Day 2- Thimphu, BHUTAN -
Towards South Asia’s Prosperous Climate Future

Had the privilege of meeting His Excellency Hon’ble Prime Minister, Bhutan, TSHERING TOBGAY, today. It was highly beneficial listening to his words of advice.He exhorted all parliamentarians from different South Asia Countries on the need to work together for promotion of energy security.
It was heartening to hear very good words from him about the working style of our Hon’ble Prime Minister Sri Narendra Modi.

I had the pleasure of speaking on the proposed Road Map in the days to come for conservation of nature, reduction in carbon emissions and diversification in Energy Portfolio- from solar power to hydropower to wind power and Green Hydrogen- to name some.
I did speak about the initiatives of our Government in
Rooftop solar panels’ installation and solarisation of agriculture feeders. Well received it was !

Also , I met and held informal discussions with Hon’ble YOUNTEN PHUNTSO , Minister Agriculture and Livestock, Bhutan. Was glad to know that he was earlier working as an Indian Foreign Service Officer.

Rich exchanges today. Benefitted from the interactions.

ଦକ୍ଷିଣ ଏସିଆର ସମୃଦ୍ଧ ଜଳବାୟୁ ଭବିଷ୍ୟତ ଦିଗରେ

ଆଜି ଭୁଟାନର ମାନ୍ୟବର ପ୍ରଧାନମନ୍ତ୍ରୀ ମହାମହିମ ଶ୍ରୀ ତ୍ସେରିଙ୍ଗ ତୋବଗେଙ୍କୁ ସାକ୍ଷାତ କରିବାର ସୌଭାଗ୍ୟ ମିଳିଲା। ତାଙ୍କର ମୂଲ୍ୟବାନ ପରାମର୍ଶ ଓ ମାର୍ଗଦର୍ଶନ ଶୁଣିବା ଅତ୍ୟନ୍ତ ଉପକାରୀ ଥିଲା। ଦକ୍ଷିଣ ଏସିଆର ବିଭିନ୍ନ ଦେଶର ସମସ୍ତ ସାଂସଦଙ୍କୁ ସେ ଶକ୍ତି ସୁରକ୍ଷାର ପ୍ରସାର ଓ ସୁଦୃଢ଼ୀକରଣ ପାଇଁ ମିଳିତ ଭାବେ କାର୍ଯ୍ୟ କରିବାର ଆବଶ୍ୟକତା ଉପରେ ଗୁରୁତ୍ୱାରୋପ କଲେ।

ଆମର ମାନ୍ୟବର ପ୍ରଧାନମନ୍ତ୍ରୀ ଶ୍ରୀ ନରେନ୍ଦ୍ର ମୋଦୀଙ୍କ କାର୍ଯ୍ୟଶୈଳୀ ସମ୍ପର୍କରେ ତାଙ୍କ ମୁଖରୁ ଉଚ୍ଚ ପ୍ରଶଂସାର କଥା ଶୁଣିବା ଅତ୍ୟନ୍ତ ଆନନ୍ଦଦାୟକ ଥିଲା।

ଆଗାମୀ ଦିନଗୁଡ଼ିକରେ ପ୍ରକୃତି ସଂରକ୍ଷଣ, କାର୍ବନ ନିର୍ଗମନ ହ୍ରାସ ଏବଂ ଶକ୍ତି ଉତ୍ସର ବିବିଧୀକରଣ ପାଇଁ ପ୍ରସ୍ତାବିତ ରୋଡମ୍ୟାପ୍ ସମ୍ପର୍କରେ ମଧ୍ୟ ମୁଁ ମୋର ମତ ରଖିଲି। ଏଥିରେ ସୌର ଶକ୍ତି, ଜଳବିଦ୍ୟୁତ, ପବନ ଶକ୍ତି ଠାରୁ ଆରମ୍ଭ କରି ଗ୍ରୀନ୍ ହାଇଡ୍ରୋଜେନ୍ ପର୍ଯ୍ୟନ୍ତ ବିଭିନ୍ନ ସ୍ୱଚ୍ଛ ଶକ୍ତି ଉତ୍ସକୁ ସାମିଲ କରିବାର ଆବଶ୍ୟକତା ରହିଛି।

