In the recent CD-BJP Friday Gathering held on 8th May, 2026, Dg. Durjya Dhan Chakma, President of CD-BJP made a loud and misleading claim regarding the salary deficit issue of CADC.

He stated that if the State Government fails to resolve the salary deficit issue, CD-ZPM should obtain a recommendation letter from the Hon’ble Chief Minister of Mizoram so that CD-BJP could pursue the matter in Delhi or through the Governor of Mizoram to secure one-time financial assistance from the Central Government.

After listening to his speech, we find it necessary to expose the misleading nature of such statements and place the facts before the people of CADC.

First of all, there is no such financial provision under which the State Government can simply recommend Central assistance specifically for the payment of ADC salaries. Such claims are either made out of ignorance or are deliberate attempts to mislead the public for political mileage.

In fact, even in the case of certain Development Projects recommended by the State Government, proposals are often rejected if they involve administrative cost/expenditures such as the appointment of MR staff or recurring salary liabilities.

Therefore, making tall promises about resolving the salary deficit through a mere recommendation letter is nothing but political drama intended to confuse innocent people of CADC.

If CD-BJP or its leaders believe otherwise they are welcome to publicly name the specific constitutional, financial or administrative provision under which such assistance can legally and practically be sanctioned. Mere speeches and emotional rhetoric cannot change administrative realities.

At the same time, one fact remains undeniable that the State Government presently has the power and opportunity to address the salary deficit issue of CADC if it genuinely has the political will to do so. Since the term of the 2nd State Finance Commission ended with the financial year 2025-2026 and the 3rd State Finance Commission has not yet been constituted, the allocation of funds to the ADCs currently depends entirely upon the discretion and decision of the State Government.

We strongly urge the people of CADC not to be misled by political propaganda, emotional speeches and false assurances. Public issues must be discussed based on facts, laws and administrative realities not on political theatrics.

Being a progressive political party in the Chakma ADC, we the CDMNF believe it is our moral duty to inform and educate the public whenever misinformation is spread by any of our political opponents on important matters affecting the future of CADC.

During the last Mizoram Assembly Budget Session held on 5th March, 2026 when the House Leader and CM, Pu Lalduhoma remarked on the salary deficit and alleged financial mismanagement in the three ADCs, Dg Rasik Mohan Chakma, MLA questioned the Government of Mizoram and suggested possible measures to resolve the CADC salary deficit if the State Government so desired. He also demanded the implementation of a uniform staffing pattern for all three ADCs.

He stated that there is a salary deficit in CADC and that almost 95% of the annual budget expenditure is incurred under the salary head. He further stated that the remark made by the House Leader, Pu Lalduhoma was also correct.

He pointed out that CADC is presently functioning without an Executive Committee and that frequent changes in the Executive Committee have resulted in political instability. He further stated that since the previous term itself, there had already been two terms as a result of which the Council is presently facing various administrative and financial problems.

He also stated that as mentioned earlier, additional funds cannot ordinarily be allocated unless recommended by the State Finance Commission. However, since
the State is presently in an interim financial period between the expiry of the 2nd State Finance Commission and the constitution of the 3rd State Finance Commission, the State Government if it so desires may allocate additional funds and there is no bar to doing so. Some amount of additional funds may be allocated in the forthcoming budget allocation.

Earlier, the salary deficit was ₹9 crore but it has now increased to ₹50 crore and therefore at least 50% of the deficit should be addressed by the State Government. He also pointed out that the State Government has received substantial funds under the 16th Finance Commission, from which allocations may also be made to address the salary deficit issue.

He emphasized that proper rules and regulations must be enacted in the ADCs to ensure that excess and unnecessary appointments are not made without following due procedures and established norms.

He further stated that as per the recommendations of the 2nd State Finance Commission, the State Government has constituted a Study Team Committee under the Chairmanship of the Chief Secretary to assess the requirement of officers and staff and to reorganize the staffing structure of the three ADCs.

He stressed the need for an effective and uniform staffing pattern to determine the exact number of sanctioned posts that may be created in the three ADCs. If appointments are made beyond the sanctioned strength the State Government should also exercise proper control over such appointments. Therefore, he urged that the recommendations of the State Finance Commission be pursued and implemented expeditiously.

He further stated that the implementation of a uniform staffing pattern for all three ADCs would be highly beneficial. While the population and geographical size of the ADCs may differ and fund allocation may not necessarily be equal, the staffing pattern should remain uniform.

In conclusion, he appealed to the Hon’ble Minister to examine whether there is any immediate solution to resolve the issue and requested that his grievances be given priority consideration.
