Insolvency & Bankruptcy Board of India (IBBI) has come out with a publication marking 10 years of the Insolvency and Bankruptcy Code (IBC). The publication has articles by eminent persons in the financial services industry. There is also an article titled “𝐓𝐡𝐞 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐔𝐭𝐢𝐥𝐢𝐭𝐲 -𝐓𝐡𝐞 𝐄𝐯𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐨𝐟 𝐚𝐧 𝐈𝐧𝐬𝐭𝐢𝐭𝐮𝐭𝐢𝐨𝐧”, co-authored by NeSL's Chairman and MD&CEO. This article dwells on how NeSL has evolved over the years from an niche institution in the insolvency space to one providing innovative digital solutions to the entire financial services industry.

NeSL was registered as India's first Information Utility in 2017, with no global precedent to draw from.

From 3,178 records in FY 2017-18, NeSL's database has grown to over 5.2 crore debt records today. This journey has crossed the 1 crore milestone in FY 2020-21 and has grown exponentially since.

𝐑𝐞𝐜𝐨𝐫𝐝 𝐨𝐟 𝐃𝐞𝐟𝐚𝐮𝐥𝐭
The IBC Amendment Bill 2025 now recognises the IU's RoD as sufficient proof of default for admission of CIRP, a validation of NeSL's role.

𝐁𝐞𝐲𝐨𝐧𝐝 𝐢𝐧𝐬𝐨𝐥𝐯𝐞𝐧𝐜𝐲 - 𝐃𝐃𝐄 𝐚𝐧𝐝 𝐞-𝐁𝐆
While NeSL’s origins are in the IBC, Our solutions are serving the entire banking & fintech ecosystem. The DDE platform, launched with the support of IBBI, has crossed 3 crore transactions by May 2026, with 80+ entities across 29 states on board.

𝐈𝐁𝐂 𝐢𝐬 𝐧𝐨𝐭 𝐣𝐮𝐬𝐭 𝐂𝐈𝐑𝐏
Analysis shows that default alerts of NeSL help, as many accounts get regularised within 60 days of submission of information default to the IU. This trend is distinct in the corporate segment but the trends in the non-corporate and individual debtor segments are not too different. The macro data also reveal that many applications for initiation of CIRP get withdrawn after the filing of application of CIRP.

A logistics company faced insolvency proceedings over a default of ₹32.48 crore. In admitting the matter, the NCLT relied on NeSL's Record of Default (RoD), along with other supporting documents, to establish the existence of financial debt and default.

Highlighting an excerpt from the order Page 10 - Para 12: “The record of default placed with the petition issued by NeSL shows the amount in default as Rs.32,48,15,509.04 and the date of default... This petition has been filed on 10.11.2025. Thus, it is within limitation of three years from the day the default was committed by the Corporate Debtor.”

As a verified record of default, the RoD helps establish default, enhances transparency, minimizes information asymmetry, and supports faster decision-making.

The Insolvency and Bankruptcy Code, 2016 (Code) is one of the deepest structural reforms in Indian economy in recent times. The Insolvency & Bankruptcy Board of India (IBBI) endeavours to promote deeper understanding of the Code among all its stakeholders so that they may make best use of the same for their advantage.

In this spirit and to create awareness about the insolvency and bankruptcy regime amongst various stakeholders, 𝐈𝐁𝐁𝐈 is launching its 7𝐭𝐡 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐎𝐧𝐥𝐢𝐧𝐞 𝐐𝐮𝐢𝐳 𝐨𝐧 𝐭𝐡𝐞 𝐂𝐨𝐝𝐞,in collaboration with quiz.mygov.in, a Government of India’s citizen engagement portal. NeSL participated in the Residential Refresher Course on Insolvency, Restructuring & Distressed Assets held at Lonavala.

NeSL's MD & CEO, Shri Debajyoti Ray Chaudhuri, addressed the Session on "𝐓𝐞𝐜𝐡𝐧𝐨𝐥𝐨𝐠𝐲 𝐢𝐧 𝐈𝐁𝐂 𝐏𝐫𝐨𝐜𝐞𝐬𝐬𝐞𝐬 - 𝐀𝐈, 𝐃𝐢𝐠𝐢𝐭𝐚𝐥 𝐂𝐈𝐑𝐏 & 𝐈𝐧𝐟𝐨𝐫𝐦𝐚𝐭𝐢𝐨𝐧 𝐔𝐭𝐢𝐥𝐢𝐭𝐢𝐞𝐬", and shared insights on how digital innovation is transforming the insolvency ecosystem. In his address, he stated how Information Utilities are enabling faster verification of debt and default prior to issuance of Record of Default, which facilitates the admission of CIRP. He also spoke about the growing role of AI in document review, and decision support in this process.

He stressed that “ 𝐈𝐁𝐂 𝐢𝐬 𝐧𝐨𝐭 𝐣𝐮𝐬𝐭 𝐂𝐈𝐑𝐏” and stated that IPs should see themselves as restructuring professionals. The early warning alerts of NeSL helps to identify potential stress in corporates wherein resolution outside the CIRP mechanism could be arrived at. These could also mean a case for potential CIIRP in respect of the Corporate Debtor.

As Information Utility continues to play a pivotal role in strengthening transparency and efficiency within the IBC framework, technology remains the key enabler for the next phase of evolution.

NeSL participated at the 𝐒𝐜𝐚𝐥𝐞 𝐔𝐩 𝐈𝐧𝐝𝐢𝐚 𝐒𝐮𝐦𝐦𝐢𝐭 2026 for Startups & MSMEs, organized by the MSME & Startup Committee of The Institute of Chartered Accountants of India (ICAI) and hosted by the Western India Regional Council (WIRC) of the ICAI at the Jio Convention Centre, Mumbai.

Shri Debajyoti Ray Chaudhuri, MD & CEO, NeSL, participated as a panelist in the session "𝐌𝐒𝐌𝐄 𝐒𝐚𝐦𝐚𝐝𝐡𝐚𝐚𝐧 & 𝐎𝐃𝐑 - 𝐑𝐞𝐬𝐨𝐥𝐯𝐢𝐧𝐠 𝐭𝐡𝐞 𝐏𝐚𝐲𝐦𝐞𝐧𝐭 𝐂𝐫𝐢𝐬𝐢𝐬, 𝐑𝐞𝐬𝐭𝐨𝐫𝐢𝐧𝐠 𝐁𝐮𝐬𝐢𝐧𝐞𝐬𝐬 𝐂𝐨𝐧𝐟𝐢𝐝𝐞𝐧𝐜𝐞."

Highlighting the scale of the challenge, Shri Debajyoti Ray Chaudhuri noted that as per the Economic Survey, nearly ₹8 lakh crore remains stuck in delayed payments owed to MSMEs and only 15% of the total MSMEs have access to formal credit. This continues to strain the working capital and growth of the MSME sector. He emphasized that timely reporting of such dues to NeSL provides them access to IU Alerts that can help MSME creditors explore alternative settlement routes well before matters escalate to IBC proceedings. He pointed out that when debtors are admitted into IBC, operational creditors typically recover only about 1% of the total dues owed, therefore it is advisable to explore solutions outside IBC through an institution like NeSL.

He further spoke about NeSL's e-BG and e-ISB services. The latter was recently launched on 16th June 2026. These services help MSMEs manage their working capital more effectively.

The summit brought together industry leaders, policymakers, professionals, startups, and MSMEs to exchange insights and explore strategies for fostering innovation, resilience, and sustainable economic growth.
