NCC Organisation in brief:
The National Cadet Corpos is headed by a Director General, an Army Officer of the rank of Lieutanant General, who is responsible for the functioning of the National Cadet Corps in the country through the National Cadet Corps Headquarters situated at Delhi. Each of the State National Cadet Corps Directorate Headquarters controls two to fourteen Group Headquarters. While D

irectorates are commanded by Brigadiers or their equivalents, the Groups are commanded by Colonels or equivalents from the Army, the Air Force and the Navy, NCC Units are commanded by Major/Lieutenant Colonel or their equivalents. Civilian Staff in NCC:
There are 91 Group HQs and 754 NCC Units spread all over India. The supporting Civilian Staff in various grades in these Group Headquarters and Units are provided by the respective State Governments.

Lt Col complains against fellow officers to child rights panel

A lieutenant colonel currently posted in Bathinda has raised the issue of alleged sexual misconduct and harassment of young NCC cadets at Kochi before the National Commission for Protection of Child Rights (NCPCR), New Delhi. He was transferred from Kochi to Bathinda in August last year.

Lieutenant Colonel S Suresh Kumar has named Col Joseph Purakel, who was the Commanding Officer of 2 Kerala Batallion, for the alleged crime and had attached the complaint of the guardian of the cadet with his complaint, dated November 26 of 2013, to NCPCR.

He told NCPCR that he received a complaint by a "young mentally traumatised" NCC cadet on December 27, 2012, which informed him that Colonel Purakel was using "senior cadet/s to entice and solicit the young cadets, as well as indicated that many children had been sexually harassed/assaulted/exploited" by him.

Lt Col Suresh, while posted as administrative officer of NCC Group Thiruvananthapuram, as he claimed, had brought the issue in the notice of Colonel JK Achuthan (now retired), who was then officiating commander, NCC Group Headquarters.

Achuthan then had informed Brigadier G Subramaniam, then deputy director general, NCC directorate (Kerala and Lakshadweep) on January 18, 2013.

As per Lt Col Suresh's complaint, after Achuthan left, Colonel G Ramachandran joined as Commander, NCC Group Headquarters.

"However, subsequently, Col G Ramachandran, Col PG Krishna, director and then officiating deputy director general, NCC directorate (K and L), Maj Gen B Chakravarty, additional director general, NCC directorate, failed to act and ensured that the complaint was hushed up and buried, thus resulting in continued perpetration of these acts by this officer, unmindful of the concerns of safety and security of the young cadets and causing irreparable damage to the young minds, the safeguarding of which is the paramount responsibility of these authorities," said his complaint.

Col Purakel and Lt Col Suresh were then both posted out last year after the allegations surfaced at Kochi. Purakel was sent to Jammu and Kashmir and Suresh to Bathinda, 10 Corps. Later, Ramachandran was also posted out.

Lt. Col. Suresh claimed that he was posted out to faraway place in "north India, so that the undersigned would not be able to insist and pursue on the complaint and thus the case could be buried and cover-up ensured".

When contacted, chairperson, NCPCR, Kushal Singh, said, "We have got the complaint and have written to the state government of Kerala/director general, NCC, for a report on it."

Lt. Col. Suresh Kumar had also complained to Army chief General Bikram Singh on August 24, 2013, but no action has been taken on his complaint.

NCC Special Entry Scheme 41st Course Commencing April-2017 Short Service Commission (SSC) for Male & Women (including wards of battle casualties of Army personnel)

The Indian Army is looking for a few good Men and Women. For the best and the brightest amongst you. For men/ women with intellect, idealism and courage. Applications are invited from unmarried/ married male and unmarried female or widow of defence candidates for for grant of Short Service Commission (SSC) in the Indian Army.

