Secretary Karma Rinchen of the Department of Information and International Relations-CTA (DIIR) interacted with a group of students from Konan University, Hyogo, Japan, at the Department's Lhakpa Tsering Memorial Hall today. The group was led by Dr Miki Enoki, Associate Professor at the Hirao School of Management, Konan University.

DIIR Secretary Karma Rinchen briefed the students on the structure and functioning of the Central Tibetan Administration.

Prior to the interaction, DIIR Protocol Officer Ngawang Choedhar conducted a tour of the Department and was also present at the meeting.

The Department of Information and International Relations (DIIR) hosted a farewell dinner at the Lhakpa Tsering Memorial Hall to honour outgoing Under Secretary Ms. Tenzin Lhakmon (བསྟན་འཛིན་ ལེགས་སྨོན།), Head of Translation and Publication.

Ms. Lhakmon joined the Central Tibetan Administration (CTA) in 2019 after completing the Tibetan Scholarship Program and has served the CTA with dedication for over seven years in various capacities.

During the gathering, Secretary Karma Rinchen presented Ms. Lhakmon with a khatak (white ceremonial scarf) as a token of appreciation for her dedicated service and contributions.

DIIR extends its heartfelt gratitude to Ms. Lhakmon for her years of service and wishes her every success and happiness in her future endeavours.

The Department of Information and International Relations (DIIR) hosted a farewell gathering today for outgoing Deputy Secretary Tenzin Chemey བསྟན་འཛིན་ འཆི་མེད། Director of Tibet TV, at the Lhakpa Tsering Memorial Hall.

Ms. Chemey joined the Central Tibetan Administration (CTA) in 2010 and has served the department for 14 years in various capacities, including at Bod.asia, The Tibet Museum, and Tibet TV. She will join as a Deputy Secretary at the Kashag Secretariat from tomorrow.

In 2017, Ms. Chemey took two years of personal leave to pursue the Tibetan Fulbright Scholarship in the United States, where she earned a master’s degree in International Relations from New York University (NYU).

During the gathering, Secretary Karma Rinchen presented Ms. Chemey with a khatak (white ceremonial scarf) as a token of appreciation for her dedicated service. The Secretary and Ms. Chemey later addressed the gathering.

As a follow-up to the meeting held on 28 July 2026, Sikyong Penpa Tsering, incumbent Kalon (Minister) of the Department of Information and International Relations (DIIR), met with the department’s section heads at the Lhakpa Tsering Memorial Hall to review the implementation of the 17th Kashag Secretariat’s CTA work policies concerning DIIR.

The meeting was attended by DIIR Secretary Karma Rinchen, Additional Secretary Namgyal Tsewang, and Joint Secretaries Zamlha Tempa Gyaltsen and Dukthen Kyi.

We are thrilled to congratulate Penpa Lhamo on successfully completing her month-long internship from 3 July to 3 August 2026 with the Tibet Advocacy Section at the Department of Information and International Relations (DIIR), CTA!

Following her completion of the CTA Department of Education’s (Sherig) "Unlocking Potential Programme" here in Dharamshala, Penpa, who is also a recipient of the Sherig Excellence Scholarship, brought her academic background in Psychology (BA) and incredible dedication to our team. Secretary Karma Rinchen extends his deep appreciation for her hard work, service, and valuable contributions over the past month.

Sikyong Penpa Tsering, incumbent Kalon (Minister) of the Department of Information and International Relations (DIIR), convened a meeting with the department’s section heads at the Lhakpa Tsering Memorial Hall to discuss the 17th Kashag Secretariat’s work policies concerning CTA civil servants and their implementation within DIIR.

The Department of Information and International Relations (DIIR) is all set to host the 4th International Tibet Youth Forum from 3 to 5 July 2026 at the Administrative Training and Welfare Society Centre in Dharamshala.

Ahead of the event, Tibet Advocacy Section Head Dukthenkyi and staff member Tsetan Dolma conducted an introductory and orientation session for forum participants at Sikyong Hall in Gangchen Kyishong.

The Department of Information and International Relations (DIIR) hosted a farewell dinner reception in honour of former Secretary Karma Choeying, who now serves as Secretary of the Department of Education, and former Additional Secretary Tenzin Lekshay, who is promoted to Secretary and currently serves as Executive Director of the Tibet Policy Institute.

DIIR Secretary Karma Rinchen, Additional Secretary Namgyal Tsewang, Joint Secretary Ngawang Gelek, and staff members attended the farewell gathering to express their appreciation and extend best wishes to both the senior officials in their new roles.
