☝️ We have noted the heated debate in Ireland regarding the country’s military neutrality in the context of the conflict in Ukraine.

Notably, the opposition is criticising the government for its decision to involve Ireland in the European Union’s combat training mission to train service personnel for the Ukrainian Armed Forces. This initiative was called another official step to draw Dublin into EU and subsequently NATO military activity that in the long run would completely demolish the idea of Ireland’s traditional military neutrality.

We have to state that the right-centrist coalition now ruling Ireland is moving to virtually erode a constitutional ban on involving the state in military conflicts. Ireland’s seemingly illogical desire to destroy its state pillars is actually part of Washington and London’s efforts to consolidate the Western bloc along military lines. After Finland and Sweden join NATO, only a few countries, including Ireland, would remain outside the alliance. It appears that local authorities have no misgivings about the fact that a considerable part of Irish society does not support this line.

In new conditions, has taken another deliberate and unconstructive step, sacrificing bilateral relations with Russia.

❗️ Cheered on by its British neighbour, the Irish side is consistently destroying the entire range of bilateral political, economic and cultural ties, and it is hampering the normal operation of Embassy of Russia in Ireland/Посольство России в Ирландии and blocking mutual trips and contacts under a far-fetched pretext. Ireland has been recently evaluating its role in the efforts of the collective West to ratchet up international pressure against Russia.

📌 Согласно статье 26 Федерального закона от 5 июля 2010 года № 154-ФЗ «Консульский устав Российской Федерации» и статье 38 Основ законодательства Российской Федерации о нотариате консульские должностные лица вправе удостоверять сделки, в том числе доверенности (доверенности представляют собой одностороннюю сделку).

🛂 При этом в соответствии с действующим российским законодательством при совершении нотариального действия в обязательном порядке устанавливается личность обратившегося за совершением нотариального действия лица. Установление личности производится на основании паспорта (внутреннего либо заграничного) либо иных удостоверяющих личность заявителя документов, указанных в пункте 14 Инструкции о порядке совершения нотариальных действий консульскими должностными лицами, утвержденной приказом МИД России № 20795, Минюста России № 209 от 29 сентября 2022 года.

🙎‍♂️ Таким образом, при посещении загранучреждения в целях оформления доверенности заявитель должен предъявить консульскому должностному лицу оригинал документа удостоверяющего личность. На руках необходимо также иметь текст доверенности (в том числе, с данными поверенного лица), поскольку дипломатические представительства и консульские учреждения Российской Федерации не оказывают услуги по подготовке проектов нотариальных документов.

⚠️ Обращаем также внимание на то, что предварительная подача соответствующего заявления на специализированном портале www.notary.kdmid.ru позволяет ускорить оформление нотариальных документов при посещении российского загранучреждения.

Cancellation of PCR tests when entering Russia and after arrival

Decree of the Chief State Sanitary Doctor of the Russian Federation dated October 17, 2022 N 22 “On Amendments to the Resolution of the Chief State Sanitary Doctor of the Russian Federation dated March 18, 2020 N 7 “On Ensuring Isolation to Prevent the Spread of COVID-19” came into force ".

According to the decree, the requirement for foreign nationals traveling to the Russian Federation to present a negative PCR test result when boarding an aircraft and when crossing the state border has been cancelled.

For Russians returning to the country, the requirement to undergo PCR testing within three calendar days upon arrival and to observe isolation until the results are received has been canceled.

Thus, all persons arriving in the Russian Federation from October 21, 2022 (regardless of the mode of transport) are exempted from the obligation to undergo a laboratory test for COVID-19.

At the same time, for all persons arriving in Russia, the need to fill out a questionnaire from Rospotrebnadzor remains.

💬 Alexander Bastrykin: Our investigative team of the Main Directorate of Investigations and crime and forensic experts promptly arrived at the site of the incident. They carried out a detailed examination of the site together with explosive experts and crime specialists and reached well-grounded tentative conclusions.

We opened an investigation in accordance with part 2 of Article 205 “Terrorism,” and this is confirmed by the preliminary stage of the investigation. We interrogated numerous witnesses and eyewitnesses, special expert studies have been launched and largely completed – explosives expertise, DNA testing and a forensic analysis. Respective instructions were issued to the Federal Security Service and the Interior Ministry of Russia regarding domestic intelligence activities.