ଏହି ଅବସରରେ ଆମ ସରକାରଙ୍କ ପକ୍ଷରୁ ଘରର ଛାତ ଉପରେ ସୌର ପ୍ୟାନେଲ୍ ସ୍ଥାପନ ଏବଂ କୃଷି ଫିଡର୍‌ଗୁଡ଼ିକର ସୌରୀକରଣ ପାଇଁ ନିଆଯାଇଥିବା ପଦକ୍ଷେପ ସମ୍ପର୍କରେ ମଧ୍ୟ ମୁଁ ମୋର ମତ ରଖିଲି। ଏହାକୁ ଅତ୍ୟନ୍ତ ସକାରାତ୍ମକ ଭାବେ ଗ୍ରହଣ କରାଗଲା।

ଏହାସହିତ ଭୁଟାନର କୃଷି ଓ ପଶୁସମ୍ପଦ ମନ୍ତ୍ରୀ ମାନ୍ୟବର ଶ୍ରୀ ୟୁଣ୍ଟେନ୍ ଫୁଣ୍ଟସୋଙ୍କୁ ମଧ୍ୟ ଭେଟି ଅନୌପଚାରିକ ଆଲୋଚନା କରିବାର ସୁଯୋଗ ମିଳିଲା। ସେ ପୂର୍ବରୁ ଭାରତୀୟ ବିଦେଶ ସେବା (IFS) ଅଧିକାରୀ ଭାବେ କାର୍ଯ୍ୟ କରିଥିବା ଜାଣି ଖୁସି ଲାଗିଲା।

ଆଜିର ଦିନଟି ଚିନ୍ତାଧାରା, ଅନୁଭୂତି ଓ ଜ୍ଞାନର ସମୃଦ୍ଧ ଆଦାନ-ପ୍ରଦାନରେ ପରିପୂର୍ଣ୍ଣ ଥିଲା। ଏହି ସମସ୍ତ ମୂଲ୍ୟବାନ ଆଲୋଚନା ଓ ଆଦାନ-ପ୍ରଦାନରୁ ଅନେକ କିଛି ଶିଖିବାର ସୁଯୋଗ ମିଳିଲା।

Day 1-

In Thimphu, BHUTAN, today…

Spoke at length on Environment, Development and Sustainability in the SOUTH ASIA REGIONAL PARLIAMENTARY FORUM attended by Parliamentarians from Nepal, Bhutan, Bangladesh, India and Sri Lanka.

Economy, Ecology and Energy- three Es- are very important and every country needs to strike a balance between Development and Sustainability.

Also, we had the privilege of visiting the Parliament of Bhutan and His Majesty the King of Bhutan’s Office.

‘ Small is Beautiful’. Bhutan is a small and beautiful country of 8 lakh people with carbon emission in the negative. 72 % of the area is covered by forests and almost 100 % electricity comes from hydropower.
Clean and Green Bhutan- lots to love from this Environment friendly country with kind and gentle people.

Besides, I was glad to hold very informal discussions with Hon’ble Minister, Energy and Natural Resources, Bhutan, Mr Lyonpo Sonam Tashi ,regarding their Govt’s work priorities.

Buddhism is the predominant religion. Massive Statue of Buddha, not very far from Thimphu, is eye- catching.

ଆଜି ଭୁଟାନର ଥିମ୍ଫୁରେ…

ନେପାଳ, ଭୁଟାନ, ବାଂଲାଦେଶ, ଭାରତ ଓ ଶ୍ରୀଲଙ୍କାର ମାନ୍ୟବର ସାଂସଦମାନଙ୍କ ଅଂଶଗ୍ରହଣରେ ଆୟୋଜିତ ଦକ୍ଷିଣ ଏସିଆ ଆଞ୍ଚଳିକ ସଂସଦୀୟ ମଞ୍ଚ (South Asia Regional Parliamentary Forum)ରେ ପରିବେଶ, ବିକାଶ ଓ ସ୍ଥାୟୀତ୍ୱ (Sustainability) ବିଷୟରେ ବିସ୍ତୃତ ଭାବେ ମତ ରଖିଲି।

