Manoj Kumar Agarwal, a 1990-batch IAS officer of the West Bengal cadre, has held several senior administrative postings in West Bengal during the last decade:
2021–2023: Additional Chief Secretary-level responsibilities in multiple departments
February 2024: Additional Chief Secretary, Fire & Emergency Services; additionally given charge of the Information Technology & Electronics Department
Mid-2024: Additional Chief Secretary, Forest Department
November 2024 – April 2025: Additional Chief Secretary, Disaster Management & Civil Defence Department
March/April 2025 onward: Chief Electoral Officer (CEO), West Bengal
May 2026: Appointed Chief Secretary of West Bengal
The postings listed above are all senior constitutional and administrative assignments typically given to experienced IAS officers of the state cadre. By themselves, these postings do not prove a “partisan approach.” In India, Chief Secretaries and Chief Electoral Officers are appointed through administrative processes involving the state government and the Election Commission, and senior IAS officers commonly serve across multiple departments during their careers.