Vacancies : 55 posts [50 posts for male (Gen-45, Wards of Battle Casualties-5) and 04 posts for women (10% reserved for wards of Battle Casualties of Army only)]

Age : Not below 19 years and not over 25 years (not born earlier than 02 Jan 1992 and not later than 01 Jan 1998)

The Criteria of NCC 'C' Certificate holders to appear directly for SSB for SSC (Non-Technical) at Officers Training Academy, Chennai :
(i) Educational Qualification : Degree of a recognised University or equivalent with aggregate of minimum 50% marks taking into account marks of all years.
(ii) Service in NCC : Should have served for minimum two academic years in the senior Division of NCC
(iii) Grading : Should have minimum of 'B' Grade in 'C' Certificate Exam of NCC.

Wards of Battle Casualties : Holding of NCC 'C' Certificate at the time of filling of applications not required. Wards of Battle Casualties send their applications direct to Addl. Dte. Gen. of Recruiting, Recruiting NCC Entry, West Block-III, R.K. Puram, New Delhi-110066. A letter to the effect that the parent has been killed/ wounded/ reported missing in action issued by MP/Dte/ Respective Regimental Records and a copy of Part II Order notifying injuries and being classified as Battle Casualtieis in case of Service/ Medically boarded out pers.

Last date for receipt of application at Rtg Dte 22/08/2016 for this category.

Pay Scale & Stipend : Stipend during the period of training is Rs.21000/-. On completion they will be commissioned as Lt in the pay scale of Rs.15600-39100 wth Grade Pay Rs. 5400 and MSP Rs. 6000/- and other allowances.

Method of Selection : All Applications in the prescribed format will be forwarded to Rtg. Directorate (NCC) through HQ DG NCC. The NCC Units/GP HQs will forward the applications to State Directorates who in turn will forward the same to Hq DG NCC. On arrival at the SSB, the Shortlisted candidates will be administered stage-1 of the two stage testing procedure.

Medical Examination : Candidates recommended by the SSB will go under Medical Examination by a Board of Service Medical Officers.

CHIEF OF THE AIR STAFF VISITS DG NCC RDC CAMP-2016

Air Chief Marshal Arup Raha, PVSM, AVSM, VM, ADC, Chief of the Air Staff (CAS) visited the NCC Republic Day Parade Camp 2016 at Delhi Cantt today. On arrival, the Air Chief was received by the DGNCC, Lt Gen Aniruddha Chakravarty, VSM.

The Chief of Air Staff reviewed a ‘Guard of Honour’ presented by the smartly turned out cadets from all the three wings of the NCC i.e. Army, Navy, Air Force and girl cadets. This was followed by a brilliant Band Display by cadets.

The CAS also inspected the well laid out flag areas prepared by the NCC cadets from all 17 NCC Directorates depicting the various Social Awareness themes. He was crisply briefed by cadets on their respective models.

The Air Chief along with other distinguished guests later witnessed a spectacular ‘Cultural Programme’ by the talented cadets in the NCC auditorium.

In his address, the CAS complimented the cadets for their impressive performance. He also praised the role played by NCC in spearheading the onerous task of training the youth of the country by following latest trends in the training curriculum. The CAS also congratulated the premier youth organisation on the successful participation in the International Day of Yoga as also in the conduct of NCC National Games during Oct 2015.

~ Army Day Open Quiz Competition 2016 ~

As part of ‘Army Day Celebration- 2016’, the Army would be conducting a National Level Open Quiz Competition for school children on 07 January 2016 at Manekshaw Centre, Delhi Cantonment on the theme “Indian Army : Symbol of Courage, Valour and Sacrifice”.

The Quiz Competition would be conducted by renowned Quiz Master, Mr Aditya Nath Mobayi of Quiz Craft Enterprise. The entry is free for the Quiz Competition and two teams from each school comprising of three students from Higher Secondary classes are eligible to participate.

The team winning the competition would be presented with a Trophy alongwith a cash prize. Awards are also being given for the First and Second Runner up Teams apart from certificates & gift hampers containing books for the participants.