ଅର୍ଥନୀତି, ପରିବେଶ ଓ ଶକ୍ତି — ଏହି ତିନିଟି ‘E’ ଅତ୍ୟନ୍ତ ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ। ପ୍ରତ୍ୟେକ ଦେଶକୁ ବିକାଶ ଓ ସ୍ଥାୟୀତ୍ୱ ମଧ୍ୟରେ ଏକ ସୁସମନ୍ୱୟ ରକ୍ଷା କରିବା ଆବଶ୍ୟକ।

ଏହା ସହିତ, ଭୁଟାନ ସଂସଦ ଏବଂ ମହାମହିମ ଭୁଟାନ ନରେଶଙ୍କ କାର୍ଯ୍ୟାଳୟ ପରିଦର୍ଶନ କରିବାର ସୌଭାଗ୍ୟ ମଧ୍ୟ ମିଳିଲା।

‘ଛୋଟ ହିଁ ସୁନ୍ଦର’ (Small is Beautiful)।

ପ୍ରାୟ ୮ ଲକ୍ଷ ଲୋକସଂଖ୍ୟାର ଭୁଟାନ ଏକ ଛୋଟ ଏବଂ ଅତ୍ୟନ୍ତ ସୁନ୍ଦର ଦେଶ। ଏହାର କାର୍ବନ ନିର୍ଗମନ ନେଗେଟିଭ୍ ରହିଛି। ଦେଶର ୭୨% ଅଞ୍ଚଳ ଜଙ୍ଗଲରେ ଆଚ୍ଛାଦିତ ଏବଂ ପ୍ରାୟ ୧୦୦% ବିଦ୍ୟୁତ୍ ଜଳବିଦ୍ୟୁତରୁ ଉତ୍ପାଦିତ ହୁଏ।

ସ୍ୱଚ୍ଛ ଓ ସବୁଜ ଭୁଟାନ — ପରିବେଶ ପ୍ରତି ଏତେ ସଚେତନ ଏହି ଦେଶ ଏବଂ ଏଠାକାର ଦୟାଳୁ ଓ ସରଳ ଲୋକମାନଙ୍କଠାରୁ ଭଲ ପାଇବା ଓ ଶିଖିବା ପାଇଁ ଅନେକ କିଛି ରହିଛି।

ଏହା ବ୍ୟତୀତ, ଭୁଟାନର ମାନ୍ୟବର ଶକ୍ତି ଓ ପ୍ରାକୃତିକ ସମ୍ପଦ ମନ୍ତ୍ରୀଙ୍କ ସହ ତାଙ୍କ ସରକାରଙ୍କ କାର୍ଯ୍ୟକ୍ଷେତ୍ର ଓ ପ୍ରାଥମିକତା ସମ୍ପର୍କରେ ଏକ ଅତ୍ୟନ୍ତ ଅନୌପଚାରିକ ଓ ଆତ୍ମୀୟ ଆଲୋଚନା କରିବାର ସୁଯୋଗ ପାଇ ମୁଁ ଖୁସି ହେଲି।

ଭୁଟାନରେ ବୌଦ୍ଧ ଧର୍ମ ପ୍ରମୁଖ ଧର୍ମ ଭାବେ ପ୍ରଚଳିତ। ଥିମ୍ଫୁଠାରୁ ବହୁ ଦୂର ନୁହେଁ, ଏକ ବିଶାଳ ବୁଦ୍ଧ ପ୍ରତିମୂର୍ତ୍ତି ଦର୍ଶନୀୟ ଏବଂ ମନୋମୁଗ୍ଧକର l

