The Animal Birth Control (ABC) programme is hampered by weak verification, inconsistent dog counts across regions, and gaps in funding and infrastructure, so many cities fall short of the 70% sterilisation coverage experts say is needed to stabilise populations.
Loopholes in contracting and payment systems encourage shortcuts โ some organisations re-use reproductive organs for payouts, send dogs back before recovery, or submit falsified paperwork โ while local authorities often lack the capacity to audit or enforce standards.
As a result, vaccination and sterilisation drives fail to deliver expected publicโhealth benefits, and ambitious sterilisation targets reported by municipal bodies remain questionable without independent verification.
Finally, experts recommend better census methods, stricter oversight of NGOs and contractors, and sustained funding and infrastructure for CNVR (capture, neuter, vaccinate, release) to make control efforts effective.
