Since its establishment in 1973, NESC has published reports on a wide range of areas including: general economic and social policy, industrial policy, agriculture and rural development, housing, education, public services, the welfare system, health and well-being, Ireland in the European Union, climate change and renewable energy.

How do we bring about a just transition in the agricultural & land use sector? This is the focus of the new NESC Ireland Council Report No.162, published today.

Our report finds that there are significant opportunities in a transition "within" rather than "out of" agriculture. Transition must also be socially inclusive, economically viable, and environmentally sustainable.

It is essential that the journey towards a just transition is underpinned by both a vision that all stakeholders can work collectively towards, and a deep commitment to continuous learning.

In practice this means developing governance, oversight, and communication mechanisms and practices to work with farmers, rural communities, and other stakeholders.

It also means creating supports to ensure the transition is opportunities-led, addressing any uncertainty around diversification options, and recognising and ensuring that costs are equitably shared and addressed.

In case you missed it, our new report "Understanding the Irish Economy in a Time of Turbulence" was published last Thursday - You can read it in full on our website here: https://bit.ly/3KDE0IO

This report examines the policy actions that can be taken to bolster the Irish economy's resilience as it faces into a time of considerable challenges and uncertainty.

The NESC Council believes that five forces of turbulence - the climate and biodiversity emergencies, demographic shifts, geopolitical change, the rising cost of living, and maintaining national competitiveness - provide a strong rationale for more medium-term strategic thinking.

NESC recommends three lines of action: fiscal sustainability and investment; acting to realise Net Zero; and making work attractive.
