Today we launch our survey, to get your input on the challenges facing Carlow town centre and what you'd like to see happen to improve it. This survey is part of a non-statutory public consultation before proposals are finalised and planning permission is applied for. It is a follow on from the extensive consultation that was carried out as part of Project Carlow 2040.

The first phase of deliverable projects under Carlow 2040 are underway. The Rail Link project has received planning permission and is being prepared to go out to tender.
The main Town Centre URDF bundle of projects currently consists of proposed improvements to Potato Market, Upper Tullow St., Barrack St. and Kennedy Avenue.
The overriding objectives are to deliver safer, pedestrian friendly streets, a less car-dependent town centre, better air quality, easier access, increased town centre living, an inclusive public realm with a unique urban identity, and improved general wellbeing. It will also enhance the traditional town centre to create a rejuvenated core that will provide an exceptional location for investment and development. By enhancing the vitality and vibrancy of Carlow town centre will make it more attractive for people to live, work, study, socialise, and visit.

Great News!! Carlow Town Centre Gets Set For A €2.9 Million Pedestrian Link To Railway Station After Part 8 Gets Approved At Council Meeting.
This exciting development is expected to get underway in early 2025, significantly improving accessibility for pedestrians travelling between the train station, St. Leo’s College, Carlow College, and the town centre.

Submissions & observations are open for the Part 8 Planning & Development for the creation of Rail Link - a new pedestrian route from Carlow train station to Carlow town centre.
This project is an Urban Regeneration and Development Fund (URDF) Initiative.

Carlow County Council is pleased to announce the appointment of Urban-Agency as the official design team for the Carlow Town Urban Regeneration and Development Fund (URDF). This partnership marks an important milestone in the transformation and enhancement of Carlow Town.

Carlow Town URDF aims to revitalise and rejuvenate the town, creating a thriving urban centre that meets the needs and aspirations of the community. Urban Agency will be responsible for developing a comprehensive design plan that encompasses architectural design, landscape design, urban planning, and the integration of sustainable practices.

“We are delighted to appoint Urban Agency as our design team for the Carlow Town URDF,” said Cllr. T O’Neill, Mayor of the Municipal District of Carlow. “Their expertise in urban design and their track record make them the ideal partner to help us reimagine and reinvigorate Carlow Town. An Cathaoirleach, Carlow County Council, Councillor Andrea Dalton concurred with the mayor’s statement adding “we have great confidence in their ability to create a vision for our town that reflects our unique identity, improves quality of life, and attracts visitors and investment.”

Urban Agency is equally excited about this opportunity and to contribute to the transformation of Carlow Town. “We are honoured to have been selected as the design team for Carlow Town URDF,” said Andrew Griffin. “Our goal is to collaboratively create a sustainable and vibrant urban environment that enhances the town’s character, promotes community engagement, and creates spaces for people to live, work, and enjoy.”

The appointment of Urban Agency was made after a thorough evaluation of proposals from several esteemed design firms. Carlow County Council was impressed by Urban Agency’s innovative design approach, their commitment to sustainability, and their ability to balance functionality and aesthetics.

The new Chief Executive of Carlow County Council, Mr. Coilín O’Reilly stated “with Urban Agency on board, Carlow County Council is confident in their ability to realise a vision for Carlow Town that will attract businesses, improve the quality of life for residents, and create a welcoming environment for visitors. The URDF project presents an exciting opportunity to transform Carlow Town, preserve its heritage, and shape its future.”