ଆଜି—

ଏହି ସମ୍ମିଳନୀ ପାଇଁ ମୋତେ ମନୋନୀତ କରାଯାଇଥିବାରୁ ମୁଁ ଅତ୍ୟନ୍ତ କୃତଜ୍ଞ।

ଏହି ଗୁରୁତ୍ୱପୂର୍ଣ୍ଣ ମଞ୍ଚରେ ଦେଶର ପକ୍ଷରୁ ମୋର ସର୍ବୋତ୍ତମ ଅବଦାନ ରଖିବାକୁ ସମ୍ପୂର୍ଣ୍ଣ ପ୍ରୟାସ କରିବି।

With our Hon’ble Speaker Sri Om Birla and two other esteemed Parliament Colleagues of mine , I had a very engaging conversation with Hon’ble Speaker, Ms Azarel Ernesta and her Colleagues of the Parliament of Seychelles in Delhi today.

Seychelles is a small and beautiful nation located in the Indian Ocean off the Eastern Coast of Africa- near Madagascar. It is an Archipalego of 115 small Islands. The total population of the Country is just 90000.

I did mention -“Small is Beautiful and there are areas where India and Seychelles can work together and learn from one another.”

We talked about our advanced Parliamentary processes- Legislative drafting, use of AI and Information Technology .

ମାନନୀୟ ଲୋକସଭା ବାଚସ୍ପତି ଶ୍ରୀ ଓମ୍ ବିର୍ଲା ଏବଂ ମୋର ଅନ୍ୟ ଦୁଇଜଣ ସମ୍ମାନନୀୟ ସଂସଦ ସହଯୋଗୀଙ୍କ ସହ ଆଜି ଦିଲ୍ଲୀରେ ସେଚେଲ୍ସ ସଂସଦର ମାନନୀୟ ବାଚସ୍ପତି ଶ୍ରୀମତୀ ଆଜାରେଲ୍ ଏର୍ନେଷ୍ଟା ଏବଂ ତାଙ୍କର ସହଯୋଗୀମାନଙ୍କ ସହ ଏକ ଅତ୍ୟନ୍ତ ଫଳପ୍ରଦ ଓ ଆକର୍ଷଣୀୟ ଆଲୋଚନାରେ ଯୋଗ ଦେଇଥିଲି।

ସେଚେଲ୍ସ ହେଉଛି ଆଫ୍ରିକାର ପୂର୍ବ ଉପକୂଳ ନିକଟରେ, ମାଡାଗାସ୍କର ସମୀପସ୍ଥ ଭାରତ ମହାସାଗରରେ ଅବସ୍ଥିତ ଏକ ଛୋଟ ଏବଂ ସୁନ୍ଦର ରାଷ୍ଟ୍ର। ଏହା ୧୧୫ଟି ଛୋଟ ଛୋଟ ଦ୍ୱୀପକୁ ନେଇ ଗଠିତ ଏକ ଦ୍ୱୀପପୁଞ୍ଜ। ଦେଶର ମୋଟ ଜନସଂଖ୍ୟା ପ୍ରାୟ ୯୦,୦୦୦।

ଆଲୋଚନା ସମୟରେ ମୁଁ ଉଲ୍ଲେଖ କରିଥିଲି— “ଛୋଟ ହିଁ ସୁନ୍ଦର, ଏବଂ ଏପରି ଅନେକ କ୍ଷେତ୍ର ରହିଛି ଯେଉଁଠାରେ ଭାରତ ଓ ସେଚେଲ୍ସ ପରସ୍ପର ସହଯୋଗ କରିବା ସହ ପରସ୍ପରଠାରୁ ଶିଖିପାରିବେ।”

ଆମେ ଭାରତର ଉନ୍ନତ ସଂସଦୀୟ ପ୍ରକ୍ରିୟା, ଆଇନ ପ୍ରଣୟନ ପାଇଁ ବିଧେୟକ ଓ ଆଇନର ଖସଡ଼ା ପ୍ରସ୍ତୁତି, କୃତ୍ରିମ ବୁଦ୍ଧିମତ୍ତା (AI) ଏବଂ ସୂଚନା ପ୍ରଯୁକ୍ତି (IT)ର ବ୍ୟବହାର ଆଦି ବିଷୟରେ ମଧ୍ୟ ବିସ୍ତୃତ ଆଲୋଚନା କରିଥିଲୁ।

I had the pleasure of delivering an inaugural talk on the Subject ‘PARLIAMENT IN INDIAN POLITY’ before Members of Parliament from Myanmar( Burma ) at Delhi today.

