambassador conveyed Singaporeโ€™s deep appreciation to the leaders, led by North Halmahera Bupati Dr Piet Hein Babua, for the rescue teamโ€™s efforts under hazardous conditions. Their readiness to act, despite the risks they faced, reflected the solidarity between our peoples.

Ambassador and Bupati also discussed opportunities to deepen bilateral cooperation, including in tourism and business. Ambassador also invited North Halmahera officials to participate in the Singapore Cooperation Programme.

Singapore deeply values the friendship and solidarity shown by the people of North Halmahera, and looks forward to strengthening our ties in the years ahead.

In Parliament on 4 August, Minister for Foreign Affairs Dr Vivian Balakrishnan issued a written reply to a question on freedom of passage through the Straits of Malacca and Singapore, including Singapore's longstanding cooperation with Indonesia and Malaysia as littoral States.

Dr Neo Kok Beng: To ask the Minister for Foreign Affairs on the freedom of passage through the Straits of Malacca (a) what are our on-going partnerships and collaboration with the countries bordering the Straits; and (b) what are the geopolitical contestations amongst the big powers over the Straits and our responses or collective positionings for these.

Minister for Foreign Affairs:

1 My response addresses the oral PQ by Dr Neo Kok Beng in todayโ€™s Order Paper. A similar question was addressed by the Minister for Foreign Affairs Dr Vivian Balakrishnan in this house on 7 April 2026.

2 The right of transit passage applies in the Straits of Malacca and Singapore as it is a Straits Used for International Navigation. This right is provisioned under the United Nations Convention on the Law of the Sea (UNCLOS), which enshrines navigational rights and freedoms. This right is also customary international law that all States are bound by.

3 Cooperation between Indonesia, Malaysia and Singapore as littoral States bordering this critical waterway predates UNCLOS. A series of Tripartite Ministerial Meetings in the 1970s led Indonesia, Malaysia and Singapore to adopt a common position on matters relating to the Straits of Malacca and Singapore โ€“ namely, that the safety of navigation is the responsibility of the three littoral States. We established the Tripartite Technical Experts Group (TTEG) in 1975 and jointly implemented the Traffic Separation Scheme (TSS) in 1981 to enhance the safety of ships navigating through the Straits of Malacca and Singapore.

4 The Co-operative Mechanism on Safety of Navigation and Environmental Protection in the Straits of Malacca and Singapore was jointly launched by the three littoral States in 2007, following meetings that involved the littoral States and interested user States that included the major maritime nations. The Co-operative Mechanism was established under the TTEG framework and supported by the International Maritime Organization. While the littoral States continue to jointly decide on matters relating to the Straits through the TTEG, the Co-operative Mechanism has served as a key platform for the three littoral States to engage in dialogue and undertake projects with all users, whether they are States, shipping industry, and other stakeholders.

5 The establishment of the Co-operative Mechanism was both historic and significant in that it realised, for the first time, the spirit and intent of Article 43 of UNCLOS on cooperation between littoral and user States. It is a good example of how the three littoral States and users can work together to enhance safety of navigation and environmental protection in Straits Used for International Navigation, in full compliance with UNCLOS. It gives users, including the major maritime nations, an open and inclusive avenue to participate and contribute to efforts to ensure that the Straits remain open and safe, while recognising the sovereignty of the littoral States.

6 The Co-operative Mechanism has three complementary and inter-connected components. It comprises the Co-operation Forum for dialogue on issues of common interests concerning the Straits of Malacca and Singapore, the Project Co-ordination Committee overseeing implementation of projects to enhance navigational safety and environmental protection, and the Aids to Navigation Fund which receives voluntary financial contributions from the international maritime community for the provision and maintenance of critical aids to navigation.

7 Keeping the Straits of Malacca and Singapore open and safe, is essential to maintaining security and stability. Singapore continues to work with all parties in the international community that share interest in continued freedom of navigation, such as at the International Maritime Organization and the United Nations.
