As Secretary of the Navy, I have the privilege of considering proposals to upgrade awards previously given to our brave heroes. Captain E. Royce Williams’ (ret.) case stood out to me; his actions as a naval aviator during the were extraordinary and undoubtedly met the criteria for a higher award.

Today I had the tremendous honor of presenting a long-overdue to Captain Williams for his actions on May 7, 1953. Thank you to you and your family, Captain, for your bravery and perseverance.

I hope your example serves as an inspiration to all those currently serving and those who wish to serve in the future.