The event would be conducted as a prelude to the Army Day Celebration this year and would certainly go a long way to etch an impression in the minds of the future generations of the country on the Indian Army's legacy of Courage, Valour and Sacrifice.

~ In 2015, India’s Armed Forces Became Stronger And Deadlier Than It Was Ever Before ~

This year was a great one for India’s defence establishment. The year began on a very powerful note.

The world’s most powerful man, the US President Barack Obama, was the chief guest at the Republic Day parade at New Delhi. Before him marched symbolically the country’s strength – its military and culture.

That was just the start of a great Indo-US partnership in defence. The rest of the impetus was provided by the PM’s ‘Make in India’ initiative.

A new 10-year Defence Framework Agreement was signed between US and India in June.

The agreement will allow the development of a mobile solar energy power source for remote areas besides a special suit for military and civilian purposes for chemical and biological hazard environments.

The ‘Make in India’ initiative got a major boost from within and outside the country. Besides US and Russia, countries such as Israel, Japan and South Korea expressed interest in the initiative.

According to the MoD, 61 companies have obtained 81 Industrial Licences (ILs) for manufacture of various defence equipment since the initiative started.

The FDI in defence was raised to 49 per cent from an earlier 26 per cent to ease indigenization of defence equipment. In fact, indeginsation is the priority for the Defence Minister because he has announced the target of 50 percent indigenisation by 2017.

Manohar Parrikar also achieved two significant milestones. After a prolonged delay, the Indian Government finally gave a nod to the construction of a National War Memorial in Delhi.

In December, Parrikar became the first Indian defence minister to watch aviation exercises aboard a US aircraft carrier at the Hawaii-based US Pacific Command.

During PM Modi’s Russia visit, the Anil Ambani-led Reliance Group signed an agreement with Russia’s AlmazAntey to work jointly on a range of air defence missile and radar systems for the Indian defence forces.

In a first since the Bofors deal, the Indian Army got clearance to buy 145 BaE Systems M777 ultra-light howitzers for Rs.2,900 crore through the Foreign Military Sales route from the United States.

Apart from that, the army is set to be bolstered with the 114 DRDO-made 155-mm Dhanush howitzers. These have a range of 38 km, 11 km more than the Swedish Bofors guns.

This year Akash surface-to-air missiles joined the Indian Army. They can target enemy choppers, aircraft and UAVs from a range of 25 km.

The successful test of the Agni-IV, the nuclear-capable ballistic missile that can hit targets 4,000 km away, further strengthened the defensive net of India.

That this test was overseen by India’s missile woman Tessy Thomas made for a remarkable story in itself.

A major story this year was how a special Indian Army unit successfully carried out a surgical strike against militants inside Myanmar. By crossing the border this was the first of a kind operation, conducted covertly, by India.

The Indian Air Force made a landmark decision to allow women to fly fighter jets. But beside this, there was not much for the 1.27 lakh-strong Air Force.

The 126 Rafale fighter deal fell apart. Since the IAF badly needs to fill up its fast depleting squadrons, the GOI agreed to purchase 36 Rafales off-the-shelf from France. The deal will most probably be signed during French President Francois Hollande’s visit to India in January next year.

A silver lining came in the form of rotary wing aircrafts. A $3 billion (Rs 19,800 crore) deal was signed between US and India for the purchase of 15 Chinook heavy lift helicopters and 22 Apache attack helicopters, both from Boeing.

Another big deal was the $1 billion deal that would see India purchasing 200 Kamov 226 T utility helicopters from Russia. The good news is that the Kamovs will be made in India.

A big disappointment came from HAL, which expressed its inability to manufacture the Tejas Mark 2 version forcing the IAF to purchase 20 basic Mark 1 and 100 improved Mark 1A variants. Though slow progress of manufacturing in HAL remains a concern.

Towards the end of this month, Swedish defence producer Saab expressed interest to ‘Make in India’ its 5th Generation fighter aircraft.