We have already established the route of the lorry which exploded. It drove through Bulgaria, Georgia, Armenia, North Ossetia, and the Krasnodar Territory. In addition, we have also identified the carriers – the persons who took part in arranging the movements of that lorry. The FSS field agents helped to identify suspects from among those who could have arranged the terrorist act and those who are active within the Russian Federation.

Also, we are continuing the expert investigations so as to identify the exact purposes and tasks of this explosion. It is obviously of a terrorist nature. It is an act of terrorism. All our preliminary investigation data allow us to come to an unequivocal conclusion – this was a terrorist act which had been prepared by Ukrainian special services with the aim of destroying a large civil infrastructure facility of crucial importance to the Russian Federation, especially to .

Yet another example of deliberate and vile disinformation by “The Irish Times”, published on its website.
Reality of this horrendous crime is quite the opposite. A convoy of cars with civilians was fired upon by the armed forces of Ukraine while they were fleeing to the liberated part of the Zaporozhye region. 23 civilians were killed and 34 injured.

“The Kiev regime is trying to pass off what happened as shelling by Russian troops, going for a heinous provocation at the cost of civilian lives,” Vladimir Rogov, a member of the Zaporizhzye military-civilian Administration, said in his Telegram channel.

🎙 Foreign Ministry’s statement on the referendums in the DPR, LPR, Kherson and Zaporozhye regions

On September 23-27, the and people’s republics, and regions held referendums on their accession to the Russian Federation. The results of the voting have been tabulated, with the overwhelming majority of voters supporting unification with Russia – 99.23 percent in the DPR, 98.42 percent in the LPR, 93.11 percent in the Zaporozhye Region and 87.05 percent in the Kherson Region. The turnout was as follows: 97.5 percent in the DPR, 92.6 percent in the LPR, 85.4 in the Zaporozhye Region and 76.9 percent in the Kherson Region.

Despite the provocations of the regime that gave criminal orders to massively shell areas where civilians gather and civilian facilities, people were not afraid to come to the polls and express their will. The results of the plebiscite speak for themselves – the residents of Donbass, as well as the Kherson and Zaporozhye regions do not want to return to their former life. They have made a conscious and free choice in favour of Russia.

In fact, they had no alternative left. Far from all people in Ukraine acquiesced and accepted the coup in Kiev in February 2014 that brought to power radical nationalist forces that unleashed a bloody fight against those that would not accept it in the southeast of the country. The signing of the approved by a UN Security Council resolution did not rescue the situation. As Ukrainian representatives are cynically saying now, Ukraine was never going to honour them from the very start and was preparing for war. For eight years, the population of was subjected to persistent and cynical attempts to destroy them. The decision of the residents of Donbass, the Kherson and Zaporozhye regions to seek protection from Russia was a natural result of the inhumane policy pursued by the Kiev regime.

🔻 The referendums took place in full conformity with the standards and principles of international law. The people of Donbass and the south of exercised their lawful right to self-determination in accordance with the UN Charter, the 1966 international human rights covenants, the 1975 Helsinki Final Act, and the verdict of the UN International Court of Justice on Kosovo on July 22, 2010. The latter confirmed that the unilateral proclamation of independence by a part of a state does not violate any norms of international law.

International observers from Italy, Germany, Venezuela, Latvia and other countries (overall, 133 people) monitored the course of the referendums and recognised them as legitimate. We are grateful to foreign experts, bloggers, journalists and representatives of public organisations for their courage, integrity and objectivity.

☝️ In the near future, we will enter a critical stage in our joint efforts to translate into life the desire of the residents of the DPR, LPR, and the Zaporozhye and Kherson regions to be together with Russia.

Russian Ministry of Defence on the prevented assault attempt by the Ukrainian military aimed at disrupting IAEA mission

💬 Today at about 6 AM (Moscow time), two Ukrainian sabotage groups of up to 60 soldiers in seven boats landed on the coast of Kakhovskyi reservoir three kilometres north-east of Zaporozhskaya NPP (ZNPP) and attempted to seize the power plant. Measures were taken to neutralize this assault.

In addition, since 8 AM, the Ukrainian Armed Forces resumed shelling of the site of IAEA mission near Vasil’evka and the ZNPP.

❗️ The Kiev regime's provocation is aimed at disrupting the arrival of IAEA working group at Zaporozhskaya nuclear power plant.

☝️ Despite attempts by the Kiev regime to disrupt the visit of a group of IAEA experts to Zaporozhye nuclear power plant, the Russian side confirms its readiness to receive them with full security for further work.

The situation in the NPP area is complicated, but remains under full control.
