RDF sparks tension as paper mills face pollution allegations; BKU raises concerns in Muzaffarnagar.

Tensions erupted in Muzaffarnagar as villagers, led by BKU's Rakesh Tikait, confronted paper mill owners over pollution concerns during a high-level meeting. The dispute centers on Refuse Derived Fuel (RDF) use, with Tikait opposing Delhi waste transportation to the district and alleging hundreds of garbage trucks enter daily. Villagers reported contaminated water sources, black soot on rooftops, hazardous air quality, and rising cancer cases, giving factory owners a one-month ultimatum to address pollution issues. Paper Mill Association President Pankaj Agarwal defended the industry, stating mills use processed RDF as approved fuel under Swachh Bharat Mission, not raw garbage, and that RDF causes less pollution than coal while operating under strict monitoring. Tikait demanded transparency in material verification and announced a "Clean and Green Muzaffarnagar" campaign. A monitoring committee from five affected villages will be formed, with the next meeting scheduled for February 2. Agarwal warned that continued intimidation could force factory closures but assured mistakes would be corrected.

“FCBM urges brands to recognize the value addition by corrugators and ensure equitable pricing,” says Mr. T. M. Raghavan of FCBM.

In an exclusive interview with The Pulp and Paper Times, T.M. Raghavan, President of The Federation of Corrugated Box Manufacturers (FCBM) of India, discussed key challenges facing the corrugated box industry. FCBM represents over 10,000 manufacturers and sees steady demand growth driven by e-commerce, FMCG, pharmaceuticals, and agriculture, though the market faces volatility from input cost fluctuations and uneven demand patterns. Raghavan welcomed the GST reduction from 12% to 5% on corrugated boxes but expressed concern about the 18% GST rate on kraft paper, which creates an inverted duty structure and working capital pressure. He urged the government to reduce kraft paper GST to 5%. Regarding paper mills' forward integration into corrugation, FCBM advocates for collaboration over consolidation to protect SME interests while acknowledging this trend reflects market evolution. On sustainability, Raghavan noted that new-age consumers increasingly value eco-friendly packaging, giving corrugated boxes a competitive edge due to their biodegradable and recyclable nature. However, he emphasized that brands should pass premium pricing benefits to box makers who add value through sustainable packaging solutions. Key challenges include excess capacity issues, high automation costs deterring medium-scale players (due to high capital costs, skilled manpower shortage, and uncertain ROI), and the need for transparent pricing mechanisms with paper mills. FCBM supports fair trade practices and urges mills to align pricing with market realities while addressing quality issues that impact thin industry margins.

CO280 Successfully Completes Carbon Capture Field Pilot at U.S. Pulp and Paper Mill.

CO280 Solutions Inc. and a pulp and paper manufacturer have successfully completed a field pilot validating liquid amine technology to capture biogenic CO2 from recovery boiler stack emissions at a U.S. Gulf Coast pulp mill. The technology, provided by SLB Capturi, was tested using their Mobile Test Unit (MTU) installed in Q3 2024, which operated for more than 4,000 hours and achieved a consistent 95% capture rate efficiency with a rated design capacity of 3 tonnes per day. The pilot met all key performance indicators including capture rate efficiency, energy consumption, solvent durability, and absorber emissions, marking what CO280 calls a critical milestone that clears the way for deploying commercial-scale carbon capture and removal projects at pulp and paper mills. CO280 specializes in retrofitting existing pulp and paper mills with modular carbon capture units to capture and permanently store biogenic CO2, delivering high-quality and affordable carbon dioxide removal (CDR) at scale to customers in the carbon market, while SLB Capturi's CEO noted that the strong performance validates all key process parameters and demonstrates no technical barriers to commercial-scale deployment.

Essity is launching organizational changes and a cost savings program to create better conditions for profitable growth, including decentralizing decision-making and strengthening end-to-end accountability for each product category, with the measures expected to generate approximately SEK 1 billion in annual savings by the end of 2026. The organizational restructuring will split the current Consumer Goods business area into Personal Care and Consumer Tissue, creating four business areas (Health & Medical, Personal Care, Consumer Tissue, and Professional Hygiene) with clear overall responsibility for innovation, production, marketing and sales in each area. Key leadership appointments include Tuomas Yrjölä as President Personal Care, Volker Zöller as President Consumer Tissue, and Anand Chandarana and Pablo Fuentes as Presidents of Health & Medical and Professional Hygiene respectively, with changes taking effect January 1, 2026. Finance Minister Urges Paper Mills to Comply with NIL Rate Supply, Assures Industry of Support.

A delegation from the notebook manufacturing industry, led by Mr. Anuj Jain from Meerut, met with the Finance Minister to discuss critical challenges facing the sector, particularly the issue of domestic paper mills not supplying paper at the NIL GST rate despite government policy requiring notebooks to remain at 0% GST. The Finance Minister advised industry stakeholders to negotiate directly with paper mills to ensure compliance with government policies, emphasizing that every citizen must adhere to government rules, while her ministry closely monitors pricing behavior and the Prime Minister keeps watch on developments. She clarified that zero duty and tax on paper imports are part of existing Free Trade Agreements (FTAs) and assured that notebooks would continue under the NIL GST category to benefit students with lower education costs, though she was critical of paper mills not adhering to NIL rate supply despite receiving government support through mechanisms like Minimum Import Price (MIP). JK Paper's President A.S. Mehta warned that it would be difficult to prevent misuse of the zero GST rate and that notebook costs could actually increase by 10-12% due to manufacturers' input tax credit reversals, while the possibility of importing paper and notebooks at nil rate from abroad could benefit large corporates and potentially eliminate small notebook manufacturers.

Domestic paper manufacturers fear losing competitiveness as zero IGST on imports widens the price gap, says IPMA.

The Indian Paper Manufacturers Association (IPMA) warns that recent GST reforms exempting uncoated paper for exercise books and notebooks from GST will trigger a surge in imports, as foreign suppliers will pay zero IGST while domestic manufacturers lose input tax credits and face 3-6% higher production costs. Paper imports have already doubled from 1.08 million tonnes in FY21 to 2.06 million tonnes in FY25 (worth ₹15,000 crore), with China accounting for 27% of imports after a 33% surge in FY25 and ASEAN nations contributing another 20%. IPMA President Pawan Agarwal fears India will become a "dumping ground" for cheaper foreign paper, particularly from China and ASEAN countries exploiting the tax advantage, which undermines the government's "Make in India" initiative. The association urges urgent policy review to prevent irreversible damage to the domestic paper industry, warning that the changes will ultimately burden school children and the education sector with higher costs.