Myanmar Parliamentarians are on a study visit to the Parliament of India to understand our procedures. Was glad to find them quite inquisitive about how our country’s Parliament ,with so much diversity , has been working so effectively for the past 79 years since our Independence .

Thanks to Lok Sabha Secretariat for inviting me to deliver the address.

ଆଜି ନୂଆଦିଲ୍ଲୀଠାରେ ମିଆଁମାର (ବର୍ମା)ର ମାନ୍ୟବର ସାଂସଦମାନଙ୍କ ସମ୍ମୁଖରେ ‘ଭାରତୀୟ ରାଜନୀତି ବ୍ୟବସ୍ଥାରେ ସଂସଦ’ (PARLIAMENT IN INDIAN POLITY) ବିଷୟ ଉପରେ ଉଦ୍‌ଘାଟନୀ ଅଭିଭାଷଣ ପ୍ରଦାନ କରିବାର ସୁଯୋଗ ପାଇ ମୁଁ ଅତ୍ୟନ୍ତ ଆନନ୍ଦିତ।

ମିଆଁମାରର ସାଂସଦମାନେ ଭାରତୀୟ ସଂସଦର କାର୍ଯ୍ୟପ୍ରଣାଳୀ ଓ ପ୍ରକ୍ରିୟା ବୁଝିବା ଉଦ୍ଦେଶ୍ୟରେ ଭାରତୀୟ ସଂସଦକୁ ଅଧ୍ୟୟନମୂଳକ ଗସ୍ତରେ ଆସିଛନ୍ତି। ଆମ ଦେଶର ବିପୁଳ ବିବିଧତା ସତ୍ତ୍ୱେ ଗତ ୭୯ ବର୍ଷ ଧରି ଭାରତୀୟ ସଂସଦ କିପରି ଏତେ ପ୍ରଭାବଶାଳୀ ଓ ସଫଳ ଭାବେ କାର୍ଯ୍ୟ କରିଆସୁଛି, ସେ ସମ୍ପର୍କରେ ସେମାନଙ୍କର ଗଭୀର ଆଗ୍ରହ ଓ ଉତ୍ସୁକତା ଦେଖି ମୁଁ ଖୁସି ଅନୁଭବ କରିଲି।

ଏହି ଅଭିଭାଷଣ ପ୍ରଦାନ ପାଇଁ ମୋତେ ଆମନ୍ତ୍ରଣ କରିଥିବାରୁ ଲୋକସଭା ସଚିବାଳୟକୁ ହୃଦୟରୁ ଧନ୍ୟବାଦ।

We attended the Convocation Ceremony of Graduates of Law of our son, Shikhar Sarangi, at National Law University, Delhi- Today.

For a Mother- it seems he was born only some time back.

Loved seeing young law graduates exuding confidence, exuberance and self-esteem.

ଆଜି ଆମ ପୁଅ ଶିଖର ସାରଙ୍ଗୀଙ୍କ ଦିଲ୍ଲୀସ୍ଥିତ ନ୍ୟାସନାଲ ଲ’ ୟୁନିଭର୍ସିଟିରେ ଆୟୋଜିତ ଆଇନ ସ୍ନାତକମାନଙ୍କ ସମାବର୍ତ୍ତନ ସମାରୋହରେ ଯୋଗଦେବାର ସୁଯୋଗ ପାଇଲୁ।

ଆଜି ଏହି ଯୁବ ଆଇନ ସ୍ନାତକମାନଙ୍କ ମୁହଁରେ ଆତ୍ମବିଶ୍ୱାସ, ଉତ୍ସାହ ଓ ଆତ୍ମସମ୍ମାନର ଝଲକ ଦେଖି ବହୁତ ଭଲ ଲାଗିଲା।
