Outside of the nationwide furor over the construction of data centers, no issue has garnered such bipartisan opposition as the proliferation of Flock license plate reader surveillance systems in communities across the country. No matter what their political persuasion, Americans simply don’t want to be spied on by the government.
Now, a newly exposed video explains exactly why. A leaked training webinar reveals that Flock, the surveillance company behind license plate–tracking cameras used by police nationwide, literally used peaceful anti-Trump protesters as a training example for law enforcement surveillance.
In the November webinar, Flock's director of market management, Caity Peak, walked officers through how to use the company's "Real-Time Crime Centers" to monitor events "from small parades, to unexpected protests, to unprecedented disasters." Her chosen example wasn't a hypothetical riot or violent incident. It was a No Kings protest, using Denver as a stand-in city.
"Now imagine that you're an incident commander, and you're working this No Kings protest," Peak said, describing how officers could watch live video while reviewing a response plan. "I've got the video footage to monitor when things go sideways. I know when the environment is starting to shift. But I also know a lot of other things as well."
Here's the thing: No Kings protests are famously, almost aggressively tame. These aren't riots. They're recurring, peaceful demonstrations that skew heavily toward older liberal Americans expressing frustration with Trump's policies through entirely lawful, First Amendment–protected assembly. If anything, history shows counterprotesters or federal law enforcement are far more likely to escalate tension at these events than the attendees themselves.
Yet according to the Electronic Frontier Foundation, this isn't just theoretical training material. Police and Border Patrol agencies have ALREADY used Flock's automated license plate readers to track attendees at actual No Kings protests in June and October, alongside more than 50 other documented instances of law enforcement mining Flock's data servers to monitor protests and specific activist groups.
It’s enough to make your head explode! A private surveillance company is actively training police departments nationwide to treat peaceful, constitutionally protected political dissent as a security threat requiring real-time monitoring and license plate tracking. This isn't public safety infrastructure. It's a private-sector assist to a government increasingly eager to surveil its own critics.
Americans exercising their First Amendment rights shouldn't have their license plates logged into a corporate surveillance database simply for showing up to peacefully disagree with the president. But that's exactly the infrastructure being built, webinar by webinar, camera by camera, right now.
