ERNACT In line with EU priorities for 2021-2027, regions and cities are helping make Europe fit for the digital and green age.

We develop technology that works for people and empower Europe’s built on the new EU digital pillars. ERNACT is an international network of city and regional authorities working together since 1991 to create opportunities for our public authorities, businesses and universities, among others. In line with EU priorities for the 2021 - 2027 period, ERNACT regions and cities are

helping make Europe fit for the digital and green age. We are developing technology that works for people, promoting a fair and competitive digital transformation and moving towards an open, democratic and sustainable society built on the new EU digital pillars. Since 1991, we keep digitally transforming our cities and regions. We are always thinking in the excellence and trust in Artificial Intelligence, European data strategy and industrial strategy for SMEs. Our partnerships create technology innovation strategies, transfer digital knowhow between regions and cities, develop new project proposals and access funding opportunities. ERNACT captures these opportunities by designing cooperative projects and initiatives -with support of the European Union- that recognise the global and interconnected nature of today's digital world. Working within ERNACT, partners have access to a network of like-minded regions throughout the European Union and Atlantic Canada, where a virtuous cycle of ICT project development, research, innovation and sharing of best practice takes place.

On the 10th of June we will host an engaging and practice-oriented webinar organised under the INCLUDE project, an EU-funded initiative under the Interreg Northern Periphery and Arctic Programme, building collaboration, co-creation and knowledge exchange to strengthen local capacity and engagement by bringing together partners across Europe.

Speakers include:

1. eNuokkari – A Digital Youth Centre (Finland)
Speaker: Kalle Sievänen, Savonia University of Applied Sciences
In response to long distances and limited access to youth services in rural Eastern Finland, eNuokkari provides a safe and moderated digital youth centre hosted on Discord.

2. Härnösand is Growing – Inclusive Urban Planning (Sweden)
Speaker: Patrik Pettersson, Härnösand Municipality
This initiative makes urban planning more transparent, accessible, and participatory by combining a physical and digital approach.

3. GIS Crowdsourcing for Local Knowledge and Heritage (Ireland)
Speaker: Daragh McDonough, Donegal County Council
This practice uses GIS technology to preserve local heritage and support community-led knowledge sharing.

Paul McCullough, Environmental Health Manager at Armagh City, Banbridge and Craigavon Borough Council, recently represented the PEACE-Air project at the Environmental Health Association of Ireland Forum 2026 in Little Island, Cork.

Paul delivered an introduction to the PEACE-Air project, highlighting the professional training, knowledge exchange and all-island collaboration that will be developed.

Lindsay Shaw from Ulster University also attended the event on behalf of the PEACE-Air partnership.

During their recent visit to the Nevers ecosystem, lead partner Saxion University of Applied Sciences witnessed how collaboration, repair and circular innovation continue to strengthen across the region.

“We did not travel to Nevers, France, to see something new. No. We went there to see what was already there but had grown stronger. A circular ecosystem that became more cooperative and is even connecting to other ecosystems in France with support from Ecrin Nevers Val de Loire.

We went to see more effectivity in refurbishment. As the refurbished computers from the workshop offered local businesses computers for almost a lifetime. We were excited to see more and more initiatives on repairing of electronic equipment, even small equipment, even the really, really old ones, at the repair cafes at Le1Bis.

We got more hopeful as the first groundbreaking work on re-use, re-use of spare parts for electronic equipment was presented . We became proud as DAVI explained the construction of their online still secret search machine that will make repairing just as easy as buying new.

And we wanted to say a big thank you in person, to all the persons that are a huge support to making this repair revolution in France possible, all the organization mentioned above but most of all the staff at Nievre Numerique. With their help, you will Nevers buy new equipment again.”

The sixth CIVITEC interregional partner meeting recently took place in Letterkenny, Co. Donegal, bringing together partners from across Europe to exchange experiences and explore innovative approaches to citizen engagement, digital participation and public administration.

Over two days, discussions focused on topics including digital governance, public participation practices, the psychology of online engagement and the potential role of AI in supporting communication between local authorities and citizens.

The meeting also provided valuable opportunities for partners to share good practices, discuss pilot activities and strengthen interregional cooperation within the CIVITEC project.

Day 2 of the CIVITEC partner meeting is now underway in Letterkenny, Co Donegal. This morning’s session focuses on citizen participation in the County Development Plan process, the operational implications of increased public engagement for local authorities, and the potential of AI chatbots to support the communication of complex policy instruments.

A strong programme of discussions and knowledge exchange lies ahead, with contributions from Graham Diamond, John McFeeley, Paul Barker, Daragh McDonough and Paul Earley.

Looking forward to another productive day of collaboration and shared learning within the CIVITEC partnership.

Hosted by Donegal County Council, partners are gathering to exchange experiences, strengthen cooperation and explore innovative approaches to digital transformation across regions.

Today's meeting starts with an insightful morning session featuring speakers from Donegal County Council, who are providing an overview of the digital landscape and ongoing initiatives shaping County Donegal.

Looking forward to productive discussions, peer learning and continued collaboration over the coming days.

📸A look back at the official launch of the Smart Village Network Project at from last Thurdsay which took place at the Guildhall.

From keynote addresses and project presentations to discussions on digital innovation and rural resilience, the launch highlighted a shared commitment to creating connected, inclusive and sustainable communities across Derry-Strabane and Donegal.

This event also served as a fantastic networking opportunity of our hubs at the beginning of what we envision as a really beneficial partnership and knowledge sharing between the hubs.

The project is supporting a network of digital hubs, including locations in Castlederg, Newtownstewart, Plumbridge, Park, Claudy and Eglinton, helping expand opportunities for learning, enterprise and collaboration in rural areas.

Today we celebrate Europe Day and a significant milestone year for ERNACT as 2026 marks 35 years of European cooperation, innovation and regional partnership.

Since 1991, ERNACT has worked with regions, public authorities, universities and stakeholders across Europe to support digital transformation, innovation and sustainable regional development through European collaboration.

Europe Day is an opportunity to reflect on the importance of working together across borders to address shared challenges and create new opportunities for citizens and regions throughout Europe.

ERNACT remains committed to continuing this work and building strong partnerships that support inclusive and sustainable development for the future.

We thank all of our partners, project teams and stakeholders who have contributed to ERNACT’s journey over the past 35 years and look forward to continuing our collaboration across Europe.