India has also gone a step ahead in its plan of turning some of the country’s roads into emergency airstrips for fighter jets. In a first ever, an IAF Mirage made headlines by doing a quick touch-and-go on the Yamuna Expressway.

The Indian Navy was the one that gained the maximum teeth this year.

INS Kalvari, the first of six Scorpene-class conventional diesel-electric attack submarines, began sea trials in October this year. It is scheduled for commissioning in September next year.

A Request for Proposal (RFP) was cleared for six more Scorpene submarines under the P75 Project for around Rs.80,000 crore.

This will add to the six that are currently being built at Mumbai’s Mazagon Dock Ltd.

INS Arihant, India’s first nuclear-powered ballistic missile submarine (SSBN), went out for sea trials in 2015. The Navy will have this submarine most probably by February next year. Three more Arihant-class subs are being made.

Among the others came the 7,500 tonne INS Kochi, the second Kolkata-class stealth guided-missile destroyer.

It was a great occasion when India’s first indigenously built aircraft carrier, INS Vikrant, was undocked.

Progress on EMALS technology and nuclear propulsion for India’s first supercarrier, INS Vishal, is on the right track.

In 2015, infiltration was down to 92 (till September 30) from 264 in 2012 and 221 in 2014.

Overall, it was a great year for Indian Navy, a good year for Army and okay year for the Air Force.

December 07 is observed as Armed Forces Flag Day in India since 1949. Every year on 7th December Armed forces of India celebrates its Flag Day. This day is dedicated for collection of funds from people of India for the welfare of Indian Armed forces personnel. It has become a ritual to commemorate this day as an honour soldiers, airmen and sailors of India.

Why we celebrate Flag Day?

After the Independence of India the government arose a need to manage the welfare of itd defence personnel. Then it was decide to observe a Flag day annually on 7 December. The purpose for this was Rehabilitation of battle casualties and Welfare for serving personnel and their families.

The fund collection is managed throughout the country by the by local arms of the Kendriya Sainik Board (KSB), which is part of the Ministry of Defence. The fund collection is organised both by official and non-official means through voluntary organisations.

~ Ex-NCC Cadet & Bicholim girl joins Indian military ~

Bicholim: Neha Sudhir Salkar from Sashtiwada, Bordem in the Bicholim taluka joined Indian military as a lieutenant on October 19. She is 25.

Neha, who was a student of Shri Shantadurga high school, Bicholim, joined the national cadet corps (NCC) when she was a student of class nine, and went on to win a top award. She was later selected for the Republic Day parade at New Delhi in the year 2009.

Neha received military training at Belagavi, Benguluru, New Delhi and at other locations in the country where she excelled in her overall performance.

In August 2014 she joined the Indian military at the 4th rank. She subsequently signed up for an officers' training module in Chennai on October 4 of the same year. Her training ended on September 12, 2015.

She then took over as a lieutenant in the defense battalion on October 19.

Chief minister Laxmikant Parsekar has congratulated the young lieutenant for her achievement.

NCC cadets celebrate World Environment Day

More than 200 members of the National Cadet Corps (NCC) vowed to do their best for protection of environment at a programme organized by 8 (A) Naval NCC Unit on the occasion of World Environment Day at APSRMC School in Krishnalanka here on Thursday.

Commanding Officer of 17 (A) battalion Colonel A Kutty was the chief guest.

Mr. Kutty educated students about the importance of protecting environment which was facing unprecedented anthropogenic pressure and usefulness of increasing greenery.

NCC officers from Loyola College and PB Siddhartha College, Lt Cdr Arokiasamy and Lt. Bhanu Prakash along with cadets from various units undertook tree plantation drive and planted 200 saplings inside the school premises.

Sai Prasad Kaza, Commanding Officer of NCC 8(A) Naval Unit, District Forest Officer Ashok Kumar and others participated. NCC Cadets S.P. Raju and Divyasai of Andhra Loyola College gave speeches on the occasion.
